If you are behind on an energy bill in Pennsylvania, or you can see it coming, the help on this page does not all do the same job. Some listings change what you are billed from here on. Some are a single grant toward an amount already overdue, or toward a deposit a company wants before it will turn service on. Some put a caseworker on the account rather than money. A second section lists programs that pay for work on the house instead of toward the bill, where your income changes what you pay. Read each listing for what it actually is before you count it as help.
Pennsylvania calls the standing, discounted-bill version a Customer Assistance Program, and most utilities shorten that to CAP. The common thread is that the monthly figure comes from household income rather than from the meter, and several also forgive part of what you already owe while you keep to the plan. They diverge on what happens to the gap between that figure and the bill. PPL publishes an annual credit cap on OnTrack. PECO and UGI bill the income figure or your actual usage charges, whichever is lower. FirstEnergy and National Fuel publish a monthly minimum. The idea is shared; the terms are not, and the terms on your own company’s listing are the ones that decide what it costs you. The names vary too: Pike County calls its version New Start, and a reader comparing that with OnTrack is comparing the same kind of thing.
Hardship funds are one-off grants toward a specific overdue bill, usually once in a program year, and Columbia runs one of the same shape toward a service deposit. Whether a particular fund expects you to have applied somewhere else first is that fund’s own rule: Peoples tells applicants to ask the administering agency which other assistance must be used before applying, and Pike County’s brochure asks you to review its hardship and prior-assistance requirements. Ask the fund that question before you apply, not after. CARES is a caseworker route run inside the utility, and what it delivers is not the same at every company that runs one. PGW describes its CARES as payment assistance for residential customers facing a medical emergency, unemployment or another temporary hardship. PPL describes temporary shutoff protection, energy-saving advice and community referrals. Read what the company that bills you says its own version does before you decide it is not for you.
Which of these reach you depends on who sends your bill, so the page starts by asking for a ZIP code. One company’s assistance program is closed to another company’s customers, so showing all of them at once would mostly be showing you other people’s programs. The statewide ones show for everybody. LIHEAP is run by the Department of Human Services rather than by a utility, and the Weatherization Assistance Program is run by DCED through county agencies, so neither one turns on who bills you. LIHEAP also runs on a season DHS sets, so ask DHS or your county assistance office whether it is open before you count on it. Your ZIP tells us which company serves your address, which is not always the one serving the next town over. Our lookup is stronger on electricity than on gas, and for some ZIP codes it returns no gas company at all, so if yours is missing from what comes back, go to it directly and ask what it runs.
We do not run any of these programs, we do not process applications, and we do not decide who qualifies. Every program sets its own rules and makes its own decision. Each listing links to the organization that runs it, and every amount shown is taken from that program’s own published material as it read when we last checked it. Amounts are reset, seasons open and close, and programs change without telling anyone, so the program’s current terms are the ones that count, and nothing on this page decides whether you qualify.
Help paying an energy bill in Pennsylvania, and home improvements a program pays for
Three different kinds of help with energy costs in Pennsylvania. They work differently from one another and they are run by different organizations, so they are kept separate rather than mixed into one list. Holding one does not automatically rule out the others, though a few of these programs do exclude each other, so read the rules of the one you are applying for. Every amount is taken from the program’s own published material as it read when we last checked it. Programs change their amounts and close without notice, so the program’s current terms are the ones that count, and nothing on this page decides whether you qualify.
What do you need?
Help paying your energy bill
Programs that help with an energy bill in Pennsylvania. Not every listing here is money toward the bill. Where one is a charge you pay rather than a credit or a payment, the listing says so in plain words, and it sits here because a cost landing on this same bill is worth knowing about before it arrives. Each one sets its own rules about who qualifies and makes its own decision — so the only way to find out is to ask them. We do not run these programs, we do not handle applications and we do not decide who qualifies. Every listing links to the organization that does. Confirm the terms with the program before you count on anything.

LIHEAP Cash Grants
Offered statewide in Pennsylvania — the program sets who qualifies
Availability and timing, as we recorded it: Not open until 2 November 2026. The 2026-2027 LIHEAP season runs 2 November 2026 to 23 April 2027 (State Plan pp. ii and ix; brochure p. 2). The closing date is carried in the State Plan and the brochure; the two DHS web pages carry the opening date alone — see QA flags. DHS reserves the right to shorten or extend the program depending on the availability of funds, increased demand, or other factors that impact on the expenditures of LIHEAP funds. Before the opening date DHS mails applications to households that received LIHEAP in 2025-2026 and posts a postcard to prior COMPASS applicants; that is not a general early-application route. Checked 2026-10-19.
A one-time payment sent directly to the utility company or fuel provider and credited on the household's bill. In some cases DHS may mail the check to the household directly. These grants range from $200 to $1,000 based on household size, income, and fuel type. The amount is set by a DHS payment matrix keyed on heating region (county), fuel type, income and household size, so there is no single figure for a household to expect; DHS publishes a Benefit Table lookup at https://www.humanservices.dhs.pa.gov/liheap_benefit_table/. The State Plan (p. iv) cautions against deriving an average, so no average is offered here.

Within the season, crisis assistance is available 24 hours a day. DHS reserves the right to shorten or extend the program depending on the availability of funds, increased demand, or other factors that impact on the expenditures of LIHEAP funds. Checked 2026-10-19.
Emergency help for a household in jeopardy of losing its heat, paid toward the heating emergency. A household can receive more than one Crisis grant, as necessary, during the season until the maximum benefit of $1000 is reached — that maximum is per season across all crisis grants, not per grant, and it does not add to the cash grant maximum. Eligible applicants receive benefits within 10 business days of applying, or sooner for those who are experiencing a time-sensitive, life-threatening crisis. Crisis assistance is available 24 hours a day.

Program details →There is also work on the house these programs help pay for
The two do different jobs. The programs above help with the bill you owe now; this work can make future bills smaller: insulation, air sealing and heating equipment. How much of it a program pays for differs from one program to the next. A few cover the work outright for the households they accept, and most pay a set amount or a share of a price the household owes in full. Some are limited to households inside an income range, and others are open to anyone and pay an income-qualified household more. Where a program does set a range, it can have a floor you must be above as well as a ceiling you must be under, so check both ends of that one. It is a separate application either way, so ask the program what it would cover on your house.
Home improvements where your income changes what you pay
These pay for work on the house rather than putting money toward a bill: insulation, air sealing, duct sealing, sometimes heating equipment. They do not all work the same way. A few cover the work outright for the households they accept. Most pay a set amount, or a share of a price you still owe the contractor in full, and on a big job the rest of that price is real money. Some are limited to households inside an income range; others are open to anyone and simply pay an income-qualified household more. Read each listing for the amount and for the share, and where a program does set an income range, it can have a floor you must be above as well as a ceiling you must be under, so read both ends of that one. What a program covers is decided after it looks at the home, and anything it will not cover stays yours to pay for or to leave undone. Funding is limited and these programs can close without notice, so confirm with the program that it is open, and confirm the terms, before you commit to any work.

Whole-Home Repairs — homeowner grant
Offered statewide in Pennsylvania — the program sets who qualifies
Up to $50,000 per owner-occupied unit for eligible repairs, including energy and water efficiency.
Eligible homeowners apply through their county agency, and an available statewide program does not mean every county has open intake or funds remaining. Ask the agency to coordinate necessary repairs with energy-efficiency improvements before selecting separate contractors. Eligibility is subject to income verification, household size, and funding availability. Benefit levels are set annually and may differ from amounts shown. Contact Pennsylvania DCED / county-designated agencies directly to determine current benefit levels, eligibility, and application procedures.
Eligibility and how to apply →Tick the ones you want to look into and the button below takes you to one short form. It sends your request to an independent contractor who does this kind of work — nothing is sent until you fill that in and submit it, and we cannot promise a contractor is available in every part of the state. Most of these programs want the assessment and the installation done by a contractor they or the county agency accept, so ask the program whether a contractor is one it works with. Who pays that contractor is not the same from one program to the next. A few pay an approved contractor directly for work they have accepted. Most pay you a set amount, or a share of a price you owe the contractor in full, and on a large job the rest of that price can be most of it. So before any work starts, get the contractor’s price in writing and ask the program what it would actually put toward that number, and who pays for anything the contractor finds that the program will not cover.
An introduction, not a recommendation. Ticking a program is not an application for it, it does not affect anything you have already applied for, and it does not mean we have established that you qualify. We do not perform the work, we do not decide who qualifies, and being listed is not an endorsement. GetEnergyRebates.com may be paid a referral fee by a contractor it introduces you to; you pay us nothing and you are under no obligation to hire anyone.
How this kind of help works
If you want to understand how this kind of help works rather than find a single program, we have written that up separately: Help paying your energy bill →
These are run separately
Bill help, the home improvement programs and ordinary rebates are run by different organizations under different rules, and holding one does not automatically rule out the others — though a few of these programs do exclude each other, so check the rules of each. Bill help covers what you owe now, the home improvement work can lower what you owe later, and the rebates cover equipment neither of those reaches. Check which Pennsylvania rebates apply to you →
Frequently Asked Questions
What is a Customer Assistance Program?
It is the standing, discounted-bill program a Pennsylvania utility runs for households below an income threshold it sets. Rather than billing what you used, the company bills an amount worked out from your household income, and several also reduce what you already owe while you stay on the plan. What happens to the gap between that amount and what you actually used is the utility’s own rule and is not the same from one company to the next: PPL publishes an annual credit cap on OnTrack, while PECO and UGI bill the income figure or actual usage charges, whichever is lower. The threshold and the size of the reduction are the utility’s own as well, so a figure you read on another utility’s page tells you nothing about yours. Ask the company that bills you.
How do I find out whether I qualify?
Ask the program. Each one sets its own rules, the rules are not the same from one utility to the next, and they are rewritten between program years. We publish what exists and link straight to the organization running it. We do not assess anyone, we do not handle applications, and we cannot tell you what answer you will get. If you already receive LIHEAP, SNAP, Medicaid or SSI, say so when you call, and let the program tell you what it does with that.
Why does the page ask for my ZIP code?
Because most of this help is run by whoever bills you, and that is settled by your address rather than by your town. One company’s assistance program is not open to another company’s customers, so showing all of them at once would mostly be showing you other people’s programs. The statewide ones, LIHEAP among them, appear for everyone. We use the ZIP to work out which utility serves you and for nothing else, and it tells us nothing about whether you qualify. Our lookup is stronger on electricity than on gas, and for some ZIP codes it returns no gas company, so check your gas bill for the name and go to that company directly if it is missing.
What is the difference between a CAP and a hardship fund?
A CAP changes your bill going forward, for as long as you stay on it and keep meeting its conditions. A hardship fund is a single grant toward a specific overdue amount, usually once in a program year. They are not alternatives, and they are not a fixed sequence either: whether a particular fund expects you to have applied somewhere else first is that fund’s own rule, and Peoples, for one, tells applicants to ask the administering agency which other assistance must be used before applying. Ask the fund before you apply rather than after.
My gas and my electricity come from different companies. Which program applies?
Treat them as two separate applications. Pennsylvania households are frequently billed by one company for gas and another for electricity, and each company runs its own assistance program with its own form and its own decision. Whether signing up with one changes anything at the other is a question for both of them, so ask both rather than assuming it carries across. Our ZIP lookup is stronger on electricity than on gas and for some addresses it returns no gas company at all, so if your gas company is not among what comes back, take the name off your gas bill and go to it directly.
What is a CARES program?
CARES stands for Customer Assistance and Referral Evaluation Services, and at its core it is a caseworker at the utility who reviews a household’s circumstances and points it toward the programs and agencies that fit. What that delivers is not the same at every company that runs one. PGW describes its CARES as payment assistance for residential customers facing a medical emergency, unemployment or another temporary hardship. PPL describes temporary shutoff protection, energy-saving advice and community referrals. So read the listing for the company that bills you, and ask that company what its own version covers before you write it off as paperwork.
I rent. Does any of this reach me?
Several of the energy-bill programs listed here serve renters directly, because the account is in your name and the reduction lands on it. Where the account is in your landlord’s name the route is a different one, and the program will tell you what it is. The home improvement programs are a different matter: that is work done to the building rather than to your belongings, so the owner has to agree to it, and FirstEnergy’s WARM, PPL’s WRAP and the usage-reduction programs at PECO, UGI, Columbia and National Fuel each tell a renter to arrange landlord permission before work is scheduled. Some repair programs go further: National Fuel excludes rental properties from its emergency track and Columbia’s emergency repair program is for owner-occupied homes. Ask the program instead of assuming that renting rules you out.
