Comfort Partners
New Jersey’s statewide income-qualified program installs energy-saving measures — insulation and air sealing, lighting, efficient appliances, HVAC and health-and-safety work — at no cost to eligible participants. Eligibility runs up to 250% of the Federal Poverty Guidelines (about $39,900/year for a one-person household), which is more generous than the 80% Area Median Income cutoff many programs use — so households above the AMI limit may still qualify. It’s delivered through both electric and gas utilities.
Weatherization Assistance Program (WAP)
The federally-funded, state-run Weatherization Assistance Program covers an energy audit and the resulting efficiency and weatherization measures for income-eligible households, including health-and-safety work where allowed.

Every New Jersey electric and gas utility offers equipment rebates, and the amounts vary by utility and equipment tier. A few representative examples from current program pages:
- PSE&G — central AC $60–$120, air-source heat pumps $300–$450, cold-climate heat pumps $600+, plus water-heating and decarbonization rebates.
- JCP&L — air-source heat pumps $500–$750, cold-climate $1,000, ductless $750, geothermal $1,500, central AC $100–$200.
- Atlantic City Electric — central AC $100–$200, air-source heat pumps $500–$750, cold-climate heat pumps up to $2,000 (limited-time).

Combined Heat and Power / Fuel Cell (CHP-FC) Program — NJBPU / NJCEP
Estimated benefit: Up to $2.00/W for systems of 500 kW and under, stepping down to $1.00/W over 500 kW to 1 MW, $0.55/W over 1 MW to 3 MW and $0.35/W above 3 MW. Every band is capped at 30-40% of total project cost at 1 MW and under, 30% above, and at $2 million per project at 1 MW and under, $3 million above. Waste heat to power: up to $1.00/W at 1 MW and under, up to $0.50/W above, 30% cost cap. NJCEP defers to the program guide for complete terms.

Our energy expert: This suits facilities with a steady, simultaneous demand for heat and power - hospitals, food processing, wastewater plants, hotels and campuses - rather than a typical office building. The incentive is reserved when NJCEP issues a Commitment Letter, and construction has to be complete within eighteen months of that point, so the schedule is part of eligibility rather than a detail. A qualified energy professional can profile the site's thermal load and tell you whether cogeneration fits before an application goes in.
Combined Heat and Power Feasibility Study — NJBPU / NJCEP
Estimated benefit: Up to 75% of the cost of the feasibility study, capped at $75,000, established from a submitted Cost Proposal and paid on NJCEP approval of the completed study. Cannot be applied retroactively - the study must not be complete or underway before program approval. Studies must be submitted within six months of application approval.
Timing: Open year-round
Our energy expert: If cogeneration has come up for your facility, this is the step that comes before the capital decision, and there is no requirement to install whatever the study recommends. The retroactivity rule is where applicants lose the money: the study must not be complete or even underway before NJCEP approves the application, so engaging an engineer first forfeits the incentive. Get the application approved, then have your energy professional scope the study - it has to be submitted within six months of approval.
New Construction Program (NCP) — NJBPU / NJCEP
Estimated benefit: No incentive amounts are published on the program page. The program offers four pathways - High Performance, Streamlined, Bundled and Alternative Performance - with larger incentives and optional bonuses available at higher levels of building efficiency. Figures sit in the FY27 Program Guide and FY27 Pathways documents. Participants must use a firm registered in the NJCEP Partner Network.
Timing: Program open, active
Our energy expert: This applies while a building is still on the drawing board; once the design is locked, the higher pathways are out of reach. The structural condition is the Partner Network - participants have to use a registered firm, so choosing your design and construction team is an eligibility decision rather than just a procurement one. Incentives are offered on a tiered basis so consult with a professional to find the program that applies to you.
M-RISE (Multifamily Retrofit Initiative for Sustainability and Equity) — NJBPU / Resource Smart
Estimated benefit: No incentive amounts have been published. The program is at pre-application stage; what is offered today is technical assistance and a pre-application form administered by Resource Smart on behalf of NJBPU, not a stated rebate. Eligible property types are garden-style (2-3 story), mid-rise (4-7 story) and high-rise (8+ story) multifamily buildings serving residents between 80% and 120% of area median income.
Timing: Pre-application open; not yet launched
Our energy expert: For owners and operators of garden-style, mid-rise and high-rise apartment buildings serving residents between 80% and 120% of area median income, this is a watch item rather than a live rebate - no amounts have been published and the program has not launched. What exists now is a pre-application form run by Resource Smart on behalf of NJBPU, and being in that queue early is the only action currently available. Have a qualified energy professional confirm your portfolio's AMI profile so the pre-application is ready when terms are announced.
Workforce Development Reimbursement — NJBPU / NJCEP
Estimated benefit: Up to 75% of the course cost or $3,000, whichever is less, per person per course, for up to four courses per fiscal year (1 July - 30 June). Reimbursed on successful completion, and only where the program approved the application before the training was taken - applications should be submitted at least one week before the course. Courses must relate to certification requirements associated with the New Construction Program.
Timing: Active, rolling
Our energy expert: This is aimed at the firms doing the work rather than at building owners: it reimburses training tied to the certification requirements of the New Construction Program. Two details decide whether you are actually paid - the money is per person per course rather than per company, and the application has to be approved before anyone sits the course, with at least a week's lead time. If your team is adding NCP certifications this fiscal year, route the applications through the Workforce Development portal before booking any training.
Dual-Use Solar Energy Pilot Program (agrivoltaics) — NJBPU
Estimated benefit: No fixed incentive figure exists. An award is the SuSI base value the project qualifies for plus an adder proposed by the applicant to cover the incremental cost of the agrivoltaic design. The pilot is capped at up to 200 MW of solar over three years; 16 projects totalling 52.06 MW had been awarded as of the September 2026 reading. Detailed terms are in the November 2025 Dual-Use Pilot Order.
Timing: Active pilot
Our energy expert: This is for working farmland and the agricultural operation on it, not for rooftops - the point of the pilot is solar that coexists with active farming rather than replacing it. A solar professional familiar with the November 2025 Dual-Use Pilot Order should build the adder case before you apply.
Garden State Energy Storage Program — Phase 1, Tranche 2 — NJBPU
Estimated benefit: No rate is published - incentives are fixed but set through a competitive solicitation, so the amount is whatever the bid clears at. Final applications for Phase 1 Tranche 2 close at 11:59 p.m. ET on 5 October 2026; the Board is anticipated to decide on bids in December 2026. Phase 1 covers transmission-scale standalone storage and qualifying solar-plus-storage projects not covered under the SuSI program, against a goal of at least 1,000 MW. Docket QX25050283.

Salem County Energy Sales Tax Exemption — NJEDA
