Residential energy rebates in Rhode Island

The main categories include heating and cooling, water heating, insulation and appliances. Equipment type and efficiency matter, but so do your utility account and the system you are replacing.

Rhode Island Energy customers

Rhode Island Energy has separate electric and gas offers. A heat pump replacement and a conversion from electric baseboard heat follow different incentive rules. EnergyWise also has assessment and weatherization programs, with requirements that depend on the offer and household.

Other utility customers

Clear River Electric and Water District serves a limited area and has its own programs. Block Island Utility District is also a separate utility. Check the provider on your bill; Rhode Island Energy’s offers should not be assumed to cover either utility’s customers.

Other types of projects

The state list also includes EV, charging, storage and renewable-energy programs. A statewide administrator does not make every applicant eligible: equipment, property and application requirements still apply.

Commercial energy rebates in Rhode Island

Business programs cover more than heating equipment. The list includes lighting and controls, refrigeration, foodservice equipment, building upgrades and renewable-energy projects.

Equipment replacements and building upgrades

Rhode Island Energy’s business offers include direct-install, equipment and custom-project routes. A distributor discount and an application-based incentive may have different requirements. Check the offer for your account and project rather than assuming every item in a contractor’s proposal qualifies.

Commercial properties and specialized projects

Multifamily properties, restaurants, fleets and other facilities have programs of their own. The audience and administrator on each listing help you identify the relevant route. Ask the administrator whether your project requires approval before equipment is ordered or work begins.

Using the Rhode Island program list

The finder narrows options; the list below does not filter by ZIP. It shows the programs published in our Rhode Island directory. Read the administrator and audience on each entry, along with its requirements, official source and last-checked date.

GetEnergyRebates.com is a publisher, not a program administrator. We do not decide eligibility, process program applications or pay incentives. A listing is not a recommendation of a program or contractor. Amounts, application windows and funding can change; confirm the current terms with the administrator before committing to a purchase or contract.

Frequently Asked Questions

Are all these programs available throughout Rhode Island?

No. Utility programs depend on service territory and account eligibility. Clear River Electric and Water District and Block Island Utility District serve limited areas. State-administered programs have their own requirements, too. The finder can narrow the list; the administrator determines eligibility.

My electric and gas providers differ. Which one matters?

Check the program’s service and fuel requirements. Electric and gas offers are not interchangeable, and your existing heating system can affect the applicable route. The provider named on each bill is the starting point for checking the account requirement.

Are commercial and multifamily projects included?

Yes. The directory includes programs for businesses and commercial properties as well as homes. Multifamily eligibility depends on the specific offer and account, so read the property requirements rather than relying on the building’s residential use alone.

Where can I find current amounts and deadlines?

Each program listing links to its administrator’s source and shows when it was last checked. Confirm the current application window, equipment requirements and funding status there; programs can change between our checks.

Residential Electric Heating and Cooling Rebates — Standard Heat Pump Rebate

Estimated benefit: $625 per ton central (ducted) heat pump; $450 per ton ducted mini-split; $325 per ton non-ducted mini-split. Limit 4 rebates per RI residential electric account.

Timing: 2026 program year form (rev. 3/2026). Eligibility requirements effective January 1, 2026. Equipment must meet ENERGY STAR 6.1 Cold Climate criteria and appear on the RIE/NEEP qualified list.

“"Central Heat Pump (Ducted) $625 per ton / Mini-Split Heat Pump (Non-Ducted) $325 per ton / Mini-Split Heat Pump (Ducted) $450 per ton" — 2026 Residential Electric Heating and Cooling Rebate, rev. 3/2026, p. 2 (table read visually from rendered PNG, not layout text)”

Our energy expert: The program page says up to $625 per ton, and that is only true for a ducted central system; a ducted mini-split pays $450 per ton and a non-ducted mini-split $325. Four rebates per Rhode Island residential electric account is the ceiling, and the equipment has to meet ENERGY STAR 6.1 cold-climate criteria and appear on Rhode Island Energy's qualified list, which is what actually decides whether your unit pays. Pick the equipment with an HVAC contractor who works that list, because the design choice and the rebate rate are the same decision.

Residential Electric Heating and Cooling Rebates — Enhanced Heat Pump Rebate (electric-baseboard homes)

Estimated benefit: $1,500 per ton for ducted central, non-ducted mini-split or ducted/mixed-ducted mini-split heat pumps. Limit 4 rebates per RI residential electric account.

Timing: 2026 program year. Requires a no-cost EnergyWise Home Energy Assessment first, the home fully insulated/weatherized as verified through EnergyWise, and a Program Participating Contractor.

“"Enhanced Heat Pumps (select equipment type) … $1,500 per ton" and prerequisites "Existing heating system must be electric baseboard resistance heating" — 2026 Residential Electric Heating and Cooling Rebate, rev. 3/2026, p. 2”

Our energy expert: The $1,500 per ton rate is reserved for homes heated by electric baseboard resistance; replacing a failed heat pump with a new one does not reach it. You also have to take the no-cost EnergyWise assessment first and have the house insulated and weatherized to EnergyWise's satisfaction before the enhanced rate is available, which makes the sequence assessment, envelope, then equipment. Four rebates per account, and the installer has to be a Program Participating Contractor. Book the assessment before you let anyone quote you a system.

Residential Electric Heating and Cooling Rebates — ENERGY STAR Smart Thermostat

Estimated benefit: Up to $75 each. Limit 2 per RI residential electric account, not to exceed purchase price.

Timing: 2026 program year form (rev. 3/2026).

“"ENERGY STAR Certified Smart Thermostat — Up to $75 each"; footnote 4 "Limit two (2) rebates per RI residential electric account, not to exceed purchase price." — 2026 Residential Electric Heating and Cooling Rebate, rev. 3/2026, p. 2”

Our energy expert: Up to $75 a thermostat, two per residential electric account, and never more than what you paid. The same $75 line sits on the gas heating rebate form, so an electric-heat customer and a gas-heat customer reach one offer by two different routes; do not plan on collecting it twice. Worth pairing with ConnectedSolutions enrollment, which pays separately for the same device.

2026 Residential Gas Heating Rebate

Estimated benefit: Hot water boiler (AFUE ≥95%) $775; warm air furnace (AFUE ≥97% with ECM) $525; ENERGY STAR on-demand tankless water heater (UEF ≥0.87) $600; ENERGY STAR storage water heater (med draw UEF ≥0.64 / high draw ≥0.68) $70; combined condensing boiler + on-demand water heating unit (AFUE ≥95%) $950; ENERGY STAR smart thermostat up to $75 each; 7-day programmable thermostat up to $25 each (limit two thermostats per account).

Timing: Equipment must be installed between January 1, 2026 and December 31, 2026. Application and documentation due within 90 days of installation; December 2026 installations no later than February 28, 2027.

“"Hot water boiler ≥AFUE Rating 95% … $775 / Warm Air Furnace ≥AFUE Rating 97% and electronic commutated motor … $525 / ENERGY STAR Certified On-demand Tankless Water Heater ≥87 UEF … $600 / ENERGY STAR Certified Storage Water Heater … $70 / Combined condensing boiler and on-demand water heating unit AFUE Rating of ≥95% … $950" — 2026 Residential Gas Heating Rebate Application, p. 3 (table rendered to PNG and read visually)”

Our energy expert: This form has a hard calendar on it: equipment installed between 1 January and 31 December 2026, paperwork in within 90 days of installation, and December installs filed no later than 28 February 2027. What you collect is decided by the efficiency you buy, not by the brand: $775 on a hot water boiler at 95% AFUE or better, $525 on a 97% furnace with an ECM, $600 on an on-demand tankless water heater, $950 on a combined condensing boiler and on-demand unit. Have your heating contractor confirm the AFUE and UEF ratings against the form before the order goes in, not after the install.

Residential Heat Pump Water Heater Rebate

Estimated benefit: $625 for a heat pump water heater of 55 gallons or less with UEF ≥3.3; $150 for greater than 55 gallons with UEF ≥2.7. Limit 2 rebates per RI residential electric account; rebate cannot exceed purchase price.

Timing: 2026 form (file dated 3-11-2026). Program page states rebates 'of up to $625'.

“"Electric Heat Pump Water Heater: 55 gallons or less, Uniform Energy Factor of 3.3 or more (nominal capacity) … $625" / "Greater than 55 gallons, Uniform Energy Factor of 2.7 or more … $150" — 2026 residential electric water heater rebate form, p. 2”

Our energy expert: Tank size decides this one, and it runs the opposite way to what most people assume. Fifty-five gallons or less at UEF 3.3 or better pays $625; go above 55 gallons and the rebate drops to $150. Two per residential electric account, never more than purchase price. If you are weighing an 80-gallon unit against a 50, price both with the rebate in hand before you choose.

Residential ENERGY STAR Triple-Pane Window Rebate

Estimated benefit: $75 per qualifying ENERGY STAR Triple-Pane window (Northern Region certified), replacing single-pane windows.

Timing: 2026 program year form. A qualifying-product list (XLSX, ENERGY STAR/NFRC QPL, June 2025 edition) is posted alongside the application.

“"Rhode Island Energy offers a $75 rebate per qualifying ENERGY STAR Triple Pane window for residential gas and electric customers." — 2026 Residential ENERGY STAR Windows Rebate form, p. 2”

Our energy expert: Seventy-five dollars per window, and only for ENERGY STAR Northern Region certified triple-pane units replacing single-pane. The qualifying-product list posted alongside the 2026 application is the June 2025 edition, so a window certified since then may not appear on the list you are being asked to match: check your specific model against the list Rhode Island Energy is working from today before you order. Windows are also rarely the cheapest first move. If the house has not been air sealed, do that first and come back to the glass.

ENERGY STAR Certified Low-E Storm Windows Instant Rebate

Estimated benefit: Instant rebate of $25 per window, up to 20 Low-E storm windows per residential electric or gas account.

Timing: No end date found on the page.

“"Rhode Island Energy offers an instant rebate of $25 per window for Rhode Island customers who purchase ENERGY STAR® certified Low-E storm windows. Customers can purchase up to 20 Low-E storm windows per residential electric or gas account." — programme page, retrieved 2026-10-03”

Our energy expert: Twenty-five dollars a window, up to twenty per residential electric or gas account, taken off the price rather than claimed back later. The page routes you to one named vendor for the quote and there is no separate application in the flow, so call Rhode Island Energy to confirm the offer is still running and whether that vendor is the only route before you commit. Low-E storm windows are a sensible middle path where full replacement cannot be justified, particularly on an older house where the original sashes are worth keeping.

Residential Appliance and Electronics Rebates (clothes dryer, room air cleaner, room air conditioner)

Estimated benefit: ENERGY STAR certified clothes dryer $50; ENERGY STAR certified room air cleaner/purifier $40; ENERGY STAR certified room air conditioner $40. Limit two of each per RI residential electric account per calendar year.

Timing: 2026 calendar-year forms; limits reset per calendar year.

“"Clothes Dryer $50" (2026 clothes dryer rebate form, p. 2); "Room Air Cleaner/Purifier $40" (2026 room air cleaner form, p. 2); "Room Air Conditioner $40" (2026 room A/C form, p. 2), _air-cleaner-2026.pdf, _room-ac-2026.pdf”

Our energy expert: Three separate forms and three separate limits: $50 on an ENERGY STAR clothes dryer, $40 on a room air cleaner, $40 on a room air conditioner, two of each per residential electric account per calendar year. Do not treat it as one appliance rebate, because each has its own paperwork and the limits reset on 1 January. File inside the calendar year you bought in.

The Clear River Electric and Water District (CREW), formerly Pascoag Utility District 3 programs

Clear River Electric and Water District — HVAC and Water Heater Incentives

Estimated benefit: Heat pumps $350 per ton, incentive not to exceed $700 per customer for this program, covering central, ducted or mixed-ducted mini-split, ductless mini-split and ground source heat pumps. Heat pump water heaters must be ENERGY STAR rated with a minimum UEF of 3.30: $450 for 55 gallons or under, $150 for greater than 55 gallons. Paid as a credit to the customer's account, not as a cheque.

Timing: "This offer is for a limited time only, subject to the availability of funding." The form carries a "DSM Rebate Year" field — annual program years tied to the PUC filing, with no fixed calendar deadline. Current plan: Demand Side Management 2026 Report, RI PUC Docket No. 25-49-EE, filed 10 November 2025. The 2026 plan was APPROVED by the RI PUC in Order No. 25599 dated 30 January 2026 (archived 2026-10-03_crew-puc-order-25599-dsm-2026.pdf), so the 2026 CREW program year is live and approved.

“"HVAC Rebate Amount: $350/ton. Rebate not to exceed $700 for this program. Heat Pump Water Heaters must be Energy Star rated and have a minimum UEF of 3.30. Heat Pump Water Heaters that are 55 gallons or under receive a $450 rebate. Heat Pump Water Heaters that are greater than 55 gallons receive a $150 rebate." — CREW HVAC & Water Heater Incentives application, p. 2 "Incentives will be applied to your account as a credit." — p. 1”

Our energy expert: If you take electricity from Clear River Electric and Water District, the former Pascoag Utility District serving Pascoag and Burrillville, your rebates come from CREW rather than from Rhode Island Energy, and they are smaller. Heat pumps pay $350 per ton with a $700 ceiling per customer for this program, covering central, ducted or mixed-ducted mini-split, ductless mini-split and ground source systems, and it is paid as a credit on your account rather than as a cheque. On heat pump water heaters the application as printed pays $450 for 55 gallons or under and $150 above that, which puts the smaller rebate on the larger tank, so ask CREW to confirm that before you buy an 80-gallon unit. Funding is limited and tied to the annual program year, so confirm this year's amounts when you apply.

Clear River Electric and Water District — Residential Audit and Weatherization Incentive

Estimated benefit: Incentives of 100% of cost, up to $2,250, for insulation and air sealing. $100 for a programmable wireless thermostat or $25 for a non-wireless programmable thermostat. Requires a home energy audit recommendation and a BPI-certified installer.

Timing: "This offer is for a limited time only, subject to the availability of funding." Annual DSM program year per RI PUC Docket 25-49-EE.

“"Incentives of 100% of cost, up to $2250 incentive for insulation and air sealing." and "$100 incentive for a programmable wireless thermostat or $25 for a [non-wireless]" — CREW Residential Audit and Weatherization Incentive form”

Our energy expert: CREW covers 100% of insulation and air sealing cost up to $2,250, plus $100 for a programmable wireless thermostat or $25 for a non-wireless one, and the work has to come out of a home energy audit recommendation and be installed by a BPI-certified contractor. Set your expectations against the rest of the state before you compare notes with a friend in Providence: a Rhode Island Energy customer can reach $10,000 at 75% of cost, so a Pascoag or Burrillville home is working with a materially different deal, and any Rhode Island weatherization figure you have seen elsewhere probably was not this one. Funding is limited, so book the audit and get onto this year's list early rather than late.

Clear River Electric and Water District — Residential ENERGY STAR Appliance Offerings

Estimated benefit: Refrigerator or freezer buyback $50 plus $19 removal, totalling $69. Refrigerator or freezer purchase $75, available only if a unit was bought back in the same year. Clothes washer $75. Clothes dryer $75. Heat pump clothes dryer $150. Air conditioner $40. Air purifier $40. Dehumidifier $30. Air purifiers and dehumidifiers must be on ENERGY STAR's "Most Efficient" list.

Timing: "This offer is for a limited time only, subject to the availability of funding." Annual DSM program year per RI PUC Docket 25-49-EE.

“CREW Residential ENERGY STAR Offerings form”

Our energy expert: Watch the condition on the purchase rebate, because it is easy to read as unconditional: the $75 for a new refrigerator or freezer is available only if CREW bought back a unit from you in the same year, so the buyback and the purchase are one sequence rather than two independent rebates. The buyback itself pays $50 plus $19 for removal. The rest is flat: $75 on a clothes washer or dryer, $150 on a heat pump clothes dryer, $40 on an air conditioner or air purifier, $30 on a dehumidifier, with air purifiers and dehumidifiers required to be on ENERGY STAR's Most Efficient list. Funding is limited to the annual program year, so confirm the current amounts with CREW before you buy.

Rhode Island Energy (The Narragansett Electric Company, a PPL company), operated with EnergyHub 2 programs

ConnectedSolutions — Electric Vehicle Demand Response Program

Estimated benefit: $50 instant incentive and $20 annual incentive for each EV or EV charger enrolled.

Timing: Season June–September, 3–8 p.m., no more than 60 events, maximum 3 hours per event.

“"Earn a $50 instant incentive and a $20 annual incentive for each EV or EV charger enrolled in the program." — Electric Vehicle Demand Response Program page, retrieved 2026-10-03”

Our energy expert: Fifty dollars to enroll your EV or charger and $20 a year after that, in return for the utility shifting your charging during summer afternoon events. The eligible equipment is a short named list of Tesla, ChargePoint, Emporia and FLO models, and that list dates faster than the program does, so confirm your hardware is still on it before you count the money. It is designed to sit alongside the state's PowerUpRI charger rebate, which is where the larger figure for a home charger comes from.

ConnectedSolutions — Residential Battery Program

Estimated benefit: $225 per average kW performed each summer. Cap: no customer may receive more than $6,875 per year. Rate locked for the first five summers.

Timing: Season June–September, events 3–8 p.m., 2 or 3 hours, no more than 60 events per summer.

“"Incentive rate: $225 per average kW performed each summer / Cap: No customer may receive more than $6,875/year / Term: Rate lock for the first five summers" — Battery Program page, retrieved 2026-10-03”

Our energy expert: Two hundred and twenty-five dollars per average kW you deliver each summer, capped at $6,875 a year, with your rate locked for the first five summers. Before you model that ceiling, read the limit Rhode Island Energy states on its own page: a standalone battery that cannot export to the grid earns less. These amounts come from the program page rather than a program manual, so have your installer put the current rate and your expected performed kW in writing before you size the system, and understand that enrolling commits dispatch of your battery to the utility on event days.

Erika Niedowski Memorial Electric Bicycle Rebate Program

Estimated benefit: Standard: up to $350, or 30% of the final purchase price of an e-bike or e-cargo bike, whichever is less. Income-qualified: up to $750, or 75% of the total purchase, whichever is less. Limit two rebates per household on either track. Application must be made within 180 days of purchase.

Timing: No closing date found. Apply within 180 days of purchase.

“"Save up to $350, or 30% (whichever is less) of the final purchase of an e-bike, or e-cargo bike. Limit of 2 rebates per household." — programme page, retrieved 2026-10-03; the same $350/30% and $750/75% figures appear at p. 4 of the Updated Erika Niedowski Memorial Ebike Rebate Program Guidance Document, July 2024”

Our energy expert: Up to $350 or 30% of the purchase price, whichever is less, on an e-bike or e-cargo bike; income-qualified buyers get up to $750 or 75%. Two rebates per household on either track, and you have 180 days from purchase to apply. Use the live program page for the income limits rather than the posted guidance document, which still carries 2024 figures. We found no closing date, which in practice means apply as soon as you have the receipt rather than waiting.

Home Electrification and Appliance Rebate (HEAR) Program

Estimated benefit: Maximum for low-income, then moderate-income: electric load service center $4,000, or 50% of project up to $4,000; electrical wiring $2,500, or 50% of project up to $2,500; ENERGY STAR certified heat pump clothes dryer $1,600, or 50% of appliance up to $840; ENERGY STAR certified electric stove, induction cooktop, range or oven $1,000, or 50% of appliance up to $840. Two pathways: an Income-Eligible Pathway for LIHEAP households through local Community Action Program agencies, and a Retail Pathway pilot limited to Pawtucket, East Providence, Barrington, Warren, Bristol, Little Compton, Tiverton, Portsmouth, Middletown, Newport and Jamestown. All applications must be approved by OER before purchase.

Timing: Program changes effective 1 September 2026. No closing date found.

“"Important: Program changes effective September 1, 2026 may affect your eligibility. Equipment rebates are no longer available for switching from a fossil fuel appliance to an electric one. Eligibility is now based on switching from an existing electric appliance to a more efficient electric appliance." — programme page and the September 2026 flyer. Rebate table: The Home Electrification and Appliance Rebate (HEAR) Program flyer, September 2026 edition, p. 1 (rendered to PNG at 150 dpi and read visually)”

Our energy expert: The rule changed on 1 September 2026, and in Rhode Island it now runs opposite to how this federal program works in most states: it no longer pays to switch from a fossil fuel appliance to an electric one. Eligibility now means replacing an existing electric appliance with a more efficient electric one, so an oil or gas conversion does not belong in this application at all. Within that, the published maximums for a low-income household are $4,000 for an electric load service center, $2,500 for electrical wiring, $1,600 for an ENERGY STAR heat pump clothes dryer and $1,000 for an electric stove, induction cooktop, range or oven, with moderate-income households at 50% of project cost up to those ceilings and up to $840 on the two appliance lines. Two practical gates: the Office of Energy Resources must approve your application before you purchase anything, and the Retail Pathway is a pilot limited to eleven named municipalities while everyone else goes through a local Community Action Program agency. Heat pumps and heat pump water heaters are not in this program; those sit with Clean Heat Rhode Island.

Rhode Island Office of Energy Resources (OER) with the Rhode Island Infrastructure Bank 2 programs

DRIVE EV — Rhode Island Electric Vehicle Rebate

Estimated benefit: New battery electric or fuel cell vehicle $3,000.00; new plug-in hybrid $2,000.00; used battery electric or fuel cell $2,500.00; used plug-in hybrid $1,750.00. Vehicle price caps: new at or below $75,000.00, used at or below $55,000.00, excluding taxes, fees and capitalised cost reductions. Must be bought or leased at a licensed Rhode Island dealership; 120 days to submit documentation; used leases must be 24 months or longer. Paid by cheque to the applicant in 4–6 weeks.

Timing: No end date; first-come first-served and contingent on available funding. Rebate amounts increased effective 5 January 2026.

“"These increased rebate amounts apply to electric vehicles and residential EV chargers purchased on or after January 5, 2026. Vehicles and chargers purchased prior to January 5, 2026 remain eligible, but will be reimbursed under the previous rebate amounts." — drive.ri.gov DRIVE EV page, retrieved 2026-10-03, corroborated by the DRIVE EV Guidance Document, January 2026 (22 pp)”

Our energy expert: Rhode Island's EV rebate is open, and the amounts went up in January 2026: $3,000 on a new battery electric or fuel cell vehicle, $2,000 on a new plug-in hybrid, $2,500 on a used battery electric, $1,750 on a used plug-in hybrid. The price caps are firm and are calculated before taxes, fees and capitalised cost reductions: $75,000 new, $55,000 used. The purchase or lease has to go through a licensed Rhode Island dealership, used leases have to run 24 months or longer, and you have 120 days to submit documentation. It is first come, first served against available funding rather than a dated round, so settle the paperwork at the dealership rather than afterwards.

DRIVE+ — income-qualified adder to DRIVE EV

Estimated benefit: An adder on top of DRIVE EV: $1,500 (new BEV/FCEV), $1,000 (new PHEV), $1,500 (used BEV/FCEV), $750 (used PHEV). Combined totals as published: new BEV/FCEV $4,500; new PHEV $3,000; used BEV/FCEV $4,000; used PHEV $2,500. Eligibility by participation in WAP, LIHEAP, SNAP, RI Works, SSI/SSP, Medicaid or Housing/Section 8, or by self-attestation against the DHS Low-Income Guidelines for the current federal fiscal year, which DHS publishes by household size.

Timing: No end date; first-come first-served, funding-contingent.

“DRIVE+ page rebate table, retrieved 2026-10-03, corroborated by the DRIVE EV Guidance Document, January 2026”

Our energy expert: This is an income tier on DRIVE EV, not a separate rebate, and it is worth knowing so you do not apply twice or expect the combined figure as a base amount. It adds $1,500 on a new battery electric or fuel cell vehicle, $1,000 on a new plug-in hybrid, $1,500 on a used battery electric and $750 on a used plug-in hybrid. You qualify either through participation in WAP, LIHEAP, SNAP, Rhode Island Works, SSI or SSP, Medicaid or Housing Choice, or by attesting against the current federal fiscal year DHS low-income guidelines. Funding-contingent and first come, first served, so if you qualify on any of those programs, say so on the DRIVE EV application at the dealership.

Clean Heat Rhode Island Low-to-Moderate Income Heat Pump Incentive Program — Rhode Island Office of Energy Resources (OER) (program owner), administered by InClime; previously administered by Abode Energy Management

Estimated benefit: FUNDING-LIMITED rather than deadline-limited: roughly 89% of the money was paid or reserved at 28 September 2026 and there is no closing date, so the constraint is the money running out. TWO HARD GATES: the existing heating fuel must be oil, propane or natural gas, AND the home must already be weatherized. Air source, air-to-water and ground source (geothermal) heat pumps: 60% of heat pump system and install cost, capped at $11,500. Integrated heat pump water heater (240V, ENERGY STAR UEF 3.30) $2,500; integrated HPWH (120V, UEF 2.20) $2,500; split-system HPWH (UEF 2.20) $2,500. All Clean Heat RI incentives capped at $18,000 per address, within which space heating is capped at $11,500 lifetime per address and HPWH at $2,500. Household income must be below 150% of State Median Income — the program publishes its own limit for each household size, and the program page is the place to check yours.

Timing: No fixed end date; rolling and funding-limited. Funding status published 28 September 2026: $8,424,232.11 paid and reserved, $1,063,942.30 unreserved remaining — roughly 89% committed. $1,474,999 was added on 1 September 2026. Terms and Conditions §5: "The Program is subject to change without prior notice, including incentive amounts." R-410A equipment ineligible from 1 January 2026.

“"60% of Heat Pump system and install cost. These incentives are capped at $11,500." — Clean Heat RI Incentives page (last modified 2026-08-18), retrieved 2026-10-03. And: "Qualifying heat pump systems must be installed on or after July 21, 2025." — Clean Heat Rhode Island Low-to-Moderate Income Heat Pump Incentive Program Terms and Conditions, 2 October 2025, p. 2”

Our energy expert: Read the full name before you plan around this one: the Clean Heat Rhode Island Low-to-Moderate Income Heat Pump Incentive Program is income-limited, and every participant must be under 150% of state median income — the program publishes the limit for each household size, so check yours on its own page rather than against a figure quoted elsewhere, because this program's 150% is calculated from a different base than the state's own median income figure. For households that qualify it is the largest heat pump money in the state: 60% of system and installation cost up to $11,500, $2,500 for a qualifying heat pump water heater, and $18,000 per address across everything. Two things decide whether you actually get it. Funding is the constraint rather than a deadline, and as of 28 September 2026 roughly 89% of the money was paid or reserved. And your existing heat has to be oil, propane or natural gas with the home already weatherized, so the envelope work comes first. Check the official program page for current amounts, the income limit for your household size and remaining funds the day you apply, and get an enrolled installer moving rather than waiting for a round to open.

PowerUpRI — Residential EV Charger Rebate — Rhode Island Office of Energy Resources (OER) in collaboration with the Rhode Island Infrastructure Bank

Estimated benefit: Standard: where no electrical upgrade is needed, 100% of the Level 2 charger purchase price up to $800; where upgrades are needed, 50% of installation costs up to $1,000. Income-qualified: no upgrades, 100% up to $800 of purchase price; upgrades needed, 75% of installation costs up to $1,500. Paid as a reimbursement — the applicant pays up front. Landlords of residential property are eligible.

Timing: No end date; first-come first-served, funding-contingent.

“"If electrical upgrades are required, the PowerUpRI program will cover up to $1,000, or 50% of the installation costs of a Level 2 residential EV Charger, whichever is less. If no electrical upgrades are required, the program will cover 100% with a maximum of $800 for the purchase price of a Level 2 residential EV Charger." — FINAL — PowerUpRI Residential Rebate Guidance Document, January 2026, p. 3; income-qualified rates pp. 8–9; FFY 2026 low-income table p. 7”

Our energy expert: The structure trips people up, so get it straight before you buy. The $800 covers 100% of the Level 2 charger hardware where no electrical upgrade is needed; the $1,000, or $1,500 if you are income-qualified, covers 50% or 75% of installation where upgrades are needed. Two buckets with two different rules, not one combined cap. It is paid as a reimbursement, so you pay up front. Landlords of residential property are eligible, and Rhode Island Energy's EV demand response program points customers here, so the two are designed to stack. Have an electrician tell you whether your panel needs work before you decide which bucket you are in.

Residential New Construction (RNC) and Renovation Program and Zero Energy Homes — Rhode Island Energy (The Narragansett Electric Company, a PPL company), implemented by CLEAResult Consulting Inc.

Estimated benefit: Whole-house performance incentives $200–$4,000 per home: Tier I (5–25% savings) $500 / $300 / $250 / $200; Tier II (26–39%) $1,500 / $750 / $600 / $500; Tier III (40%+) $4,000 / $2,000 / $1,500 / $1,000 — for 1–4, 5–10, 11–30 and 31–75 unit buildings respectively. Additional certification adders: ENERGY STAR $200/$150/$100/$100; DOE Efficient New Homes or current RI Stretch Code $1,000/$750/$500/$500; Passive House $1,500/$1,500/$900/$750; High-Efficiency Electric Homes $1,000/$500/$250/$250. Projects over 75 units are eligible for custom incentives.

Timing: 2026 program document. Certification adders require enrollment during the early design phase, Tier II or III performance, and a Fossil Fuel Free building.

“"RNC offers whole house performance incentives ranging from $200 to $4,000 per home in addition to rebates for qualifying high efficiency heating, cooling, and hot water equipment. Projects with >75 units are eligible for custom incentives" — 2026 Residential New Construction (RNC) and Renovation Program and Zero Energy Homes, p. 1; incentive tables p. 2”

Our energy expert: Performance is what pays here, not equipment. The whole-house incentive runs from $200 to $4,000 per home depending on how far below code the finished building models and how many units are in it, with certification adders on top for ENERGY STAR, the DOE or current RI Stretch Code standard, Passive House and all-electric design. Those adders require enrollment during early design, Tier II or III performance and a fossil-fuel-free building, so most of the money is decided before the foundation goes in. One gap to plan for: heat pumps and heat pump water heaters are not in this program, they go to Clean Heat Rhode Island on a separate application. Bring an energy professional in when you bring in the architect.

EnergyWise Single Family — no-cost Home Energy Assessment, insulation and air sealing — Rhode Island Energy (The Narragansett Electric Company, a PPL company), implemented by RISE Engineering

Estimated benefit: No-cost Home Energy Assessment plus no-cost instant-saving products. Standard incentive 75% off insulation up to $10,000 and 100% off air sealing. $250 incentive toward certified remediation of pre-weatherization barriers. Program page states 50–100% off insulation up to $10,000, and up to $2,750 on qualifying heating, cooling and water heating equipment.

Timing: 2026 program year, approved by PUC Order No. 25582 dated 16 January 2026. A 2027–2029 Energy Efficiency Plan was filed 1 October 2026 in Docket 26-37-EE and is pending, so these terms are expected to change for 2027.

“"The standard EW SF incentive currently offers 75% off (up to $10,000) for insulation and 100% off air sealing." — Rhode Island Energy 2026 Annual Energy Efficiency Plan, Docket No. 25-37-EE, Attachment 1 p. 7 of 31 (archive PDF p. 175), filed 10/1/2025, approved by PUC Order No. 25582 (1/16/2026)”

Our energy expert: This is where nearly every Rhode Island home should start: the assessment costs nothing and it tells you where your money is going before you spend any more of it. The standard incentive is 75% off insulation up to $10,000 with air sealing at 100%, plus up to $2,750 toward qualifying heating, cooling and water heating equipment, and $250 toward certified remediation of barriers that have to be cleared before insulation can go in. One page on Rhode Island Energy's own site still shows $4,000 for insulation; $10,000 is the figure in the PUC-approved 2026 plan and on the assessment and landlord pages. A 2027 to 2029 plan was filed on 1 October 2026 and is pending, so these are this year's terms and not next year's. Book the assessment and get the scope in writing before any contractor prices insulation.

Landlord and Renter Weatherization Incentives — Rhode Island Energy (The Narragansett Electric Company, a PPL company), implemented by RISE Engineering (market rate) and CLEAResult (income eligible)

Estimated benefit: Single family 1–4 units: landlords may receive up to $10,000 per unit toward weatherization; if the landlord meets low-income eligibility, weatherization is at no cost with no cap. Multifamily 5+ units: average 70% discount on weatherization, including owner-occupied; 100% incentive for market-rate buildings that are 100% renter occupied.

Timing: No end date found. A no-cost energy assessment is a prerequisite for both single-family and multifamily; the landlord must sign a contract before work begins.

“"Landlords in Rhode Island may be eligible to receive up to $10k per unit to cover the cost of weatherization work… If a landlord meets low-income eligibility requirements, weatherization work is covered at no cost with no cap on funding." and "Landlords can receive an average 70% discount on weatherization work… the program offers a 100% incentive for weatherization costs where the building is 100% renter occupied." — Landlord and Renter Incentives page, retrieved 2026-10-03”

Our energy expert: Rental property has its own terms here and they are better than most landlords expect: up to $10,000 per unit toward weatherization on buildings of one to four units, at no cost and with no cap if you meet low-income eligibility, and on buildings of five or more an average 70% discount that rises to a full 100% incentive when the building is entirely renter occupied. The no-cost assessment comes first and the contract has to be signed before work begins, so pay a contractor on your own and the incentive is gone. Renters, this is a conversation with your landlord, and the economics usually favor doing several units at once rather than one.

Income-Eligible Energy Savings Program (Income-Eligible Home Energy Assessment) — Rhode Island Energy (The Narragansett Electric Company, a PPL company), delivered through CLEAResult and local Community Action Program agencies

Estimated benefit: No-cost energy-saving improvements. Eligibility: enrollment in a Rhode Island Energy discount rate code, or household income at or below Rhode Island Energy's income guidelines for your household size, which the program page publishes in full and restates annually. A household that qualifies for the A-60 rate or for LIHEAP reaches the program through that enrollment rather than through the table, per the filed 2026 Energy Efficiency Plan.

Timing: Income guidelines effective October 2025; they are restated annually.

“"Our energy savings programs can help you and your family benefit from a healthier, more comfortable, and affordable home. If you qualify, there's no cost to you." plus the income table "Income guidelines (effective October 2025)" — Income-Eligible Energy Savings Program page, retrieved 2026-10-03”

Our energy expert: If you are on a Rhode Island Energy discount rate code, or your household income is at or under the published guidelines, the improvements are installed at no cost to you rather than reimbursed later. The thresholds are published in full on the program page, by household size, so check yours there before you call — Rhode Island Energy restates them annually and applies the figures it prints. There is a second way in that does not depend on the table at all: a household that qualifies for the A-60 rate or for LIHEAP is eligible for all services and equipment upgrades at no cost. Programs like this are consistently under-used. If your household qualifies, use it, and ask the Community Action Program agency serving your city or town to get the assessment scheduled.

Rhode Island Energy Marketplace — Rhode Island Energy (The Narragansett Electric Company, a PPL company), operated by EFI (poweredbyefi.org)

Estimated benefit: Discounted pricing on energy-saving products bought through the utility's online marketplace. A smart thermostat bought through the Marketplace can be enrolled in ConnectedSolutions at the point of purchase.

Timing: Ongoing storefront; prices change per product.

“"Get exclusive discounts on energy saving products for your home." — Rebates and Savings Programs hub, retrieved 2026-10-03. "When customers purchase a qualifying smart thermostat through the Company's Marketplace, they are also given the option to instantaneously enroll in the ConnectedSolutions program." — 2026 Annual Energy Efficiency Plan, Docket 25-37-EE.”

Our energy expert: This is a storefront with the discount already in the price rather than a rebate you claim, and prices are set per product and change, so treat it as one place to shop rather than as a fixed offer. Its real use is sequencing: buy a smart thermostat here and you can enroll it in ConnectedSolutions at checkout, which puts the purchase discount and the enrollment incentive into a single transaction. Compare the landed price against a local distributor before you buy.

Commercial Gas Heating Equipment Rebates

Estimated benefit: Furnace with ECM up to 150 MBH: $300 at ≥95% AFUE, $500 at ≥97% AFUE. Condensing unit heater up to 300 MBH at ≥90% thermal efficiency: $750. Low-intensity infrared heater, all sizes: $750. Combined gas furnace with ECM and on-demand water heating unit ≥97% AFUE: $700. Combined condensing boiler and on-demand water heating unit: $900 at ≥90% AFUE, $1,200 at ≥95% AFUE. Controls: aerator 1.5 GPM or less $8 each; showerhead 1.75 GPM or less $20 each; after-market boiler reset controls $225 each; steam traps $50 each (limit 70). Thermostats: 7-day programmable up to $25 each; wireless-enabled up to $100 each.

Timing: 2026 application. "All projects requiring ten (10) or more units and/or exceeding $25,000 in incentives must be pre-approved by Rhode Island Energy." Steam trap quantities over 70 also require pre-approval.

“"HIGH-EFFICIENCY NATURAL GAS EQUIPMENT REBATES" table — Commercial Gas Heating Rebate Application 2026, p. 3 of 6”

Our energy expert: Efficiency tiers do the work on this form: $300 on a 95% AFUE furnace with an ECM and $500 at 97%, $750 on a condensing unit heater or a low-intensity infrared heater, and $900 to $1,200 on a combined condensing boiler and on-demand water heating unit. The controls are the quiet value, and they are where a tight budget still earns something: $225 per after-market boiler reset control, $50 per steam trap up to seventy of them, and up to $100 per wireless thermostat, four times the residential figure for what looks like the same device. Projects of ten or more units, or more than $25,000 of incentive, must be pre-approved before you buy. Rebate offers are stated to change without notice, so confirm the schedule at quote.

Commercial and Industrial Boiler Tune-Up Program

Estimated benefit: Up to $1,000 for the first eligible boiler on a customer account and up to $500 per additional boiler on the same account. The incentive is paid to the customer's licensed contractor who performs the work.

Timing: 2026 program year. Applies to existing steam and hot water boilers in commercial and industrial facilities in Rhode Island Energy's service territory.

“"Incentives up to $1,000 are available for the first eligible boiler on a customer account and up to $500 per additional boiler on the same account." (p. 3) and "'Incentives' means payment(s) by Rhode Island Energy to the Customer's licensed contractor who performs the EEMs, which range from up to $1,000 for the first boiler and up to $500 for additional boilers at the same Facility." (p. 5) — 2026 Commercial & Industrial Boiler Tune-Up Program application”

Our energy expert: Read the money direction before you plan around this: Rhode Island Energy pays your licensed contractor, not you, up to $1,000 for the first eligible boiler on the account and up to $500 for each additional one, and you benefit through a lower invoice. That makes the question to your contractor a specific one, which is to show you the incentive applied to the price. On an existing steam or hot water boiler a proper tune-up is among the cheapest things you can do to a commercial building, and it belongs on the maintenance calendar every year whether or not the incentive survives.

Retrofit Program — Lighting Retrofit and Performance Lighting Retrofit

Estimated benefit: Per-fixture and per-lamp incentives set by product code, with a higher rate for controlled installations. Examples from the 2026 application: product code 81 $18 / $14; code 81MI (indoor low bay HID replacement) $50 / $40; code 81MHI $70 / $55; code 86A $100 / $80; code 88B $60 / $45; codes 88A, 89, 91 and 82A $40 / $30. Controlled high bay lamps (product code 86B) are eligible for $150 per fixture and $120 for non-controlled high bay fixtures.

Timing: 2026 program year application. A lighting inventory workbook (XLSX) must be submitted with it; a separate Performance Lighting Retrofit path uses its own application and an XLSM tool.

“"…lamps (Product Code = 86B) are eligible for $150 per fixture and $120 for non-controlled high bay fixtures." with the full product-code incentive schedule following — 2026 Retrofit Program RI Lighting Application, pp. 4–6”

Our energy expert: This is the larger lighting path for a real retrofit, and it is priced by product code with a higher rate for controlled installations; controlled high bay, for instance, is published at $150 per fixture against $120 uncontrolled. Your fixture's product code is what sets your number, and the schedule is a dense multi-page matrix, so have the program or your contractor confirm the per-code amount against the current 2026 application rather than working from a sample figure. A lighting inventory workbook has to go in with the application, and there is a separate performance path with its own form and tool. Building that inventory is useful work in itself, because it is usually the first time anyone finds out exactly what the building has.

Retrofit Program — Variable Speed Drive (VSD) and Motor + VSD Retrofit

Estimated benefit: Incentive by motor horsepower: 1–4 hp $1,000; 5–7.5 hp $1,400; 10 hp $1,800; 15 hp $2,200; 20 hp $2,600; 25 hp $3,200; 30 hp $3,800; 40 hp $4,600; 50 hp $5,400; 60 hp $6,400; 75 hp $7,500; 100–150 hp $8,500. Facilities with average demand between 200 and 400 kW are eligible for an incentive of $30 per horsepower.

Timing: 2026 program year application. VSDs in process, waste water or municipal water supply applications must go through the Custom Application process instead.

“"Table 2: Select VSD Size — Horsepower / Incentive: 1-4 $1,000; 5-7.5 $1,400; 10 $1,800; 15 $2,200; 20 $2,600; 25 $3,200; 30 $3,800; 40 $4,600; 50 $5,400; 60 $6,400; 75 $7,500; 100-150 $8,500" — 2026 Retrofit Program RI Variable Speed Drive Application, p. 4 of 8”

Our energy expert: Variable speed drives pay on a horsepower ladder, from $1,000 at 1 to 4 hp up to $8,500 at 100 to 150 hp, and that ladder is the main offer. The $30 per horsepower line for facilities averaging 200 to 400 kW of demand is a separate and much smaller offer, not an alternative route to the ladder, so establish which one applies to your facility before you model anything. Drives in process, waste water or municipal water supply applications go through the Custom program instead. Note too that there is a separate contractor incentive form here, which is money to the installer rather than to you; worth knowing when you compare quotes.

Equipment & Systems Performance Optimization (ESPO) — low-cost measures, monitoring-based commissioning, building analytics and targeted systems tuning

Estimated benefit: Per-measure incentives under the low-cost tuning option, for example: economizer repair and retune $175 per DX packaged or split unit; $600 per water- or air-cooled unit; condenser water temperature control $600; space temperature measures $50; chiller system optimization $800; reset controller $300; pump scheduling adjustment $14 per hp per hour of reduction; fan scheduling $30 per fan hp per hour; electric heat $25 per kW per hour; rooftop unit coil cleaning $5 per ton of cooling capacity (DX RTUs up to 150 tons); steam pressure reduction $100 per 1 PSIG reduction. Monitoring-based commissioning, building analytics and targeted systems tuning are separate applications with their own structures.

Timing: 2026 program year applications (four separate forms).

“Measure-by-measure incentive schedule — 2026 RI ESPO Low Cost Measures application, p. 3”

Our energy expert: ESPO is four different offerings behind one name, so the first question is which form you are filing: low-cost tuning, monitoring-based commissioning, building analytics or targeted systems tuning. The low-cost tuning option pays per measure, and the measures are the unglamorous ones that usually pay best: economizer repair and retune, condenser water temperature control, chiller optimization, pump and fan scheduling, rooftop coil cleaning by the ton, steam pressure reduction. Several rates carry footnotes that change the amount, so have Rhode Island Energy confirm the per-measure figure for your specific scope before you commit. For a building that has never been properly tuned, this is normally the best return per dollar anywhere in the commercial portfolio.

Custom Retrofit Program

Estimated benefit: There is no rate card. The incentive is negotiated and pre-approved project by project before work begins: Rhode Island Energy sets a maximum approved incentive amount and a date by which the measures must be installed and operational. The payment is capped at the customer's actual cost of purchasing and installing the measure, or the pre-approved amount, whichever is lower, and is paid within 45 days of the customer satisfying its obligations.

Timing: 2026 program year application. Pre-approval is mandatory; the pre-approval letter sets the installation deadline.

“"Rhode Island Energy reserves the right to adjust and/or negotiate the Incentive amount, prior to pre-approval…" and "Once an Incentive amount is pre-approved, Rhode Island Energy will pay no more than the cost to the Customer of purchasing and installing the EEM, or the pre-approved Incentive amount" — 2026 Custom Retrofit Application, Terms and Conditions §7, p. 5”

Our energy expert: Custom is for the project no form fits, and the amount is negotiated and pre-approved before work begins: Rhode Island Energy sets a maximum approved incentive and a date by which the measures must be installed and operating, then pays the lower of that amount or your actual cost, within 45 days of you meeting your obligations. The quality of the savings analysis is what sets your number, so put a capable engineer on it. Two terms deserve a careful read before anyone signs. You can be required to refund incentives already paid where projected savings are not achieved for the reasons the agreement lists, and Rhode Island Energy takes 100% of the ISO-NE and environmental benefits associated with the measures. Both are negotiable points to raise, not fine print to skim.

New Construction and Major Renovations — Zero Net Energy / Deep Energy Savings, Whole Building Streamlined, and prescriptive equipment paths

Estimated benefit: Zero Net Energy pathway: construction-phase incentives are set per project by the Tier the final design Energy Use Intensity lands in (Tier 1 Net Zero level, Tier 2), with a further post-occupancy incentive of up to $1.50 per square foot after one year, plus a cost-share of 75% of the net zero/low-EUI expert's fee up to $25,000. Whole Building Streamlined pathway: an incentive per eligible energy conservation measure, plus technical assistance fees covered up to $7,000 (engagement before the end of Design Development) or up to $4,000 (after DD but before the end of Construction Documents), with the customer covering 50% of the excess. Customer incentives on both pathways are capped at 100% of the incremental cost of the efficiency measures. Prescriptive applications exist for compressed air, chillers and variable speed drives.

Timing: No fixed deadline; the incentive depends on how early the project engages. Engaging before the end of Design Development is worth $3,000 more in covered technical assistance fees than engaging after it.

“"Tier 1 – Net Zero Level — To be determined, paid at the end of construction / Tier 2 — To be determined, paid at the end of construction / 1 year post occupancy — To be determined, up to $1.50/sf" and "Cost-share the services of a net zero/low EUI expert (75% of fee up to $25,000 cost share)" — RI New Construction MOU, Zero Net Energy pathway, pp. 2–3. "Cover TA fees up to $7,000 when customers engage with Rhode Island Energy before the end of DD… Cover TA fees up to $4,000 when customers engage… after the end of DD but before the end of CD." — RI New Construction MOU, Whole Building pathway, p. 3 and _wholebldg-mou.pdf”

Our energy expert: Engage early, because the calendar is what sets the money here. On the Whole Building Streamlined path, technical assistance fees are covered up to $7,000 if you come in before the end of Design Development and up to $4,000 after that but before Construction Documents close, so a phone call three months earlier is worth $3,000. On the Zero Net Energy path the construction-phase incentive is set by the Tier your final design Energy Use Intensity lands in and named in your offer letter, with two published ceilings on top: up to $1.50 per square foot after a year of occupancy, and 75% of your net-zero expert's fee up to $25,000. Customer incentives on either path are capped at 100% of the incremental cost of the efficiency measures. Bring the energy professional in at the same time as the architect.

Energy Profiler Online (EPO) and Building Data Portal

Estimated benefit: A no-charge service rather than a payment: interval-data analysis through Energy Profiler Online, and whole-building energy data through the Building Data Portal for ENERGY STAR Portfolio Manager benchmarking, including for the City of Providence benchmarking ordinance. Access is by enrollment form.

Timing: No deadline. Building Data Portal forms carry a 2025 revision stamp.

“Customer and supplier interval-data enrolment forms and the Building Data Portal enrolment, transfer and tenant authorisation forms are published on the programme pages, retrieved 2026-10-03.”

Our energy expert: There is no cheque attached to this one and it is still worth your time. Energy Profiler Online shows you your own interval data, and the Building Data Portal pulls whole-building consumption into ENERGY STAR Portfolio Manager, including for Providence's benchmarking ordinance. If demand charges are a meaningful share of your bill, and for most commercial accounts they now are, seeing exactly when your peaks happen is the cheapest analysis you will ever do. Benchmarking is also a prerequisite for several of the incentive programs, so request access before you start scoping a project rather than after.

Serve Up Savings (restaurants)

Estimated benefit: A restaurant-focused track of the Retrofit Program, published as a flyer in English and Spanish.

Timing: No date printed; file name carries an 0321 stamp and a 'repost' prefix.

“Linked from both the Retrofit Programs page and the business rebate applications index as "Restaurants — Serve Up Savings program (pdf)", retrieved 2026-10-03.”

Our energy expert: A restaurant-specific route into the Retrofit Program, published in English and Spanish. It covers much of the same ground as the commercial kitchen instant incentives, so the useful question is which route pays better for the equipment you are actually replacing rather than whether you can use both; confirm that with Rhode Island Energy before you order. For most restaurants the larger money is in ventilation controls and refrigeration rather than in the cooking line itself.

ChargeRI — EV Charging Infrastructure Rebate Program

Estimated benefit: Post-installation reimbursement. Rebate is the lesser of the cost-coverage percentage or the per-station/per-site cap. Standard, then environmental-justice community rate (+5%): Multi-unit dwellings of 5+ units (priority sector), Level 2 — 90% / $12,000 per station / $100,000 per site, or 95% / $12,600 / $105,000. Publicly accessible commercial sites, Level 2 — 80% / $10,000 / $60,000, or 85% / $10,500 / $63,000; DC fast charging — 80% / $50,000 / $100,000, or 85% / $52,500 / $105,000. Municipalities and educational campuses, Level 2 — 80% / $10,000 / $80,000, or 85% / $10,500 / $84,000; DCFC — 80% / $50,000 / $100,000, or 85% / $52,500 / $105,000. Workplaces, Level 2 — 80% / $10,000 / $60,000, or 85% / $10,500 / $63,000.

Timing: No closing date found; first-come first-served by sector allocation, tracked on the page's own ChargeRI Program Tracker. Project must start within 3 months of application and complete within 6 months of the approval letter; no retroactive costs.

“"Rebates are calculated as the lesser of: (a) the applicable cost coverage percentage of total eligible project costs, or (b) the per-station or per-site dollar cap, whichever is lower." — ChargeRI EV Charging Infrastructure Rebate Program Guidance Document 2026, September 2026 edition, p. 6 (multi-unit dwelling and publicly accessible tables) and p. 7 (municipal/educational and workplace tables); both tables rendered to PNG at 140 dpi and read visually”

Our energy expert: This is the largest commercial money in the Rhode Island state portfolio and it is new. Multi-unit dwellings of five or more units are the priority sector and carry the best terms, at 90% of cost, $12,000 per station and $100,000 per site on Level 2; publicly accessible commercial sites, workplaces, municipalities and campuses run at 80% with per-site caps from $60,000 to $80,000 on Level 2 and $100,000 on DC fast charging; sites in environmental justice communities get another five percentage points. The gates are real and they are where applications fail: ENERGY STAR certified EVSE only with Level 1 ineligible, a three-year network service agreement, at least one ADA-accessible space with signage and striping, no retroactive costs, NEVI-funded sites excluded, and a maximum of three active reservations per entity each in a distinct ZIP. Work has to start within three months of application and finish within six months of the approval letter. Allocation is tracked live on the program's own tracker, so check what is left in your sector before you pay anyone to scope the job.

Rhode Island Agricultural Energy Grant Program (RI AgEP)

Estimated benefit: Competitive grants of up to $20,000 for eligible energy efficiency and renewable energy projects on farms. Maximum $20,000.00 per applicant per calendar year; awarded on a competitive basis at OER's discretion, not by formula. Applicant cost-share of at least 10% of total project costs. Paid 50% on contract execution and 50% on completion. Requires $2,500 of agricultural income in one of the last two calendar years, with stated exceptions.

Timing: "Applications will be accepted on a rolling basis throughout the summer, and are due by 5:00pm on Friday, November 6, 2026." Submitted by email to Abigail.Hasenfus@energy.ri.gov.

“"the maximum grant award amount per applicant, per calendar year shall be $20,000.00… awarded on a competitive basis" — Farm Energy Program Guidance Doc V4, p. 6; $20,000.00 ceiling p. 2; 10% cost share p. 3”

Our energy expert: The deadline is 5:00 p.m. on Friday 6 November 2026, so if you farm in Rhode Island this is the item to move on first. Up to $20,000 per applicant per calendar year for efficiency and renewable energy projects on the farm, awarded competitively at the Office of Energy Resources' discretion rather than by formula, with a cost share of at least 10% from you and payment split half on contract execution and half on completion. You need $2,500 of agricultural income in one of the last two calendar years, with stated exceptions. If the project is not yet defined, the free USDA-funded agricultural energy audits offered on the same page are the fastest way to define it, but start the conversation this month, not next.

Electric Leaf Blower Rebate Program

Estimated benefit: $1,500.00 or 75% of the purchase price of an electric leaf blower and two additional related batteries, whichever is less. An additional $250.00 for applicants located in Central Falls, Pawtucket, Providence, Westerly or Woonsocket. Maximum five rebates per applicant, lifetime. Applicant must contribute at least 10% of equipment cost, keep and operate the equipment in Rhode Island for at least three years, and buy the blower new from a physical retail store located in Rhode Island. Paid as a reimbursement. Residents are not eligible — commercial, non-profit and government applicants only.

Timing: Closing date being confirmed with OER: the program's own page carries two dates a year apart — 11:59 PM on 16 June 2027 in the Key Dates block and the Terms, and 16 June 2026 in one Terms bullet. Neither is published here until OER resolves it. Eligible purchases on or after 27 April 2026.

“"$1,500.00 or 75% (whichever is less) of the purchase price of an electric leaf blower and 2 additional related batteries" and "Residents are not eligible for rebates under this program." — programme page, retrieved 2026-10-03. Funding remaining $147,401.03 with 117 rebates awarded as of 30 June 2026.”

Our energy expert: First, the thing nobody expects from a leaf blower rebate: residents are not eligible. This is for commercial, non-profit and government applicants only. It pays $1,500 or 75% of the cost of an electric blower and two additional batteries, whichever is less, plus another $250 if you are located in Central Falls, Pawtucket, Providence, Westerly or Woonsocket, up to five rebates per applicant for life. The conditions are specific: buy new from a physical retail store in Rhode Island, contribute at least 10% of the equipment cost yourself, and keep and operate the equipment in Rhode Island for three years. On the closing date, the program's own page carries two different dates, one in June 2027 and one in June 2026, so confirm the deadline with the Office of Energy Resources before you buy rather than assuming you have another year.

Home Owner Managing Energy Savings (HOMES) Program

Estimated benefit: Eligibility is published: buildings of five or more attached dwelling units, at least 50% of units occupied by low-income residents under 80% Area Median Income, and modelled energy savings of at least 20%. The route forward is a Multifamily Heat Pump Retrofit Questionnaire, which indicates the award is set per building after a no-cost building assessment and energy-savings modeling rather than by a published rate card. Program funding: $32 million from the US Department of Energy. Previously named Home Efficiency Rebates (HER).

Timing: No closing date found; confirm the current deadline with the administrator.

“Eligibility thresholds and the $32 million federal funding figure are on the HOMES programme page, retrieved 2026-10-03; the only route forward published is the Multifamily Heat Pump Retrofit Questionnaire webform.”

Our energy expert: This is a multifamily program, not a single-family one, and three tests decide whether your building is in scope: five or more attached dwelling units, at least half of them occupied by residents under 80% of area median income, and modelled energy savings of at least 20%. The award is set per building after a no-cost assessment and energy-savings modeling, which is why the way in is the Multifamily Heat Pump Retrofit Questionnaire rather than a form with an amount on it; the program is backed by $32 million from the US Department of Energy. If your property meets the three tests, submit the questionnaire and ask the Office of Energy Resources for the per-project incentive structure in writing before you let anyone scope the retrofit.

Rhode Island Commerce Corporation (RI Commerce / Commerce RI) 3 programs

Renewable Energy Fund — Commercial-Scale Solar, Carport and Storage

Estimated benefit: Solar PV, direct ownership: $0.70 per watt for the first 0–50 kW; $0.40/W for the second 50 kW; $0.30/W for the third 50 kW; $0.20/W for the fourth 50 kW. Carport adder $0.55 per watt. Storage adder $0.50 per watt. Maximum grant $75,000 per project and $150,000 per block per installer; carport maximum $200,000 per project; storage maximum $40,000 per project. Solar domestic hot water 25% of contract, capped at $4,000 per unit.

Timing: TIME-CRITICAL — Round 26-3 Commercial Scale enrollment and application both close 23 October 2026, twenty days after collection.

“Incentive table — REF Commercial-Scale Program RFP, REVISED June 2026, pp. 3–4 (p. 4 rendered to PNG and read visually) Flyer variants archived as / _ref-commercial-scale-solar-flyer.pdf (byte-identical) and”

Our energy expert: Round 26-3 closes 23 October 2026 for both enrollment and the application, which is the first thing to plan around. Direct ownership pays on a declining block, $0.70 per watt for the first 50 kW then $0.40, $0.30 and $0.20 for each subsequent 50 kW, with a $0.55 per watt carport adder and a $0.50 per watt storage adder, capped at $75,000 per project, $200,000 for carport and $40,000 for storage. Above 200 kW the current RFP and an older flyer disagree about whether a direct-ownership rate applies at all, so confirm with Commerce RI before you size a larger array on the assumption that it pays. Two hard rules the copy on a sales deck will not mention: net-metered projects only with virtual net metering ineligible, and you cannot take this and Rhode Island Energy's RE Growth program on the same project, so you are choosing between a capital grant and a twenty-year per-kWh tariff. That is a modeling exercise, and it is worth paying someone to do it properly.

Renewable Energy Fund — Clean Energy Internship Program

Estimated benefit: A wage reimbursement paid to the host company over the internship term, per the filed rule 870-RICR-20-00-1 §1.3(A)(5) — not a fixed grant.

Timing: Spring 2027 round, applications due Friday 11 December 2026. Open now.

Our energy expert: This is a hiring subsidy for clean-energy employers rather than an equipment incentive: the Renewable Energy Fund reimburses the host company for intern wages over the internship term under its filed rule, rather than paying a fixed grant. The Spring 2027 round is open now, with applications due Friday 11 December 2026. The per-intern reimbursement rate and the eligible wage basis are set in the program's own documents rather than on the summary page, so ask Commerce RI for both before you post the role and build the cost into a hiring plan.

Innovation Voucher — Energy and Environment target industry

Estimated benefit: "'Voucher' means a certificate with a value of $5,000 to $75,000" per the filed rule 870-RICR-20-00-4 §1.3(A)(11). Energy and Environment is one of six named Targeted Industries.

Timing: SEE AUDIT — the round is published as "October 6 – November 3 at 5 p.m. EST" with NO YEAR printed.

“"'Voucher' means a certificate with a value of $5,000 to $75,000" — filed rule 870-RICR-20-00-4 §1.3(A)(11).”

Our energy expert: The voucher runs from $5,000 to $75,000 under Commerce RI's filed rule, and knowing that floor matters, because a business assuming the minimum is larger will rule itself out of a program it could use. Energy and Environment is one of six named target industries, so an energy project qualifies on subject matter. The round is posted as opening 6 October and closing 3 November at 5 p.m., with no year printed on the page, so do not assume those are this year's dates: call Commerce RI at 401-278-9100 and confirm the current window before you start writing a submission.

Rhode Island Energy (The Narragansett Electric Company, a PPL company), delivered through participating dealers (Energy Solutions) 2 programs

Commercial Kitchen and Food Service Equipment Instant Incentives

Estimated benefit: Instant incentives up to $4,000. Gas examples: conveyor broiler $2,000 (≤22" wide) / $2,500 (22–28") / $3,000 (≥28"); combination oven $1,000 per cavity; convection oven $1,000 per cavity; conveyor oven $1,000 per deck; cooktops $100 per burner; double rack oven $2,500; fryer $750 per vat; griddle $500; pasta cooker $2,000; pre-rinse spray valve $50; rotisserie $1,500/$2,000/$3,000 by size; single rack oven $2,000; steamer $1,500; underfired broiler $650 per linear foot. Electric examples: combination oven $4,000 per cavity; contact conveyor toaster $600; convection oven $400 per cavity; radiant conveyor toaster $200; deck oven $2,000 per deck; demand control kitchen ventilation $800 per HP.

Timing: No effective date printed on the flyer; the file name carries a 01/25 stamp while the page presents it as current.

“"Get instant incentives up to $4,000 on high-efficiency" [food service equipment], with the per-measure table following — commercial food service instant incentives flyer, pp. 1–2”

Our energy expert: Gas and electric kitchen equipment discounted at the dealer, up to $4,000 on a single piece, and the eligible list is longer than most operators expect: $1,000 per cavity on a combination oven, $750 per fryer vat, $2,500 on a double rack oven, $650 per linear foot on an underfired broiler, $800 per horsepower on demand-control kitchen ventilation. The flyer these figures come from carries no printed effective date while the lighting and HVAC schedules beside it are 2026-dated, so confirm the current amounts with the program administrator before you build them into a kitchen budget. For a full line replacement, the ventilation controls usually return more than the cooking equipment does.

Life Sciences Equipment Instant Rebates (lab-grade cold storage)

Estimated benefit: Lab-grade high-performance refrigerators: $400 (≥6 and <25 cu. ft.), $600 (≥25 and <44 cu. ft.), $1,000 (≥44 cu. ft.). Lab-grade high-performance freezers: $400 (≥6 and <22 cu. ft.), $1,000 (≥22 cu. ft.). Ultra-low temperature freezers (>6 cu. ft.): $1,600.

Timing: 2026 flyer (file name 2026_rie_cold_storage_customer_flyer). Equipment must be installed at a non-residential facility with an active Rhode Island Energy commercial account.

“"Save up to $1,600 per unit on lab grade cold storage equipment" with the qualified-product table listing each rebate per unit — 2026 RIE cold storage customer flyer, p. 1”

Our energy expert: A narrow audience with real money behind it: pharmacies, college and university labs and pharmaceutical research facilities on an active commercial account. Lab-grade refrigerators pay $400 to $1,000 by size, lab freezers $400 or $1,000, and an ultra-low temperature freezer $1,600. The ENERGY STAR mark alone is not the test here, and the flyer says so plainly: some certified models in these categories do not qualify. Check the specific model against the program list before you issue the purchase order.

Rhode Island Office of Energy Resources (OER) with the Rhode Island Infrastructure Bank 1 program

DRIVE EV FLEET — business, non-profit and public fleet EV rebate

Estimated benefit: New battery electric or fuel cell vehicle $3,000.00; used battery electric or fuel cell $2,500.00. An additional $500.00 where the applicant is located in Central Falls, Cranston, East Providence, Pawtucket or Providence. Limit five vehicles every 24 months. Price caps $75,000.00 new, $55,000.00 used. Purchase or lease date must be on or after 07/07/2022. Eligible: Rhode Island small businesses under 500 employees per the SBA standard, 501(c)(3) non-profits, and public-sector entities.

Timing: No end date; first-come first-served, funding-contingent.

“DRIVE EV FLEET page rebate table and the $500 location adder (the five municipalities are cited as having the highest asthma rates from traffic exposure, per RIDOH and EPA EJScreen), retrieved 2026-10-03; corroborated by the DRIVE EV Guidance Document, January 2026”

Our energy expert: Rhode Island small businesses under 500 employees, 501(c)(3) non-profits and public bodies get $3,000 on a new battery electric or fuel cell vehicle and $2,500 on a used one, with another $500 if the applicant is located in Central Falls, Cranston, East Providence, Pawtucket or Providence. Five vehicles every 24 months is the ceiling, and the same $75,000 new and $55,000 used price caps apply. One difference from the individual program to plan around: the fleet schedule carries no plug-in hybrid rebate at all, where an individual buyer gets $2,000 new and $1,750 used. Confirm that with the Office of Energy Resources before you spec a hybrid fleet on the assumption it pays.

The Clear River Electric and Water District (CREW), formerly Pascoag Utility District 1 program

Clear River Electric and Water District — Small Business ENERGY STAR Offerings

Estimated benefit: Residential-type appliances at the same rates as the residential program, plus commercial appliances at 50% of cost up to $1,000 each: dishwasher, fryer, ice machine, hot food holding cabinet, griddle, oven, refrigerators and freezers, steam cooker, cooktop and coffee brewer.

Timing: "This offer is for a limited time only, subject to the availability of funding." Annual DSM program year per RI PUC Docket 25-49-EE.

“CREW Small Business ENERGY STAR Offerings form”

Our energy expert: A small commercial customer in CREW territory gets 50% of cost up to $1,000 on each qualifying commercial appliance, covering dishwasher, fryer, ice machine, hot food holding cabinet, griddle, oven, refrigeration, steam cooker, cooktop and coffee brewer, plus the residential-type appliance rates. For some kitchens that is a better deal than the fixed per-unit instant discounts a Rhode Island Energy customer sees, so do not assume the larger utility's program is the state's offer and price both against your actual equipment list. Funding is limited and set by the annual program year, so call CREW before you order.

Energy Asset Management Program (EAMP) — Rhode Island Infrastructure Bank with Rhode Island Office of Energy Resources (OER)

Estimated benefit: Free third-party energy consulting over a year, producing an Action Plan and a savings-tracking tool. There is no cash payment. The participant's cost is time: "Participants are expected to provide energy use data… and designate 1-3 staff members to dedicate 50-100 hours" over the year.

Timing: "Applications are accepted on a rolling basis."

“Energy Asset Management Program fact sheet, 6.2024, p. 1; existence corroborated by the EBF FAQ Q6”

Our energy expert: No money changes hands here, and it is still one of the better offers in the state for an organization that does not yet know what to do. You get a year of free third-party energy consulting that produces an action plan and a savings-tracking tool. The cost is staff time and the program states it plainly: one to three people, 50 to 100 hours across the year, plus access to your energy data. If you have someone who can own that, this is the cheapest way to find out what is worth doing before you borrow money or apply for anything. Applications are accepted on a rolling basis.

Clean Heat Rhode Island — Housing Authority and Multifamily Pilot Programs — Rhode Island Office of Energy Resources (OER) / InClime

Estimated benefit: Value is set project by project through a scoping engagement rather than by a rate card — the program's stated step is to "Identify appropriate funding and incentive opportunities" for the building. Published precedent: Providence Housing Authority, Carroll Tower — 277 window heat pumps across 194 apartments.

Timing: Rolling intake; no round or deadline found.

“Housing Authority & Multifamily Pilot Programs page (modified 2026-05-07), retrieved 2026-10-03 — an expression-of-interest intake, with the scoping step quoted above.”

Our energy expert: For a housing authority or a larger multifamily owner this is a scoping engagement rather than a rebate: the program assesses the building and then identifies the funding and incentives that fit it, which is how your number gets set. Providence Housing Authority's Carroll Tower, 277 window heat pumps across 194 apartments, is the published precedent for the scale this reaches. One practical note on getting in: the organization-facing side of Clean Heat Rhode Island sits behind a password and the site's own menu offers only installer and homeowner routes, so contact the Office of Energy Resources directly at the program's heat pump address to start the conversation rather than hunting for a form.

Renewable Energy Fund — Brownfields Solar PV — Rhode Island Commerce Corporation (RI Commerce / Commerce RI) with Rhode Island Office of Energy Resources (OER)

Estimated benefit: Rolling, first-come first-served until funds are exhausted. Program budget $4,989,516.60, with $1,270,356.60 published as remaining — but that remaining figure is stated as of 12/31/24.

Timing: Rolling, first-come first-served until funds are exhausted.

“REF Brownfield Solar RFP; budget and remaining-funds figures from the REF programme page, retrieved 2026-10-03”

Our energy expert: Rolling and first come, first served until the block is spent, which makes availability the real question rather than a deadline. The program budget is about $4.99 million, and the remaining balance shown on the page is stated as of 31 December 2024, so treat it as history rather than as what is left today. Ask Commerce RI what remains in the block before your developer spends money on an application. If your site is contaminated, also compare this against the $140 per kW DC brownfield adder in Rhode Island Energy's RE Growth tariff, because you have to choose between the Renewable Energy Fund and RE Growth rather than taking both.

Renewable Energy Growth Program — Solar over 25 kW, Wind, Hydroelectric and Anaerobic Digester — Rhode Island Energy (The Narragansett Electric Company, a PPL company); ceiling prices set by the RI Distributed Generation Board and approved by the RI PUC

Estimated benefit: A per-kWh Performance-Based Incentive paid under a 20-year tariff. The rate is not a fixed figure: it is the price the developer bids in one of three two-week Open Enrollments, which must be at or below the ceiling price set for that renewable energy class and program year. Projects are awarded lowest bid first up to the class megawatt target. Separately, a Brownfield Remediation Incentive of a one-time $140 per kW DC of nameplate capacity is available to Large-Scale Solar I and II projects sited on a brownfield requiring remediation at the time of application.

Timing: Program Year 2026 (1 April 2026 – 31 March 2027) has three two-week Open Enrollments. From Program Year 2025 and continuing in PY2026, Large-Scale Solar projects may only bid into the third Open Enrollment. Projects must be built and operational within 24, 36 or 48 months depending on class.

“"Projects that meet the eligibility and minimum threshold requirements will be awarded based on the price they bid, up to the renewable energy class megawatt target for the year. Bid prices must be at or below the 'ceiling prices' determined for a given Program Year." — 2026 Renewable Energy (RE) Growth Program, For Solar (>25 kW), Wind, Hydroelectric, and Anaerobic Digester Projects, p. 1 Brownfield figure: "a one-time payment of $140/kW DC of nameplate capacity, paid after a Final Certificate of Eligibility has been granted, as detailed in Section 2.1.4 of the PY26 RI RE Growth Program Solicitation and Enrollment Process Rules" — RE Growth programme page, retrieved 2026-10-03”

Our energy expert: Above 25 kW the rate is set by competitive bid rather than by a schedule: the developer bids into one of three two-week Open Enrollments at or below the ceiling price the Distributed Generation Board sets for that class and year, and the lowest bids are awarded first until the class megawatt target fills. Large-Scale Solar may only bid the third enrollment. The one fixed figure is a one-time $140 per kW DC adder for projects on a brownfield requiring remediation at the time of application. Siting is the other gate and it belongs in your schedule from day one: since May 2024, anything above 25 kW that is not entirely rooftop needs a full DEM core-forest determination under the solar siting law.

Small Business Program (Small Business Direct Install) — Rhode Island Energy (The Narragansett Electric Company, a PPL company), assessments by RISE Engineering; Customer Directed Option administered by the CDO Regional Program Administrator

Estimated benefit: Rhode Island Energy pays up to 70% of installation and equipment costs following a no-cost on-site assessment. Eligible customers may spread their remaining share over a maximum of 24 months on the monthly electric bill, or pay in one lump sum and receive a 15% discount on the customer share. Eligibility: active Rhode Island Energy electric customer paying the System Benefits Charge with average annual usage of 1.5 million kWh or less, or 40,000 therms or less.

Timing: No end date found. Document stamp 6/26 indicates a June 2026 revision.

“"no-cost, onsite assessment, Rhode Island Energy will pay up to 70% of the installation and equipment costs. For eligible customers, the balance can be placed on your monthly electric bill for up to 24 months. Or, pay in one lump sum and receive an additional 15% off the customer share of the project cost." — Incentives and On-bill Repayment, Small Business brochure, document stamp RIE4638 (6/26), p. 1”

Our energy expert: This is the right first call for a small commercial account, and it is two different things sitting in one sentence of the brochure. Rhode Island Energy pays up to 70% of equipment and installation cost after a no-cost on-site assessment; the remaining 30% is yours, and you either settle it in a lump sum for a 15% discount on your share or carry it on your electric bill for up to 24 months, which is a loan you repay. The gate is usage, not headcount: average annual consumption of 1.5 million kWh or less, or 40,000 therms or less, on an account paying the System Benefits Charge. Take the assessment, then ask for the customer-share figure and the repayment schedule side by side before you approve any scope.

Commercial and Industrial Lighting Instant Incentives — Rhode Island Energy (The Narragansett Electric Company, a PPL company), delivered through participating electrical distributors (CLEAResult)

Estimated benefit: Instant point-of-sale incentives from $2.00 to $195.00 per lamp or fixture, higher with controls. Examples: T8 LED 2'/3'/4'/8' $2.00; T5 LED 4' $4.00; T8 LED 4' Type C $5.00; 1x4/2x2/2x4 LED troffer $20.00 ($65.00 with occupancy, dual or LLLC/NLC controls); low bay (5,000 lumens) $40.00 ($80.00 with controls); high bay 10,000–30,000 lumens $105.00 ($165.00 with controls); high bay ≥30,000 lumens $125.00 ($195.00 with controls); exterior >30,000 lumens $145.00 ($195.00 with controls); LED strip/wrap >4ft $40.00 (up to $100.00 with LLLC/NLC). A Minimum Customer Contribution of $1.00 to $50.00 per unit applies depending on the category.

Timing: Effective June 1, 2026. Pre-approval required for the listed quantities (250+, 50+, 25+ depending on category) or if the incentive total is more than $25,000. Products must be DLC v5.1 or higher. Install within 30 days of receipt.

“Full incentive table, "Rhode Island commercial and industrial lighting instant incentives — Effective June 1, 2026", document stamp RIE8901 (6/26), p. 2, rendered to PNG and read visually”

Our energy expert: The discount comes off the distributor invoice so there is nothing to file, but two conditions bite. You have to pay a Minimum Customer Contribution of $1 to $50 per unit toward the product, and an instant discount cannot be combined with any other incentive on the same equipment. Amounts run from $2 on a basic LED tube to $195 on controlled high-bay and exterior fixtures, and adding controls is frequently worth more than the fixture upgrade itself: a 2x4 troffer goes from $20 to $65 with occupancy or networked controls. Pre-approval is required above the listed quantities or above $25,000 of incentive, products must be DLC 5.1 or higher, and you have 30 days from receipt to install. Talk to your distributor before the order, not after.

Commercial and Industrial HVAC, Heat Pump and Energy Recovery Ventilator Instant Incentives — Rhode Island Energy (The Narragansett Electric Company, a PPL company), delivered through participating HVAC distributors (Energy Solutions)

Estimated benefit: Instant point-of-sale price discounts. Air-cooled air conditioners: $30/ton (<65 kBtuh Tier 1) to $90/ton (Tier 2); $30–$100/ton for ≥65 and <135 kBtuh; $25–$75/ton for ≥135 kBtuh through ≥760 kBtuh. Air-cooled heat pumps: $200 per unit for central, ducted/ductless multi-zone and ductless single-zone mini-split under 5.4 tons; $50–$112.50/ton for ≥65 and <135 kBtuh; $40–$100/ton for ≥135 and <240 kBtuh; $20–$75/ton for ≥240 and <760 kBtuh.

Timing: Effective February 1, 2026.

“"Rhode Island Commercial and Industrial HVAC Instant Incentives — Qualifying Minimum Efficiency and Incentive Levels — Effective February 1, 2026 — Measures for Customers on Commercial Rates", incentive tables p. 2, rendered to PNG and read visually”

Our energy expert: Watch the unit of measure on this one, because it is where projects get mispriced. Small air-cooled heat pumps under 5.4 tons pay $200 per unit, not per ton, while air conditioners and larger heat pumps pay per ton on a two-tier scale set by part-load efficiency, from about $20 to $100 a ton depending on size and tier. Which tier you land in is an equipment selection decision, so have your mechanical contractor price both tiers before the order goes in. The schedule took effect in February 2026, so confirm the current rates with the distributor at quote time.

Upstream Commercial and Industrial Natural Gas Water Heater Initiative — Rhode Island Energy (The Narragansett Electric Company, a PPL company), delivered through participating distributors (Energy Solutions)

Estimated benefit: Instant point-of-sale discount: storage water heater ≥75 MBtuh with thermal efficiency ≥94% — $2.00 per MBtuh; tankless <200 MBtuh with Energy Factor ≥0.94 or Uniform Energy Factor ≥0.91 — $1.00 per MBtuh; volume (domestic hot water boilers) ≥75 MBtuh with thermal efficiency ≥94% — $2.00 per MBtuh; indirect — $200 per unit.

Timing: No effective date printed on the flyer.

“"Commercial Natural Gas Water Heater Incentives — Storage ≥75 Mbtuh, Thermal Efficiency ≥94%, $2.00/Mbtuh; Tankless <200 Mbtuh, Energy Factor ≥0.94 or Uniform Energy Factor ≥0.91, $1.00/Mbtuh; Volume (Domestic Hot Water Boilers) ≥75 Mbtuh, Thermal Efficiency ≥94%, $2.00/Mbtuh; Indirect, $200/unit" — Rhode Island Commercial Natural Gas Water Heater Instant Incentives, p. 1”

Our energy expert: The discount here is priced per MBtuh of input rating rather than as a flat amount per unit, which means no headline figure is meaningful until you know the rating of the equipment you are specifying. Storage water heaters and domestic hot water boilers at 94% thermal efficiency or better earn $2.00 per MBtuh, tankless units under 200 MBtuh at the stated Energy Factor earn $1.00 per MBtuh, and an indirect unit earns $200. One exclusion to clear first: you cannot already be receiving an incentive for the same water heating equipment through another program. Ask the distributor to show you the discounted and undiscounted price so you know what it is actually worth.

EnergySmart Grocer — Rhode Island Energy (The Narragansett Electric Company, a PPL company), delivered through the EnergySmart Grocer program implementer

Estimated benefit: A refrigeration-focused track of the Retrofit Program for grocery and food retail, delivered with its own flyer and enrollment route rather than a separate incentive schedule.

Timing: No date printed on the flyer; its file name carries an 0321 stamp.

“Linked from the Retrofit Programs page as "EnergySmart Grocer Program" with a programme flyer in English and Spanish, retrieved 2026-10-03.”

Our energy expert: A refrigeration-focused route into the Retrofit Program for grocery and food retail, with its own flyer and enrollment path. Refrigeration is normally the largest controllable load in a food store, which makes this the right first conversation for that building type rather than lighting. The measures here may overlap the Retrofit refrigeration incentives, so ask Rhode Island Energy which route pays more for your case lineup before you file, and do not assume the two stack.

Rhode Island Commerce Corporation (RI Commerce / Commerce RI) 1 program

Renewable Energy Fund — Small-Scale Solar and Solar Domestic Hot Water

Estimated benefit: Solar PV, direct ownership: $1.65 per watt up to 8.8 kW, maximum $14,500 per project and $375,000 per application. Solar domestic hot water: 25% of contract, capped at $4,000 per unit. Energy storage adder: a flat $5,000 per project, available only to a project concurrently awarded REF Small-Scale funding. Open to residential and small business.

Timing: TIME-CRITICAL — Round 26-3 Small Scale enrollment closes 16 October 2026, thirteen days after collection.

“Incentive schedule — REF Small Scale Request for Projects, REV 4.6.26, pp. 3–4; flyer Storage adder: REF Energy Storage Adder RFP, revised 4/6/2026”

Our energy expert: Round 26-3 closes 16 October 2026, so if you want this round your installer needs to be enrolling now rather than next month. Solar PV under direct ownership pays $1.65 per watt up to 8.8 kW, capped at $14,500 per project, which the RFP defines as per meter and per property, and $375,000 per application; solar domestic hot water pays 25% of contract up to $4,000 per unit; and a flat $5,000 storage adder is available only on a project that is concurrently awarded small-scale funding. Understand how the money reaches you, because it is not a cheque: the grant repays your installer for a discount they gave you up front, so you see it as a lower contract price. Two exclusions to settle before you commit. The storage adder cannot be combined with the Office of Energy Resources' Energy Storage Rebate on the same equipment, and a Renewable Energy Fund project cannot also take Rhode Island Energy's RE Growth tariff, so have a solar professional price both routes before you pick one.

Rhode Island Energy (The Narragansett Electric Company, a PPL company), operated with EnergyHub 1 program

ConnectedSolutions — Residential and Small Business Bring Your Own Thermostat

Estimated benefit: $50 instant incentive per enrolled thermostat (Virtual Visa Prepaid Card), plus $20 at the end of each summer season for participating. Must be enrolled on or before August 15 to earn an incentive for that summer.

Timing: Enroll on or before 15 August for the current summer season. Season runs June–September, events 3–8 p.m., up to about 15 events, maximum 3 hours each. Program materials are the 2024–2026 edition.

“"Earn a $50 instant incentive for enrolling, plus $20 at the end of each summer season for participating." and "You must be enrolled on or before August 15 to receive an incentive for the current summer season." — Thermostat Program page, retrieved 2026-10-03; programme materials”

Our energy expert: Fifty dollars per enrolled thermostat up front and $20 at the end of each summer you stay in, but the gate is the calendar: enroll on or before 15 August or you earn nothing for that season. In exchange the utility adjusts your setpoint during afternoon events between June and September, up to about fifteen of them, three hours at most. The thermostat has to control a central air conditioner or central heat pump, so window and portable units are out. Current program materials run through 2026, so confirm the terms again before next summer.

Rhode Island Office of Energy Resources (OER) 1 program

Energy Storage Rebate (ESR) Program

Estimated benefit: CONDITION, which belongs beside the figure: this rebate requires enrollment in demand response — Rhode Island Energy's ConnectedSolutions — so the customer gives up dispatch rights over the battery. Tier 1 (25 kW AC or less): $250 per kWh of nameplate capacity, maximum $8,000 per project. Income-eligible Tier 1: $500 per kWh, maximum $16,000 per project (reached at 32 kWh). Tier 2 (25-250 kW AC): $175 per kWh AC nameplate, maximum $45,500 per project (reached at 260 kWh). Total available funding $2,000,000 - $1,300,000 for Tier 1 and $700,000 for Tier 2. It cannot be combined with the Renewable Energy Fund storage adder on the same equipment. The rebate may be paid to the customer or taken as a point-of-sale discount through the installer.

Timing: No closing date found; funding-capped at $2,000,000. Installation agreement and interconnection application must be dated on or after the 10 April launch. Reservations valid 365 days with up to two 180-day extensions.

“Rebate schedule, eligibility, FAQ and terms are set out in full on the OER Energy Storage Rebates programme page, retrieved 2026-10-03.”

Our energy expert: Before the dollar figure, understand the trade: enrolling in Rhode Island Energy's ConnectedSolutions demand response is a condition of this rebate, so you are handing dispatch of your own battery to the utility on summer event days. With that understood, Tier 1 systems of 25 kW AC or less pay $250 per kWh up to $8,000, income-eligible Tier 1 pays $500 per kWh up to $16,000, and Tier 2 from 25 to 250 kW pays $175 per kWh AC up to $45,500. You can take it as a cheque or as a point-of-sale discount through your installer. Two limits matter as much as the rate: total funding is $2 million across both tiers, so it closes when the money does, and it cannot be combined with the Renewable Energy Fund storage adder on the same equipment. Pick one route with your installer and confirm the current rate when you reserve. Eligible utilities are Rhode Island Energy, Clear River Electric and Water District and Block Island Utility District.

Appliance Recycling Program — Rhode Island Energy (The Narragansett Electric Company, a PPL company), operated by ECO+

Estimated benefit: $50 for each working refrigerator or freezer (limit 2 per year); $30 for a working dehumidifier or room air conditioner collected with a refrigerator or freezer (limit 2 per year), or $30 at a dehumidifier/room-AC turn-in event. Pickup is free.

Timing: No end date found. Incentives processed within 6–8 weeks.

“"$50 for each working refrigerator or freezer — Limit 2 per year"; "$30 for a working dehumidifier or room air conditioner with refrigerator or freezer — Limit 2 per year" — Appliance Recycling Program page, retrieved 2026-10-03”

Our energy expert: Fifty dollars for each working refrigerator or freezer hauled away, up to two a year, and $30 for a dehumidifier or room air conditioner collected alongside one. Pickup is free and payment takes six to eight weeks. Eligibility is written by rate class and by size, not by address: residential A-16 or A-60, commercial C-06 or G-02, refrigerators 10 to 30 cubic feet, dehumidifiers 20 to 70 pints. Confirm your unit and your rate code before you book the truck, and do not scrap a working second fridge privately when the utility will pay you to take it.

Renewable Energy Growth Program — Small-Scale Solar (25 kW or less) — Rhode Island Energy (The Narragansett Electric Company, a PPL company); Performance-Based Incentive rates set by the RI Distributed Generation Board and approved by the RI PUC

Estimated benefit: Performance-Based Incentive, program year 1 April 2026 – 31 March 2027: Small-Scale Solar I, 1 to 15 kW — 31.55 ¢/kWh for a 15-year term. Small-Scale Solar II, 15 to 25 kW — 28.65 ¢/kWh for a 20-year term. Program year capacity 3 MW DC, first-come first-served.

Timing: Program Year 2026 runs 1 April 2026 to 31 March 2027. "Applications will be accepted on an ongoing basis until the 3 MW DC capacity for Program Year 2026 is fulfilled, or until March 31, 2027, the end of the program year." Projects must be operational within 24 months of a Conditional Certificate of Eligibility.

“"Small-Scale Solar I | 1 to 15 kW | 31.55 | 15 years" and "Small-Scale Solar II | 15 to 25 kW | 28.65 | 20 years" — Renewable Energy Growth Program Tariff for Residential Customers, R.I.P.U.C. No. 2151-M, Sheet 9, §7.3, issued 30 March 2026, effective 1 April 2026 (table rendered to PNG and read visually)”

Our energy expert: For a system of 25 kW or less this pays you per kWh over a fixed term rather than cutting you a rebate cheque: 31.55 cents for 1 to 15 kW over fifteen years, 28.65 cents for 15 to 25 kW over twenty. Program Year 2026 runs 1 April 2026 to 31 March 2027 against a 3 MW DC cap, first come first served, so the capacity can close before the calendar does. Your site has to take service on A-16, A-60 or C-06 and the system must be operational within 24 months of the conditional certificate. One decision sits in front of all of it: you cannot take this and Commerce RI's Renewable Energy Fund grant on the same project, so have a solar professional price both routes before you choose, and remember the payments are taxable income.

C&I Multifamily Program (market-rate and income-eligible multifamily and condominium properties) — Rhode Island Energy (The Narragansett Electric Company, a PPL company), delivered by a vendor; assessments requested through RISE Engineering

Estimated benefit: No-cost energy assessment for condominium and multifamily properties, with extra reimbursement and incentives for low-income and affordable housing projects. Weatherization for 5+ unit buildings is discounted an average of 70%, rising to a 100% incentive for market-rate buildings that are 100% renter occupied. Individual condo owners are eligible for HEAT Loan financing.

Timing: 2026 program year. The program also serves non-profits, group homes and houses of worship that do not fit the predefined program structure.

“"If you are a property owner or manager of low-income or affordable housing, our income-eligible program offers extra reimbursement and incentives for qualifying energy-efficiency projects." — Multifamily Properties page. The 70%/100% weatherization figures are from the Landlord and Renter Incentives page. "Individual condo owners within the Multifamily program are eligible for financing under the HEAT Loan." — 2026 Annual Energy Efficiency Plan, Docket 25-37-EE, Attachment 1 §4.3.”

Our energy expert: Five or more units puts your property here rather than in the residential program, and it reaches building types whose owners often assume they qualify for neither: condominiums, non-profits, group homes and houses of worship that do not fit a standard program. The assessment costs nothing, weatherization on buildings of five or more units is discounted an average of 70%, and a market-rate building that is 100% renter occupied can reach a full 100% incentive, with additional reimbursement for income-restricted and affordable housing. Individual condominium owners can finance their share through the HEAT Loan. Those percentages are assembled from more than one Rhode Island Energy page, so confirm with the program whether the multifamily offer and the landlord weatherization offer are the same money before you plan around both.
