In Massachusetts, the single most important thing about your energy rebates is which utility bills you — and unlike most states, your electric utility and your gas utility can put you under two completely different administrators at the same time. Enter your ZIP in the finder and it resolves both. We track 120 programs across 37 administrators, each verified against the administrator’s own published page by a Certified Energy Manager.
Residential Energy Rebates in Massachusetts
Mass Save is a brand, not a utility
Mass Save is the statewide efficiency brand, and it is delivered by six investor-owned Sponsors — the gas and electric utilities themselves. It carries the largest single block of programs in the state, covering heat pumps, weatherization, water heating, appliances and thermostats. Which Sponsor you deal with, and therefore who processes your rebate, depends on your service address.
If your town runs its own electric light plant
Roughly four dozen Massachusetts towns are served by a municipal light plant rather than an investor-owned utility. Municipal customers are outside Mass Save’s electric programs — but that is not the end of the answer, and this is the point most sources get wrong.
Mass Save reaches a household through either its electric or its gas account. Mass Save’s own guidance is that customers in municipal electric territories remain eligible for heat pump rebates if they heat with natural gas from one of the Sponsors. Most municipal-electric towns in Massachusetts do have Sponsor gas service, so a municipal customer can often qualify for Mass Save offers through the gas side while also being eligible for their own light plant’s programs. Customers whose gas is municipal are genuinely excluded. The finder works out which case applies to your ZIP.
Municipal light plant programs are their own money
Municipal programs are not a lesser version of the statewide one, and they are not duplicates of it. They are funded locally and they can pay more. Reading’s light department publishes a higher heat pump ceiling than the Mass Save cap, for example. Two shared administrators run programs on behalf of many of these towns — NextZero, operated by MMWEC for 23 light departments, and Energy New England, which delivers programs for 21 Massachusetts towns.
Amounts under those two behave very differently. NextZero publishes the same schedule across all 23 towns. Energy New England does not: its member towns set their own amounts, and the spread on the same measure can be several times over. Never assume a neighboring town’s figure applies to yours — confirm with your own light department.
Cape Cod and Martha’s Vineyard
Cape Light Compact JPE is its own efficiency administrator serving the Cape and the Vineyard, with a full residential and commercial portfolio of its own. If your ZIP is in its territory, the finder shows its programs rather than assuming the statewide ones apply.
Income-eligible households
Massachusetts runs a two-tier income structure — an Income Eligible tier and a higher Enhanced Incentive tier — using a published table keyed to household size. Meeting the income test can change both what you qualify for and how much of the project cost is covered. The finder shows the administrator’s published table so you can find your own household size and answer for yourself; we do not calculate your limit for you.

For most Massachusetts businesses the workhorse commercial programs come through the Mass Save Sponsors, covering lighting and controls, HVAC, heat pumps, refrigeration and custom projects. Cape Light Compact runs the equivalent portfolio in its own territory.

Commercial programs in Massachusetts frequently require the assessment or pre-approval step before work begins, and incentives can be forfeited if equipment is installed first. Confirm the sequence with your administrator before you order anything.
State programs and tax provisions
Beyond the utilities, the Department of Energy Resources, the Massachusetts Clean Energy Center, the Department of Agricultural Resources and the Executive Office of Housing and Livable Communities each run their own programs, and the Department of Revenue administers energy-related tax provisions. These are separate applications with their own deadlines.

Frequently Asked Questions
My town has its own electric utility. Am I shut out of Mass Save?
Not necessarily. Mass Save is delivered by gas and electric Sponsors, and eligibility can come through either account. If you heat with natural gas from one of the Sponsors, Mass Save offers can apply to you through your gas heating account while your light department’s own programs apply on the electric side. If your gas is also municipal, you are outside Mass Save. Enter your ZIP and the finder will tell you which case you are in.
Why does the next town over get a bigger rebate than I do?
Because in Massachusetts it genuinely can. Municipal light plants fund their own programs and set their own amounts, so two neighboring towns under the same shared administrator can publish very different figures for the same measure. Confirm the amount with your own light department rather than the town next door.
Can I claim from my electric and my gas utility for the same project?
Sometimes, and it depends on the measure and the administrators involved. Programs state their own stacking rules and some explicitly exclude combining. Ask each administrator about the specific measure before you assume both will pay.
Do I need approval before I start work?
For many commercial programs, yes, and for some residential measures an assessment has to come first. Starting work early is one of the most common reasons an incentive is denied. Confirm the required sequence with the administrator before you buy or install.
How do I know these amounts are current?
Every program on this page was checked against the administrator’s own published page by a Certified Energy Manager, and each entry carries the date it was last verified. Program amounts, deadlines and eligibility change through the year, so treat this page as a starting point and confirm current terms with the administrator before you commit to a purchase.
