which utility bills you — and, because gas and electric service are often supplied by two
different companies, most households qualify under two administrators at once. Enter your ZIP in

Residential Energy Rebates in Pennsylvania
Your electric utility
PECO, PPL Electric Utilities, Duquesne Light, and FirstEnergy’s four Pennsylvania companies
(Met-Ed, Penelec, Penn Power and West Penn Power) each run their own residential rebates under
Act 129. Coverage is broadest for heat pumps, water heating, insulation and air sealing.
Amounts differ by utility for the same equipment, so the utility that bills you is the one that
decides what you get.
Your gas utility
UGI, Columbia Gas of Pennsylvania and Philadelphia Gas Works run separate rebates for gas
equipment — furnaces, boilers, combi boilers, tankless water heaters — and for
insulation and air sealing. These are additional to anything your electric utility offers, and
they are the ones most often missed.
Rural electric cooperatives
If a cooperative bills you rather than an investor-owned utility, your programs come from
the co-op. We track offerings from Bedford, United, Tri-County, Central, Claverack and Adams.
Co-op service territory is still being mapped, so the finder may not yet route these
automatically — check with your co-op directly if you are a member.
Income-qualified households
Pennsylvania’s Weatherization Assistance Program qualifies households at 200% of the federal
poverty level, and that figure is the same in every county. You may also qualify automatically,
whatever your income, if you receive SSI, TANF, LIHEAP, or a means-tested HUD or USDA housing
benefit. Several utilities run their own income-eligible audit-and-install programs alongside
it. The finder shows the limit for your household size.
Commercial Energy Rebates in Pennsylvania
Utility commercial programs
Each electric utility runs a commercial track, usually as a ladder rather than a menu:
a small-business program that covers a large share of project cost, an audit incentive, a
prescriptive catalog for standard measures, and a custom incentive for whatever is left.
Working them in that order is normally what gets the most covered.
Start with an assessment
For most commercial buildings the highest-value first step is an energy assessment, not
equipment. Several Pennsylvania utilities pay toward an ASHRAE Level 2 audit, and a few run
no-cost small-business energy checks with direct-install measures included.
State capital programs
The Commonwealth Financing Authority runs competitive grant and loan programs for larger
projects — high performance buildings, solar, and alternative and clean energy. These are
matched-funding programs with application rounds, aimed at municipal and larger commercial
applicants rather than routine equipment upgrades.

Federal energy tax provisions may also apply to commercial projects in Pennsylvania. These
depend on your entity structure and tax position, so they are covered separately on our

Frequently Asked Questions
Can I claim rebates from my electric and gas utility for the same project?
Often yes, because they are separate programs funded by separate utilities. A gas furnace
rebate from UGI and an insulation rebate from your electric utility are not the same money.
Confirm the stacking rules with each administrator before you rely on it.
Why do I get different amounts than someone in the next county?
Because Pennsylvania has no statewide efficiency program. Amounts are set by whichever
utility bills you, and neighboring territories can differ substantially for identical
equipment.
Do Pennsylvania commercial rebates require pre-approval before starting work?
Many do, particularly custom and prescriptive incentives. Starting a project before approval
can disqualify it entirely. Check the program’s own terms first — this is the single
most common way a commercial incentive is lost.
What if my utility is a rural electric cooperative?
Cooperatives run their own rebate programs, separate from the investor-owned utilities.
We track them, but co-op service territory is still being mapped, so contact your cooperative
directly to confirm what is available at your address.
How do I know these amounts are current?
Every program card carries the administrator’s own source link and the date we last checked
it. Amounts, deadlines and funding status change without notice, so confirm on the
administrator’s page before you buy equipment or sign a contract.

Appliance Recycling (Watt Choices) — Duquesne Light Company
Estimated benefit: $50 per room AC unit, refrigerator or freezer, and $35 per dehumidifier (up to a $50 rebate headline).

Our energy expert: Duquesne Light will haul away an old working refrigerator or freezer and pay you $50 for it. Add a room air conditioner and that's another $50; a dehumidifier is $35. Two units per address, and the money runs out when the year's funding does, so early in the year is better than late.
Residential Comprehensive Audit — Duquesne Light Company
Estimated benefit: Up to $275 in rebates toward the audit fee and installed products, plus up to an additional $400 for air sealing and insulation.

Our energy expert: This is the one to start with. An approved contractor walks the house, installs the easy stuff on the spot, and Duquesne covers up to $275 of the audit and those products. If the audit turns up insulation or air sealing work, there's up to another $400 behind it. The program is funded through May 2031, but the money is still first-come.
Instant Discount Program — Residential HVAC and Heat Pump Water Heaters — Duquesne Light Company
Estimated benefit: Central air conditioner $125; air-source heat pump $215; ductless mini-split AC $60; ductless mini-split heat pump $80; heat pump water heater $150 (120v and 240v).

Our energy expert: There is no rebate form for this one. Buy through a participating contractor and the discount comes off the invoice. What you get depends entirely on what you install and how efficient it is, so have the contractor confirm the model qualifies before you sign anything — the efficiency minimums here are above the federal baseline.
Residential Energy Efficiency Program (REEP) and Low Income Energy Efficiency Program (LIEEP) — Multifamily — Duquesne Light Company
Estimated benefit: Not yet published — Duquesne lists the program but has posted no amounts.

REEP has no income test; LIEEP requires 45% of residents at or below 150% of federal poverty guidelines and generally pays for more work. Neither publishes amounts, so the scope and the number both come out of the property walkthrough and the "Apply for Rebates" link says they're working to bring the next round online. Estimated benefit: $50 for a working refrigerator or room AC unit; $25 for a working freezer, dehumidifier or mini refrigerator.

Our energy expert: Right now this is the only FirstEnergy Pennsylvania home rebate you can actually claim — the appliance and HVAC rebates are unlinked while the new five-year plan comes online. The unit has to be plugged in and cooling when the truck arrives; a dead fridge earns nothing. Two per calendar year, and the cheque takes about six weeks.
Energy Star and EV Rebate Program — Tri-County Rural Electric Cooperative, Inc.
Estimated benefit: 15% of the appliance or EV charger cost, up to $175 per appliance or charger, with a $225 maximum per voting member. Electric vehicles: $500.
Timing: Ongoing — no published end date
Our energy expert: Two ceilings and the second one is the binding constraint: $175 per item, but only $225 total per member. So one appliance gets you most of the way and a second gets you very little. The EV rebate is separate at $500, and it has to be fully battery electric — hybrids do not count. Electric Appliance Rebate Program 2025-2026 — Bedford Rural Electric Cooperative, Inc.
Estimated benefit: Air source heat pumps $200; clothes washers $50; dishwashers $25; refrigerators $100; clothes dryers $50; dehumidifiers $25; freezers $50; window air conditioners $25.

Our energy expert: Paid as a bill credit rather than a cheque, one rebate per appliance type every twelve months, and the appliance has to go in inside Bedford's service territory. The money is budgeted annually and the program simply ends when it runs out, so early in the year is materially better than late.
Dual Fuel System Rebate — Bedford Rural Electric Cooperative, Inc.
Estimated benefit: $500 toward a new heat pump with oil, gas or propane backup; $750 with an electric thermal storage booster backup.

Our energy expert: This one comes with strings that are easy to underestimate: you have to enrol in the Dual Fuel programme, let the co-op put a load control receiver on the heat pump circuit, and have a separate meter base feeding a dedicated 100 amp panel that serves nothing but the heat pump. That is real electrical work. Worth pricing before you count on the rebate.
Electric Thermal Storage (ETS) Rebate — Bedford Rural Electric Cooperative, Inc.
Estimated benefit: $75.00 per kilowatt of storage capacity, up to a maximum of $750.00 per home.

Our energy expert: Seventy-five dollars a kilowatt of storage, capped at $750 a home — so ten kilowatts gets you the maximum. Electric thermal storage heats a ceramic core overnight on off-peak power and releases it through the day; it only makes economic sense on a rate that rewards that shift, so check the rate before the equipment.
Geothermal Rebate — Bedford Rural Electric Cooperative, Inc.
Estimated benefit: $250.00 per ton of capacity installed, up to 5 tons.

Our energy expert: Two hundred and fifty dollars a ton to a five ton ceiling, so $1,250 at the top — the largest co-op rebate in this dataset. Ground source is expensive to install and cheap to run; the rebate helps but the real case is the twenty-year operating cost, and that depends on your loop conditions.
Water Heater Program and Cash Rebates — Bedford Rural Electric Cooperative, Inc.
Estimated benefit: Rebates: $100 for standard electric tanks between 50 and 80 gallons; $5 per gallon above 80 gallons; $200 for an ENERGY STAR heat pump water heater. Alternatively a co-op water heater for $250 plus tax, or free for new residential construction or conversion from a non-electric source.

Water Heater Program — United Electric Cooperative, Inc.
Estimated benefit: A new high efficiency water heater for $100 plus tax (residential members), or free for new home construction on United Electric lines, plus a $3 monthly bill credit for participating.

Our energy expert: A hundred dollars for a super-insulated water heater, free if you are building new on their lines, and $3 a month off the bill for letting them cycle it. That last part is the trade: you agree to a demand response unit so the co-op can manage peak load. In practice most households never notice it.

Our energy expert: Five measures, paid as a bill credit four to six weeks after you file. One rebate per appliance type for the life of your membership, so choose where to spend it. The purchase has to fall in the current calendar year — a December purchase claimed in January will not qualify.
U-Shift, U-$ave Load Control Program — Adams Electric Cooperative
Estimated benefit: One-time installation credits: water heater $200 on new programme sign-on; air conditioning $100; off-peak panel $500; Level II electric vehicle charging $300. Ongoing monthly credits: water heater $15 per month; air conditioning $15 seasonal credit on bills received in July, August, September and October; heat pump water heater $7.50 per month. The control switch itself is installed free of charge, described as a $215 value.

Our energy expert: This is not an equipment rebate — it is payment for letting the co-op switch things off at peak. Two hundred dollars to install the switch on a water heater plus fifteen a month, every month, ongoing. The off-peak panel is the bigger idea: five hundred to install and roughly a forty percent rate cut on everything that flows through it. Control runs five to ten days a month and you keep whatever hot water is already in the tank.
Weatherization Assistance Program (WAP) — PA Department of Community and Economic Development
Estimated benefit: The average expenditure per household is $8,547 depending on the home audit results.

Our energy expert: An on-site audit determines the work, and the average spend per home is around $8,547 — that is an average, not a cap and not a promise. Air sealing, insulation, heating system work and health and safety measures are all in scope. Eligibility is 200% of the federal poverty level, with priority to elderly and disabled residents, families with children and high energy users. Apply through your county's weatherization agency, not the state.
ENERGY STAR Air Source Heat Pump — PECO Energy Company
Estimated benefit: Up to $300 in rebates — $200 at 15.2-17.0 SEER2, $300 at 17.1+ SEER2.

Our energy expert: PECO pays on the whole system as AHRI rates it, not on the outdoor unit alone — a mismatched coil or air handler can drop an otherwise qualifying installation to nothing. And PECO says it plainly: rebates are not based on the 'up to' SEER2 number some manufacturers print. Get your contractor to confirm the exact AHRI reference number qualifies before you buy. You cannot claim this and a furnace or air-conditioner rebate for the same part of the house.
ENERGY STAR Central Air Conditioning — PECO Energy Company
Estimated benefit: Up to $200 in rebates — $150 at 15.2-15.9 SEER2, $200 at 16.0+ SEER2.

Estimated benefit: Up to $300 in rebates — $150 at 15.2-17.0 SEER2, $300 at 17.1+ SEER2.

Our energy expert: The step from 17.0 to 17.1 SEER2 doubles the rebate here, from $150 to $300. On a mini-split that efficiency gap is often a small price difference, so it is worth having the contractor quote both.

Our energy expert: Water heaters are paid per MBH of input, so size drives the rebate. The showerhead and aerator rebates are the quiet win for multifamily and lodging — $18 a showerhead adds up fast across a building, and the only real conditions are the flow rating and a minimum of ten per project.

Our energy expert: Steam trap rebates are the most overlooked money in this whole programme. They cost little, they fail silently, and PGW pays $50 to $150 each depending on pressure. If you run steam and have not surveyed your traps in a few years, that survey usually pays for itself twice over.

Renewable Energy Program (REP) — Geothermal and Wind — Commonwealth Financing Authority (administered jointly by DCED and DEP)
Estimated benefit: Grants for wind energy generation or distribution projects up to $1 million, or 30% of total project cost, whichever is less. Grants for planning and feasibility studies up to 50% of the total cost or $175,000, whichever is less.
