Check which Pennsylvania business programs you qualify for
These are the Pennsylvania programs we track for businesses. The finder narrows them to the ones that match your property — six questions, no account needed.
Start the rebate finder →There is no one place to apply for commercial efficiency money in Pennsylvania. New Jersey has one, New York has NYSERDA, and an owner in either state can start by asking what they are installing. In Pennsylvania the first question is different, and most people get to it second: who sends your bill. Nearly all of the commercial money here is utility money, administered utility by utility, so whose territory your meter sits in decides which programs exist for you. It is a routing problem before it is a technology problem.
What follows is how to find your lane; the full program list sits underneath it, grouped by administrator. This guide is written as of October 24, 2026, and the listings further down are dated separately, each carrying its own “Last checked” date.
Who Sends Your Bill Decides Which Programs You Can Use
Eleven administrators appear below. Electric: PECO, PPL Electric Utilities, Duquesne Light, FirstEnergy Pennsylvania and UGI Utilities’ Electric Division. Gas: Philadelphia Gas Works, UGI Utilities and Columbia Gas of Pennsylvania. Three state agencies run the rest.
FirstEnergy Pennsylvania is four names on a bill. If your invoice says Met-Ed, Penelec, Penn Power or West Penn Power, the documents you need are FirstEnergy’s, filed as one Pennsylvania program covering all four. People search for a Penelec rebate, find nothing under that name, and conclude there is nothing to find.
Your gas and electric programs are two separate applications. A Philadelphia building served by PECO for electricity and Philadelphia Gas Works for gas is working with two administrators, two rulebooks and two filing clocks, and neither knows about the other. It holds inside one company too: UGI Utilities pays gas incentives as flat amounts tied to equipment capacity, while its Electric Division pays per kilowatt-hour of accepted savings under its own caps. Confirm both utility names on your bills, then read only what belongs to them.
Run your ZIP code through the rebate finder and it will tell you whose territory you are in. Your ZIP resolves territory. It does not decide eligibility, and neither do we; the administrator does that, on its own rules.
Start With the Assessment, Not the Rebate
A rebate answers the question “what will someone pay me to install?” An assessment answers the better one: “what is actually wrong with this building?” A rooftop unit carries a rebate whether or not the controls are the real problem. Several Pennsylvania administrators put an assessment in front of the work:
- Small commercial on gas in Philadelphia. For commercial properties PGW qualifies on size, gas rate and business class, under 50,000 square feet: the Small Business Energy Check provides a no-cost assessment and eligible direct-install measures. PGW verifies the rate and the class, so ask it to confirm both.
- Small commercial on Duquesne Light. Small Business Direct Install includes an assessment and publishes up to 80% of material and labor costs. Note the gate: Duquesne’s flyer limits it to accounts below 200 kW while its webpage says below 300 kW. If your demand sits between those figures, get Duquesne to resolve it in writing first.
- Multifamily of five units or more. Duquesne publishes a no-cost audit and installed products for buildings with at least five units under one roof, and PECO runs a multifamily site assessment that settles which in-unit products are installed at no cost.
FirstEnergy lists an on-site assessment for larger facilities, and we could not confirm whether that is still the ASHRAE Level 2 audit it ran earlier, or what it costs. Ask any of these for the standard, the deliverable and the price in writing.
The Electric Cycle Runs Five Years. The Gas Side Does Not.
PECO, PPL, Duquesne Light and FirstEnergy each publish a current program cycle running June 1, 2026 through May 31, 2031, and PECO’s documents name Pennsylvania’s Act 129 as the authority for it. Five years reads like breathing room and it is not. PECO and PPL both publish that funds are limited and that the program may be extended, modified or terminated without prior notice. The calendar is long. The money is first come, first served.
The gas programs run on their own clocks and they are short. PGW runs its commercial rebates through August 31, 2027 while funds last, and its site notes rebate-check processing delays, which belong in the cash-flow plan rather than the eligibility question. UGI publishes a commercial equipment window of October 1, 2026 through September 30, 2027, with applications postmarked within 90 days of installation.
One warning on that UGI window. Its instructions, its terms and conditions and its program pages all give those dates, while a line in the same form’s Program Details section reads September 30, 2026, which falls before the window opens. The form disagrees with itself, so get the governing dates from UGI in writing before you order equipment.
Find Your Lane by Building Type and Size
Small business
Three routes on this page are written for small business, and what counts as small is each utility’s own call rather than a size you can judge from the outside. PECO’s Small Business Solutions publishes $0.20 per annual kWh saved and up to 80% of project cost; ask PECO which rate class and demand ceiling it applies before you scope work around that share. PPL’s Direct Discount publishes the same rate and share against a $500,000 cap, with preapproval required there even though it is only recommended elsewhere at PPL. UGI’s Electric Division publishes $0.12 per annual kWh for lighting, up to 75% of project cost or $100,000.
None of these makes the work free. Each covers a published share and you pay the rest, so the number that matters in a proposal is what is left after the incentive.
Prescriptive, custom, and where the ceilings sit
Past those routes, electric work splits two ways: prescriptive incentives paying published rates on listed measures, and custom incentives paying on savings an engineer has to prove.
- PECO: prescriptive $0.10 per annual kWh saved, custom $0.15, capital-cost cap 50%, account cap $500,000 per year.
- PPL: prescriptive $0.10 per kWh, custom $0.15, up to 50% of project cost and $500,000.
- FirstEnergy: lighting $0.01 per kWh and $100 per peak kW; HVAC $0.04 per kWh and $250 per peak kW; custom at the HVAC rates; up to 50% of equipment cost and $500,000 per project.
- Duquesne Light $0.09 per annual kWh for custom work and new construction; UGI Electric $0.10 custom and $0.07 prescriptive lighting, to 50% of cost or $100,000.
Read those ceilings carefully, because they are not all the same animal. FirstEnergy publishes its $500,000 per project, and PECO publishes its as an account cap of $500,000 per year. PPL publishes 50% of project cost and $500,000, and we could not confirm whether that ceiling runs per project or per year. If you run several buildings on one account, or meant to phase a retrofit across two filings, which cap governs changes the plan, so get the basis from your own utility in writing before you phase anything around it.
The rate sheet tells you one more thing. At FirstEnergy, lighting is paid at a quarter of the HVAC energy rate and under half the demand rate, which is the argument for carrying non-lighting measures in the same project rather than filing an LED retrofit alone. On custom work the savings estimate is the application, which is why these programs want the calculation method agreed before the project is committed.
Gas equipment pays by nameplate
The gas programs work nothing like the electric ones. There is no per-kWh calculation to argue about, because the amount is set by the equipment and its rating, which means the rebate is decided by the model number on the submittal. UGI publishes $2 per MBH plus $2,000 for a qualifying commercial boiler of at least 300 MBH and $950 for advanced rooftop controls. PGW publishes commercial boilers at $2,700 to $9,000 by input size at a minimum 92% thermal efficiency, roof insulation at $0.60 per square foot, and a $150,000 annual cap on total incentives per customer.
Columbia Gas has the cleanest eligibility test on this page and you can run it yourself in ten seconds. Look on your bill for the Energy Efficiency Rider under Detail Charges. If it is there, you are in the class this program is published for; if it is not, you are not, regardless of how small your business is. Columbia decides the application.
Steam traps deserve their own line. Three Pennsylvania gas administrators pay for them, they cost very little each, and they fail silently, so nobody notices until someone counts. A survey is how you find out how many of yours have failed.
Multifamily
Five units under one roof is Duquesne Light’s dividing line: at or above it the building is in the multifamily program, and Duquesne runs two tracks, one open to any such building and one for buildings where a set share of residents are income-qualified. PECO’s common-area lighting and controls run on a prescriptive schedule of $9 to $150 per eligible unit, with an enhanced tier of $15 to $250 tied to the building’s share of income-qualified residents, and preapproval comes before equipment is purchased. PGW’s Low Income Multifamily Efficiency program publishes approved improvements at no cost where at least 75% of residents meet PGW’s income rules, and we could not confirm which income standard those rules point to. Eligibility in any income-conditioned program is subject to income verification and funding availability, and the administrator determines it.
New construction and builders
Two different things share this lane. Commercial new construction pays on modeled savings against the program’s accepted baseline: Duquesne at $0.09 per annual kWh, FirstEnergy at $0.04 per kWh and $250 per peak kW, with design assistance for projects enrolled before the HVAC construction documents are complete. That enrollment timing is an eligibility condition at FirstEnergy, so the design team has to be in during schematic.
The other half is builder money, paid to the builder for homes, which is why it sits on a commercial page. PECO publishes $0.20 and $0.30 per annual kWh for code tiers capped at $3,000 per home, and $0.60 per kWh with a qualifying heat pump water heater capped at $5,000. PPL adds a $0.75 all-electric tier up to $4,500 per home, and UGI pays on therms rather than kilowatt-hours, $35 and $45 per annual MMBtu saved to a $1,750 cap, with no closing date we could establish. FirstEnergy’s two builder programs need a flag rather than a figure: its page carries current incentives while the terms linked and embedded on that same page end May 31, 2026, so confirm with FirstEnergy that the program is open under its current phase before any of it reaches a development budget. All of it pays on a model rather than an invoice, so the rater has to be engaged before the equipment is specified, because that is when the tier is chosen.
Solar, CHP and Load Shifting
Three Pennsylvania utilities publish solar and combined heat and power incentives for business: FirstEnergy at $0.04 per kWh and $250 per peak kW with custom caps up to 50% of cost and $500,000, PECO at $0.10 per annual kWh against its 50% capital-cost cap and $500,000 annual account cap, and PPL at $0.08 per kWh saved, up to 50% of project cost and $500,000.
Understand what those are before you model a project around them. They are efficiency incentives paid on accepted savings, through the same technical review as any custom project, and PPL publishes that the same project cannot claim another rebate on top of this one. FirstEnergy’s CHP path requires useful thermal output as well as generation and a cost-effectiveness test, which makes feasibility a heat-use question. FirstEnergy also publishes up to $40,000 for large commercial and industrial load shifting and up to $15,000 for small.
Federal tax provisions can also apply to a Pennsylvania project. We keep those on a separate federal incentives page, and they are a question for a qualified tax professional rather than for us.
The Money That Does Not Care Who Bills You
Three state programs are the exception to everything above. They are open regardless of your utility, and two have a date on them this winter.
RISE PA, Small-scale Award Track, run by DEP with PennTAP, publishes a base grant of 50% of eligible project cost, from $25,000 to $500,000, on projects costing $50,000 to $1,000,000. Community and workforce bonuses sit on top of that base, and what either is worth on a given application is DEP’s determination, so get the current terms from DEP before you size a match against them. Round 5 is open September 15 to December 15, 2026 on the current PennTAP page. It is aimed at small manufacturers, and the application wants the emissions reduction and the matching funds documented.
DEP’s Small Business Advantage Grant publishes the lesser of 50% or $7,500 as its base tier, the lesser of 65% or $9,750 where the business is in an environmental justice area or achieves significant environmental savings, and the lesser of 80% or $12,000 where both conditions are met. Applications run through March 19, 2027 or until funds are exhausted, and your business pays the contractor first and is reimbursed afterwards.
DCED’s Solar for Schools sets both the percentage and the ceiling from the school’s aid ratio: at 0.7 or above, the lesser of $900,000 or 75% of project cost; from 0.5 to below 0.7, the lesser of $780,000 or 65%; below 0.5, the lesser of $600,000 or 50%. One flat percentage will not tell you what a project can receive, so have the business office establish the ratio and confirm it, the ceiling and the current intake window with DCED.
What Stalls a Pennsylvania Project
All four of the things below are process. None of them is about the building.
Buying equipment before approval. Preapproval is required for UGI Electric’s Direct Discount and custom projects, for FirstEnergy’s Building Tune-Up, for PECO’s multifamily common-area work, and for UGI Electric lighting where the incentive reaches $20,000. PPL requires it for Direct Discount except tune-ups and thermostats.
Missing the filing clock. The common window is 180 days from completion, used by PPL, FirstEnergy, UGI Electric and Duquesne. UGI’s gas applications are postmarked within 90 days of installation, PECO’s commercial gas rebates go in within 90 days of purchase, and instant discount products have to be installed within 90 days of purchase. These clocks do not start at the same event.
Replacing LEDs with LEDs, or claiming the same item twice. Duquesne’s instant lighting discount and FirstEnergy’s instant discounts both exclude LED-to-LED replacement, so a fixture already running LED will not be swapped on those two programs’ money. The exclusion belongs to those two programs, not to everything those utilities run. A building that converted years ago can still apply for custom and prescriptive work, controls and tune-ups at both. UGI Electric’s instant lighting discount cannot be combined with another incentive on the same item. Any combination is subject to each program’s own eligibility rules, so confirm stacking compatibility before contracting.
The administrator’s own documents sometimes disagree. UGI’s commercial application carries two program end dates. Duquesne’s small business flyer and webpage give two demand ceilings. FirstEnergy’s builder page carries rates whose linked terms have expired. Where you find a conflict, get the governing document from the administrator in writing before you order anything.
About the List Below
The programs are grouped by administrator, which is the order you will apply in: the electric company on your bill, then the gas company, then the state programs. Each listing carries the administrator’s own terms: the amount, or what decides it where the figure is set case by case, the stated timing, what to confirm, and the date we last checked it. Most also carry a quoted line from the source document; where a listing carries none, the source line could not be reproduced without editing it, and an edited quote is not a quote. The link goes to the document those figures come from, which is more often a program PDF than a web page. Each also carries a note headed “Our energy expert.” That is Jason Barnette, a Certified Energy Manager and electrical engineer, reading the administrator’s published terms and saying what decides the money and what commonly goes wrong. It is not an audit finding, a professional engineering opinion, or a savings estimate for your building, because none of those can be made about a building nobody has visited. Those come from your own contractor, rater or commissioning professional, and several of these programs require one before they will approve anything.
Next Step
Run your building through the Pennsylvania rebate finder and get matched with a qualified energy professional who can scope the assessment and file for preapproval before equipment is ordered. If the building is residential, start with Pennsylvania home energy rebates; if the question is help with the bill itself, see Pennsylvania energy assistance.
Program availability, incentive amounts, and eligibility requirements are subject to change. Contact your utility or the program administrator directly to confirm current program status, incentive levels, and application procedures before signing a contract or purchasing equipment. Pre-approval may be required before work begins; retroactive applications may not be accepted.
This article is for general informational purposes only and reflects program information as of October 24, 2026. The program listings below are dated separately. Each one carries its own “Last checked” date, and that date is the one that applies to it. It is not legal, financial or tax advice, or a guarantee of eligibility for any program. GetEnergyRebates.com performs analysis and education, not professional engineering. We may receive a referral fee when we connect you with a contractor.
Treat what you read here as the starting point for a conversation with the administrator, not as the administrator’s current offer. We are a publisher, not an administrator: we do not decide eligibility, process applications or pay anything, and listing a program is not a recommendation of it or of any contractor. Nothing on this site is tax, legal or financial advice.

“$0.04/kWh and $250/peak kW”
Our energy expert: Business solar incentives depend on accepted generation and peak-demand savings, alongside interconnection and project-cost limits. Ask the solar engineer to document those assumptions separately from retail-rate savings before finalizing the proposal. Program availability, incentive amounts, and eligibility requirements are subject to change. Contact FirstEnergy Pennsylvania directly to confirm current program status, incentive levels, and application procedures before signing a contract or purchasing equipment. Pre-approval may be required before work begins; retroactive applications may not be accepted.

Timing: Current Phase V guide available through May 31, 2031, or while funds last. Discuss project with program before commitment; verify project-specific completion and final-submission dates.
Our energy expert: A combined heat-and-power project needs useful thermal output as well as electricity generation to satisfy the program's technical review. Have the engineer establish the heat-use profile and required cost-effectiveness test before pricing an incentive.
Virtual Commissioning
Estimated benefit: Remote energy analysis and operational recommendations, shown at $0 on FirstEnergy’s program page; confirm the cost with the program before enrolling.
Timing: Contact program for current assessment availability.
“$0”
Our energy expert: Remote analysis of interval-meter data can identify operating changes without an on-site audit. Ask FirstEnergy whether the facility is a suitable candidate and assign someone who can act on the recommendations.
Building Operator Certification Training
Estimated benefit: $1,000 tuition reimbursement per eligible participant after course completion.
Timing: Check current course registration schedule.
““$1,000 tuition discount” reimbursed after completion”
Our energy expert: The tuition reimbursement follows completion of an eligible Building Operator Certification course. Confirm the participant and facility eligibility before registration, then retain the invoice and completion documentation.
Commercial New Construction
Estimated benefit: $0.04/kWh and $250/peak kW, with energy-design assistance for projects enrolled before the HVAC construction documents are complete.
Timing: New equipment installed June 1, 2026–May 31, 2031; final application within 180 days of completion; preapproval encouraged, subject to program-specific rules. Reservations up to one calendar year, not beyond June 1,2031.
“$0.04/kWh and $250/peak kW”
Our energy expert: Design assistance is most useful before HVAC construction documents are complete, which is also a program enrollment condition. Bring the energy-design team into the application early and confirm the reservation period against the construction schedule.
On-Site Energy Assessment
Estimated benefit: Detailed facility assessment; exact customer cost and incentive need program confirmation.
Timing: FirstEnergy’s Phase V incentive flyer is effective June 2026 and states that incentives run until May 31, 2031 or while funds last. We could not confirm that the on-site assessment described on this card falls under that flyer, so the 2031 date belongs to the flyer and is not established for this assessment.
Our energy expert: FirstEnergy’s current Pennsylvania pages describe an on-site assessment, and we could not confirm that it is still the ASHRAE Level 2 audit and award the program ran earlier, or what it costs a customer. Ask the program to specify the assessment standard, the deliverables and the price before commissioning the audit.
Efficient New Homes Builder Incentives
Estimated benefit: $0.20/$0.30/$0.50 per annual kWh saved by code/HPWH tier; building-type caps $1,500–$3,000; $50 eligible smart-thermostat bonus.
Timing: FirstEnergy's program page carries current incentives, but the terms linked and embedded on that page end May 31, 2026. Confirm with FirstEnergy that the program is open under Phase V before you rely on these figures.
Our energy expert: The current builder page lists incentives while its linked terms still end with the previous program phase. Have the program confirm the present participation window and applicable building-code tier before including an award in a new-home budget.
Low-Income New Homes Builder Incentives
Estimated benefit: $0.35 per annual kWh saved; current program window requires confirmation.
Timing: FirstEnergy's program page carries current incentives, but the terms linked and embedded on that page end May 31, 2026. Confirm with FirstEnergy that the program is open under Phase V before you rely on these figures.
Our energy expert: Income-qualified new-home construction has its own performance and occupancy requirements, but the linked program dates need clarification. Obtain current written participation terms before assuming the previous phase's incentive applies to a new project.
Daily Load Shifting and Demand Reduction
Estimated benefit: Up to $40,000 for large C&I; up to $15,000 for small C&I.
Timing: Current September 2026 guide; obtain custom-project preapproval/timing before committing.
“Daily Load Shifting and Demand Reduction: Up to $40,000 for LCI; up to $15,000 for SCI”
Our energy expert: The award ceiling differs between small and large business projects, while the applicable classification and payment calculation still need program confirmation. Have the energy professional establish those terms and the proposed load-shifting strategy before committing to controls or equipment.
PECO 14 programs
Business Prescriptive Incentives
Estimated benefit: $0.10 per annual kWh saved; capital-cost cap 50%; account cap $500,000/year.
Timing: The current Program, offering incentives under Pennsylvania's Act 129, runs from June 1, 2026, through May 31, 2031. Funds are limited and subject to availability, and the program may be extended, modified or terminated by PECO without prior notice.
“Prescriptive Projects $0.10/kWh”
Our energy expert: The prescriptive incentive pays on qualifying electricity savings, with project-cost, account and multi-account limits. Have the contractor identify the applicable measures and confirm the submission cutoff before the construction schedule is fixed. Program availability, incentive amounts, and eligibility requirements are subject to change. Contact PECO directly to confirm current program status, incentive levels, and application procedures before signing a contract or purchasing equipment. Pre-approval may be required before work begins; retroactive applications may not be accepted.
Business Custom Incentives
Estimated benefit: $0.15 per annual kWh saved; capital-cost cap 50%; account cap $500,000/year.
Timing: The current Program, offering incentives under Pennsylvania's Act 129, runs from June 1, 2026, through May 31, 2031. Funds are limited and subject to availability, and the program may be extended, modified or terminated by PECO without prior notice.
“Custom Projects $0.15/kWh”
Our energy expert: Custom work needs an accepted estimate of electricity savings, and the account and project-cost caps still apply. Bring the project to PECO during design so the savings method and application sequence can be agreed before the work is committed. Program availability, incentive amounts, and eligibility requirements are subject to change. Contact PECO directly to confirm current program status, incentive levels, and application procedures before signing a contract or purchasing equipment. Pre-approval may be required before work begins; retroactive applications may not be accepted.
Business Solar and CHP Incentives
Estimated benefit: $0.10 per annual kWh saved; capital-cost cap 50%; account cap $500,000/year.
Timing: Incentive flyer deadline May 15, 2031; program installation period June 1, 2026–May 31, 2031; confirm applicable submission cutoff.

Have the contractor identify each measure and its operating specifications so EnergySense can confirm the appropriate application. Program availability, incentive amounts, and eligibility requirements are subject to change. Contact Philadelphia Gas Works directly to confirm current program status, incentive levels, and application procedures before signing a contract or purchasing equipment. Pre-approval may be required before work begins; retroactive applications may not be accepted.

Match the model and capacity with the food-service supplier before ordering and retain the licensed installation and invoice records.

Contact the EnergySense program for technical assistance on project designs that will qualify for higher rebate amounts. Eligible Equipment for Comprehensive Projects Space Heating Residential”
Our energy expert: PGW offers higher incentives for qualifying projects that combine measure categories, and we could not work out from its published material how the incentive is calculated on a specific project. Bring the full scope to EnergySense and get the approved incentive in writing before committing to individual measures.

“To receive a $1,600 PGW Residential Construction Grant rebate check, Participating Homebuilder must complete the following steps: To receive a $550 PGW Residential Construction Grant rebate check, Participating builder must complete the following steps:”
Our energy expert: PGW’s construction applications cover qualifying single-family and multifamily homes, but the webpage adds a space-heat-only multifamily tier absent from the current acknowledgement form. Confirm the applicable grant with EnergySense and engage the HERS rater early enough to meet the completion-based filing deadline.

Our energy expert: PGW’s Small Business Energy Check provides a no-cost assessment and eligible direct-install measures for qualifying commercial properties under 50,000 square feet. Ask the program to verify your gas rate and business class, then use the assessment to identify any additional work requiring a separate rebate application.

Our energy expert: PGW’s multifamily efficiency program offers approved improvements at no cost when at least 75% of residents meet its income rules, and we could not confirm which income standard those rules currently point to. Have the property manager take resident qualification and the assessment process up with EnergySense before planning the work. Contact Philadelphia Gas Works directly to determine current benefit levels, eligibility, and application procedures.

“packaged/split AC $25–$35/ton; heat pumps $30–$40/ton; ground-source heat pumps $50/ton; HPWH $175/$200”
Our energy expert: Business HVAC discounts vary by equipment type, capacity and efficiency tier, while the water-heater discount uses different size rules. Ask the distributor to price the exact eligible models and confirm whether the proposed installation type qualifies. Program availability, incentive amounts, and eligibility requirements are subject to change. Contact Duquesne Light Company directly to confirm current program status, incentive levels, and application procedures before signing a contract or purchasing equipment. Pre-approval may be required before work begins; retroactive applications may not be accepted.

Estimated benefit: $2–$185 per qualifying lamp, fixture or control by product tier.

“screw-in LED $2; exterior area fixtures with NLC $185”
Our energy expert: The lighting discount still requires a customer contribution and excludes replacing existing LEDs with newer LEDs. Have the lighting professional verify the product listing and show both the discount and remaining installed cost before purchase.

Timing: Install June 1, 2026–May 31, 2031; final application within 180 days of completion.
“heat pumps $60/ton or $80/ton; smart thermostat $30”
Our energy expert: The prescriptive catalogue assigns different payments and technical conditions to individual measures. Have the contractor identify each applicable catalogue entry and check for an existing incentive on the same equipment before filing.
Custom Business Incentives
Estimated benefit: $0.09 per annual kWh saved.
Timing: The program began on June 1, 2026 and runs until May 31, 2031, if funding is available.
“$0.09/kWh”
“All new construction projects are eligible for custom incentives.”
Our energy expert: The custom incentive is based on accepted annual electricity savings. Agree on the baseline and calculation method with the program before committing the project so the savings estimate can support the application.
Business New Construction Incentives
Estimated benefit: $0.09 per annual kWh saved.
Timing: The program began on June 1, 2026 and runs until May 31, 2031, if funding is available.
“$0.09/kWh”
“All new construction projects are eligible for custom incentives.”
Our energy expert: Energy savings beyond the program's accepted baseline determine the construction incentive. Bring the design team and program reviewer together early enough to establish that baseline before equipment specifications are fixed.
Small Business Direct Install
Estimated benefit: Up to 80% of material and labor costs, plus a free assessment, for small commercial accounts inside Duquesne Light’s demand ceiling. The program PDF limits eligibility to demand below 200 kW; the current webpage says below 300 kW.
Timing: The program began on June 1, 2026 and runs until May 31, 2031, if funding is available.
“less than 200 kW”
“Up to 80%”
Our energy expert: The program flyer limits this assessment and retrofit offer to businesses below 200 kW, while the current webpage advertises a higher cutoff. Have Duquesne Light resolve the discrepancy before relying on eligibility outside the flyer, and obtain the approved scope and customer contribution before authorizing work.

Timing: Final application within 180 days of project completion.
“Lighting $0.07/kWh. “Incentives are capped at 50% of the project cost, up to $100,000.””
Our energy expert: Prescriptive lighting incentives depend on the annual electricity savings and remain subject to project-cost and award caps. Have the lighting contractor document the eligible fixtures and savings before committing to the retrofit. Program availability, incentive amounts, and eligibility requirements are subject to change. Contact UGI Utilities — Electric Division directly to confirm current program status, incentive levels, and application procedures before signing a contract or purchasing equipment. Timing: Preapproval before construction; final application within 180 days of completion.
“Custom $0.10/kWh. “Pre-approval is required for all Custom and Direct Discount projects.””
Our energy expert: Custom incentives depend on verified annual electricity savings, so the engineering estimate is part of the funding case. Obtain preapproval before construction and have the contractor retain the information needed for the final savings review. Program availability, incentive amounts, and eligibility requirements are subject to change. Contact UGI Utilities — Electric Division directly to confirm current program status, incentive levels, and application procedures before signing a contract or purchasing equipment. Pre-approval may be required before work begins; retroactive applications may not be accepted.
Direct Discount Program
Estimated benefit: $0.12 per annual kWh saved for lighting; up to 75% of project cost or $100,000.
Timing: Preapproval required; final submission within 180 days of completion.
“$0.12 per kilowatt-hour (kWh) saved annually, up to 75% of the project cost or up to $100,000”
Our energy expert: Eligible small businesses receive the lighting incentive through a participating contractor's invoice, with a customer contribution still required. Get the project preapproved and compare the full installed cost with the amount you will pay before accepting the work.
Instant Discounts for Lighting

“pin-base LED $1; high-bay/low-bay replacement for 400W $110, or $120 with occupancy sensor”
Our energy expert: The participating distributor applies the lighting discount, but the equipment must be installed within ninety days and cannot also receive another incentive on the same item. Have the distributor check whether the project reaches the preapproval threshold before placing the order.

Estimated benefit: Equipment rebates: $50 thermostat or steam trap; $150 fireplace; $300 reset; $400 furnace, SPVU, tankless or griddle; $700 dishwasher; $750 fryer; $1,000 boiler; $1,200 combi; $2,000 gas heat pump; commercial boiler $2,000+$2/MBH; water heater $4/MBH; insulation AND air sealing 25% up to $2,500.
Timing: 2026 applications require purchase/install in 2026. Beginning January 1, 2027 submit within 120 days of installation or December 31, 2028, whichever earlier.
“Commercial Boiler ENERGY STAR $2,000 + $2/MBH; Water Heater ENERGY STAR $4/MBH; Insulation AND Air Sealing 25% up to $2,500”
Our energy expert: Columbia Gas’s small-commercial program covers qualifying gas equipment and paired insulation and air-sealing work, with amounts set by the measure and equipment rating. Confirm the application timing before ordering: 2026 applications require purchase and installation in 2026, while later applications use the stated 120-day rule and December 2028 cutoff. Program availability, incentive amounts, and eligibility requirements are subject to change. Contact Columbia Gas of Pennsylvania directly to confirm current program status, incentive levels, and application procedures before signing a contract or purchasing equipment. Pre-approval may be required before work begins; retroactive applications may not be accepted.
Small Business Advantage Grant — 2026–2027 — Pennsylvania DEP
Estimated benefit: Lesser of 50%/$7,500 base; 65%/$9,750 if EJ area OR significant environmental savings; 80%/$12,000 if both.
Timing: Applications 2026-09-11 through 2027-03-19 or funds exhausted. Project period 2026-07-01 through 2027-06-30.
Our energy expert: The grant pays a share of eligible costs, with higher tiers tied to an environmental-justice location or significant environmental savings; both conditions are needed for the top tier. Applications run through March 19, 2027 or until funds are exhausted, and your business must pay the contractor before reimbursement, so plan the cash flow with the project estimate. Program availability, incentive amounts, and eligibility requirements are subject to change. Contact Pennsylvania DEP directly to confirm current program status, incentive levels, and application procedures before signing a contract or purchasing equipment. Pre-approval may be required before work begins; retroactive applications may not be accepted.
RISE PA — Small-scale Award Track — Pennsylvania DEP / PennTAP
Estimated benefit: Base grant 50% of eligible project cost: $25,000–$500,000 on projects costing $50,000–$1,000,000; qualifying community/workforce bonuses can each add 10 percentage points.
Timing: Round 5 open September 15–December 15, 2026, per the current PennTAP page.
Our energy expert: Small manufacturers can apply in Round 5 through December 15, 2026, with the base award and qualifying bonuses governed by separate cost-share conditions. Have the project team document the emissions reduction, matching funds and any claimed bonus before submitting the budget. Program availability, incentive amounts, and eligibility requirements are subject to change. Contact Pennsylvania DEP / PennTAP directly to confirm current program status, incentive levels, and application procedures before signing a contract or purchasing equipment. Pre-approval may be required before work begins; retroactive applications may not be accepted.
Solar for Schools — grant — Pennsylvania DCED
Estimated benefit: Aid ratio ≥0.7: lesser of $900,000 or 75%; 0.5≤ratio<0.7: $780,000 or 65%; ratio<0.5: $600,000 or 50% of project cost.
Timing: Confirm the project-specific intake and the current funding position with Pennsylvania DCED before you commit to a budget.
Our energy expert: The September 2026 guide sets both the grant percentage and the dollar ceiling from the school’s aid ratio, so one flat percentage will not tell you what a given project can receive. Have the school business office work out the applicable ratio, and confirm that ratio, the ceiling and the current application window with Pennsylvania DCED before the solar designer finalizes the budget. Program availability, incentive amounts, and eligibility requirements are subject to change. Contact Pennsylvania DCED directly to confirm current program status, incentive levels, and application procedures before signing a contract or purchasing equipment. Pre-approval may be required before work begins; retroactive applications may not be accepted.
Narrow this list to your property
This list is grouped by who each program serves, not by whether you are eligible. The finder checks your ZIP code, utility and property type and drops the programs those answers rule out. Several here turn on who is applying and what the project is rather than on any of the three, so read those against the program’s own rules.

Philadelphia Gas Works 3 programs
Residential Equipment Rebates
Estimated benefit: First-unit rebates: furnace $400, boiler $1,000, combi $1,400, tankless $400; qualified Affordable Energy Sense primary-residence tiers $800/$1,400/$2,000/$700. Additional units $250/$700/$1,000/$350.
Timing: September 1, 2024–August 31, 2027; first come, first served while funds last. Current site notes rebate-check processing delays.
Our energy expert: PGW’s equipment rebates vary by equipment type, first or additional unit, and income qualification, while its homeowner and landlord forms disagree on the tankless-heater input limit. Have a licensed contractor confirm the applicable form and limit with EnergySense before ordering equipment.
Residential Air Sealing and Insulation Rebates
Estimated benefit: Per sqft: R49 with air sealing $0.65 standard/$0.95 affordable; R49 without $0.60/$0.90; R38 with $0.35/$0.50; R38 without $0.30/$0.45 per PDF.
Timing: September 1, 2024–August 31, 2027; first come, first served while funds last. Current site notes rebate-check processing delays.
“R38 without Air Sealing standard $0.30 per Sq Ft; Affordable $0.45 per Sq Ft”
Our energy expert: PGW’s residential insulation rebate depends on the target insulation level, air sealing and income qualification, and its application and webpage disagree on one affordable R38 rate. Ask the contractor to document the existing insulation and obtain the applicable rate from EnergySense before pricing the work.
Natural Gas Water Heater Conversion Program
Estimated benefit: $200 bill credit standard tank; $500 for qualifying tankless, power-vent, direct-vent or condensing water heater
Timing: We could not establish a closing date for this program. Ask Philadelphia Gas Works for the current application window before you buy.
“Through PGW’s Water Heater Program, a standard tank will get you $200 and a tankless power vent, direct vent or condensing water heater will get you $500 toward your gas bill. Why convert to a natural gas water heater? Natural gas”
Our energy expert: PGW’s water-heater conversion credits distinguish a standard tank from qualifying tankless and vented equipment for eligible residential or commercial customers switching to gas. Confirm the conversion track with PGW before installation and ask separately whether any equipment rebate can be combined with it.

Multifamily Energy Audit and Direct Installation
Estimated benefit: No-cost energy audit and qualifying installed efficiency products for buildings with at least five units under one roof.

“no-cost Home Audit”
“5 or more units under one roof”
Our energy expert: The building must have at least five units under one roof, and the general and income-qualified tracks have different resident-income conditions. Have the property manager coordinate the assessment, resident access and any electric-water-heating requirements before scheduling installation.
PECO 1 program
Multifamily In-Unit Assessment and Direct Installation
Estimated benefit: No-cost multifamily assessment; the assessment settles which in-unit products are installed at no cost.
Timing: Schedule site visit through program; eligible measures confirmed after assessment.
“at no cost”
“complimentary in-unit product installation”
Our energy expert: A multifamily site assessment establishes which in-unit products can be installed at no cost. Have the property manager coordinate resident access and permissions, with common-area incentive work handled through its separate project review. Program availability, incentive amounts, and eligibility requirements are subject to change. Contact PECO directly to confirm current program status, incentive levels, and application procedures before signing a contract or purchasing equipment. Pre-approval may be required before work begins; retroactive applications may not be accepted.
