New Jersey Energy Rebates: NJ Clean Energy & Utility Programs

Check which New Jersey programs you qualify for

This page lists every program we track in New Jersey. The finder narrows them to the ones that match your property — six questions, no account needed.

Start the rebate finder →

New Jersey’s rebate landscape is anchored by the NJ Clean Energy Program (NJCEP) — a statewide program run by the NJ Board of Public Utilities and funded by every electric and gas customer through the Societal Benefits Charge. Because you already pay into it, you’re already eligible for its statewide offers no matter which utility serves you. On top of that, each of New Jersey’s utilities — PSE&G, JCP&L, Atlantic City Electric, Rockland Electric, New Jersey Natural Gas, South Jersey Gas, and Elizabethtown Gas — runs its own rebates for the equipment and weatherization work in its territory.

That two-layer structure is exactly why the same address can qualify for different programs depending on its electric utility and its gas utility, which are often different companies. The finder below sorts it out from your ZIP code.

Residential Energy Rebates in New Jersey

New Jersey homeowners and renters have three broad paths: income-qualified programs that cover the work at little or no cost, equipment rebates through your electric or gas utility, and statewide clean-energy incentives for solar, storage, and EVs.

Income-qualified programs (little or no cost)

Comfort Partners

New Jersey’s statewide income-qualified program installs energy-saving measures — insulation and air sealing, lighting, efficient appliances, HVAC and health-and-safety work — at no cost to eligible participants. Eligibility runs up to 250% of the Federal Poverty Guidelines (about $39,900/year for a one-person household), which is more generous than the 80% Area Median Income cutoff many programs use — so households above the AMI limit may still qualify. It’s delivered through both electric and gas utilities.

Weatherization Assistance Program (WAP)

The federally-funded, state-run Weatherization Assistance Program covers an energy audit and the resulting efficiency and weatherization measures for income-eligible households, including health-and-safety work where allowed.

Utility income-qualified weatherization

Several utilities layer their own no-cost income-qualified tracks on top of the statewide programs — for example JCP&L and Atlantic City Electric each cover up to about $14,000 of efficiency work plus up to $2,500 in health-and-safety measures at no cost, and Rockland Electric runs an income-qualified whole-home package. The finder shows which one applies to your address.

Heat pumps, HVAC & water heating

Every New Jersey electric and gas utility offers equipment rebates, and the amounts vary by utility and equipment tier. A few representative examples from current program pages:

  • PSE&G — central AC $60–$120, air-source heat pumps $300–$450, cold-climate heat pumps $600+, plus water-heating and decarbonization rebates.
  • JCP&L — air-source heat pumps $500–$750, cold-climate $1,000, ductless $750, geothermal $1,500, central AC $100–$200.
  • Atlantic City Electric — central AC $100–$200, air-source heat pumps $500–$750, cold-climate heat pumps up to $2,000 (limited-time).
  • Rockland Electric — central AC $70–$140, air-source $350–$525, cold-climate $700+.
  • Gas utilities — New Jersey Natural Gas, South Jersey Gas, and Elizabethtown Gas each offer up to roughly $1,750–$3,650 in equipment rebates, with 0% on-bill/financing options up to $25,000 on qualifying projects.

Because rebate levels change and depend on the exact equipment, confirm the current amount through the finder and the program page before you buy.

Whole-home energy solutions

Rather than rebating one piece of equipment, whole-home programs pay based on the modeled energy savings of a package of improvements. PSE&G Whole Home Energy Solutions offers up to $7,500 based on modeled savings; NJNG and Elizabethtown Gas run similar savings-based programs with 0% financing. These start with an assessment by a qualified energy professional who reviews the options with you before any work begins.

Solar, storage & EVs

  • Successor Solar Incentive (SREC-II) — New Jersey’s statewide solar incentive pays per megawatt-hour of production for net-metered residential systems.
  • Renewable Energy System Property Tax Exemption — a statewide exemption so a qualifying renewable-energy system doesn’t raise your property’s assessed value.
  • Charge Up New Jersey — a point-of-sale rebate on new battery-electric vehicles (a base incentive plus an income-verified “Charge Up+” add-on), available at participating dealers.
  • Utility EV charging — PSE&G and Rockland Electric offer make-ready credits and residential charger support.

Commercial Energy Rebates in New Jersey

In New Jersey the utilities carry most of the commercial efficiency load through business and direct-install programs, with statewide NJCEP programs covering EV charging, financing, and solar. For a business, the first call is usually your own utility’s business program.

Utility business & direct-install programs

Each electric and gas utility runs a commercial program — often a mix of direct install for smaller facilities, prescriptive rebates on standard equipment, and custom incentives for engineered projects:

  • PSE&G Business Energy Efficiency Portfolio — Direct Install, prescriptive, custom and engineered solutions.
  • JCP&L Business Programs — prescriptive, instant, Direct Install and custom incentives.
  • Atlantic City Electric Business Programs — Direct Install covering up to 80% of eligible project cost, plus prescriptive/custom.
  • Rockland Electric Business Direct Install / Custom — up to 80% of project cost for qualifying smaller customers.
  • NJNG and South Jersey Gas Business Direct Install — up to 80% of project cost (Tier 1/2), with financing available.

EV charging, financing & solar

  • Charge Up — Multi-Unit Dwelling (MUD) Charging — up to $4,000 per dual-port station ($6,000 for on-board-charging or 100%-affordable properties).
  • It Pay$ to Plug In — DC fast-charging grants up to $100,000 per port.
  • NJ Clean Energy Loans and NJ C-PACE — low-cost financing pathways for larger efficiency and clean-energy projects.
  • Successor Solar (SREC-II) and the Renewable Energy System Property Tax Exemption apply to commercial systems as well.

Getting Help With a New Jersey Project

Most of these programs pay more, and go more smoothly, when the paperwork is filed correctly and before work begins. For commercial projects especially — direct-install approvals, custom incentives, and financing — it helps to work with an energy professional who knows the New Jersey programs.

Frequently Asked Questions

Do I qualify for NJ Clean Energy Program rebates?

If you’re a New Jersey electric or gas customer, you already pay into NJCEP through the Societal Benefits Charge and are eligible for its statewide programs. Utility-specific rebates depend on which company serves your address — enter your ZIP in the finder to see both.

My electric and gas utilities are different companies. Which rebates apply?

Both. New Jersey rebates split between electric and gas utilities, and the two often differ for the same address. The finder resolves your electric utility, your gas utility, and the statewide programs from your ZIP code.

Is Comfort Partners only for very low incomes?

It’s more generous than most people expect — eligibility runs up to 250% of the Federal Poverty Guidelines, so many moderate-income households qualify even if they’re above the usual Area Median Income cutoff.

What about federal tax credits?

Federal and other tax incentives may apply depending on your situation; those change frequently and depend on your circumstances, so we don’t estimate them here. Consult a qualified tax professional, and see our Federal Incentives page.

PSE&G Appliance Rebates and Instant Discounts

Estimated benefit: Instant discounts: air purifier $50, ceiling fan $35, dehumidifier $40, room A/C $30, ventilation fan $25, water cooler $30, occupancy sensor $8, electric lawn equipment $25-$75. Post-purchase rebates: dishwasher $30, induction cooktop $250, refrigerator up to $100, freezer up to $25, smart thermostat up to $100, washer up to $100, electric dryer up to $300, heat pump water heater $750, tankless $500, gas storage water heater $400.

Timing: Post-purchase applications accepted 'up to 120 days after purchase'.

“"Get a $250 post-purchase rebate when you purchase a qualifying induction cooktop and submit a rebate form online." and "Get a $750 post-purchase rebate when you purchase an ENERGY STAR certified heat pump water heater" (PSE&G Appliance Offers - All Appliances page, read 2026-10-06)”

Our energy expert: Two channels again, and one figure to watch. The instant discount comes off at the register — $50 on an air purifier, $40 a dehumidifier, $35 a ceiling fan, $30 a room air conditioner, $30 a water cooler, $25 a ventilation fan, $8 an occupancy sensor and $25 to $75 on electric lawn equipment — while the rest is claimed after purchase, within 120 days. The post-purchase schedule is larger: $300 on an electric dryer, $250 on an induction cooktop, up to $100 each on a refrigerator, a washer or a smart thermostat, $750 on a heat pump water heater, $500 tankless, $400 on a gas storage water heater and $30 on a dishwasher. Note that PSE&G's HVAC page lists a heat pump water heater at $450 while this schedule lists $750 — those are two different channels, contractor-installed against post-purchase, so ask PSE&G which applies to your installation and whether they can be combined before you choose a route.

PSE&G Appliance Recycling (fall boosted rebate)

Estimated benefit: Free pickup and haul-away. 1 Oct - 31 Dec 2026: $150 per refrigerator/freezer (normally $100) plus $50 per dehumidifier or room A/C picked up with it (normally $35). Limit two large and two small appliances.

Timing: Schedule pickup 1 Oct - 31 Dec 2026; pickup on or before 13 Feb 2027. Drop-off event for room A/C and dehumidifiers: 24 Oct 2026 (rain date 7 Nov 2026), Lowe's, Piscataway.

“"From now through December 31, you can claim a $100 $150 rebate for each old, working refrigerator or freezer you recycle and an additional $35 $50 rebate for each dehumidifier or room air conditioner" (struck-through $100 and $35 in the page HTML) "you must schedule your free pickup between October 1 and December 31, 2026 and have the pickup on or before February 13, 2027." (PSE&G Appliance Recycling page, read 2026-10-06)”

Our energy expert: Boosted through the end of the year: $150 per refrigerator or freezer instead of the usual $100, and $50 per dehumidifier or room air conditioner collected with it instead of $35. Schedule the pickup between 1 October and 31 December 2026 — the collection itself can be as late as 13 February 2027 — with a limit of two large and two small appliances. Every pickup has to include at least one large appliance, so a dehumidifier on its own will not get a truck. There is also a drop-off event for room air conditioners and dehumidifiers at the Lowe's in Piscataway on 24 October 2026, rain date 7 November; PSE&G marks these amounts subject to change without notice, so book inside the boosted window rather than waiting for spring.

Comfort Partners (income-eligible weatherization, delivered with PSE&G)

Estimated benefit: Free assessment and no-cost upgrades (insulation, lighting, air sealing, equipment tune-ups, duct sealing, hot water conservation, refrigerator/freezer replacement, thermostats, energy counseling). Scope set per home by the assessment.

Timing: Open as of the 2026-10-06 check; end date set by the administrator and subject to change.

“"In addition to a FREE ASSESSMENT, your NO COST upgrade may include: Insulation upgrades ... Refrigerator and/or freezer replacement" and a 2026 income table starting "1 | $767 | $3,325 | $39,900" (PSE&G Comfort Partners page, read 2026-10-06)”

Our energy expert: This is the statewide Comfort Partners program that PSE&G delivers rather than a PSE&G-only offer, so it follows you if you move between New Jersey utilities. For income-eligible households there is nothing to pay: a free assessment, then no-cost upgrades covering insulation, lighting, air sealing, equipment tune-ups, duct sealing, hot water conservation, refrigerator or freezer replacement, thermostats and energy counselling, with the scope set per home by what the assessment finds. Eligibility runs either on the published 2026 income limits — around $39,900 for one person, $82,500 for four and $139,300 for eight, plus $14,200 for each additional member — or on participation in HEAP, SSI, Lifeline, TANF, General Assistance, PAAD, USF, Medicaid, Section 8 or SNAP. Check your figure against the current limits with PSE&G before you assume you are over, because the program-participation route can qualify a household that the income table would not.

PSE&G EV Residential Charging Program - Make-Ready incentive

Estimated benefit: On-bill credit of up to $1,500 per charger toward customer-side make-ready work, and up to $5,000 off any customer deposit for utility-side make-ready work. Customer pays for the charger itself.

Timing: Open as of the 2026-10-06 check; the process takes up to three months. Chargers installed on or before 27 Jan 2021 are not eligible.

“"Eligible customers can receive an on-bill credit of up to $1,500 per charger toward the cost of upgrading Customer-Side Make-Ready (CSMR) assets" and "Customers can qualify for a reduction of up to $5,000 for any required customer deposit for Utility-Side Make-Ready (USMR) work" (PSE&G EV Residential Charging Program page, read 2026-10-06)”

Our energy expert: This pays for the wiring, not the charger: an on-bill credit of up to $1,500 toward customer-side make-ready work plus up to $5,000 off any customer deposit for utility-side work, with the charger itself your cost. The conditions are specific — an ENERGY STAR certified Level 2 smart charger, a New Jersey-licensed electrician, an account in good standing, a single residential meter, shared charging data, and invoices plus permit inspection proof — and chargers installed on or before 27 January 2021 are not eligible. Combined public funding may not exceed 90% of project cost, which matters if you are also pursuing a state charger incentive on the same job. The process takes up to three months, so start it before you fix an installation date, and note that PSE&G's Off-Peak Charging Credit has ended — do not count it in the same plan.

PSE&G FlexPower (demand response rewards)

Estimated benefit: Up to $50 for enrolling a smart thermostat, EV or electric water heater, plus $25 each year you participate.

Timing: Open as of the 2026-10-06 check; end date set by the administrator and subject to change. Events run 1 Jun - 31 Oct, weekdays 10 a.m. - 10 p.m., up to 6 per year (SmartFlex page).

“"You can earn rewards of up to $50 just for enrolling in the FlexPower Program, plus another $25 each year you participate!" (FlexPower landing page, read 2026-10-06)”

Our energy expert: Up to $50 for enrolling a smart thermostat, EV or electric water heater, plus $25 each year you keep participating, in exchange for letting PSE&G adjust the device during peak events. You need an advanced smart meter and an eligible device, and you cannot be in both FlexPower and its companion SmartFlex program — so check which you are already enrolled in before you apply. Events run weekdays between 10 a.m. and 10 p.m. from 1 June to 31 October, up to six a year. If you have no eligible device, ask PSE&G what SmartFlex pays, because that one does not require one.

PSE&G GridSmart Battery Program

Estimated benefit: $5,000 instant rebate on a qualifying home battery; up to $25,000 interest-free on-bill repayment.

Timing: Open as of the 2026-10-06 check; subject to change or termination without prior notice.

“"Enjoy savings up to: $5,000 in instant rebates $25,000 in interest-free, on-bill repayment" (PSE&G GridSmart Battery Program page, read 2026-10-06)”

Our energy expert: $5,000 off a qualifying home battery as an instant rebate, plus up to $25,000 of interest-free on-bill repayment for the balance — and that repayment is a loan you carry, not part of the rebate. The condition attached to the money is control: participating lets PSE&G call GridSmart Events on your battery, so it discharges when the system needs it rather than only when you want it. You work through a participating contractor, and PSE&G states the program is subject to change or termination without prior notice. Ask the contractor how many events a year PSE&G can call and what reserve the battery keeps for your own outages, because that is what decides whether the trade is worth $5,000 to you.

PSE&G Home Weatherization (income-eligible)

Estimated benefit: No-cost assessment, installed products and weatherization upgrades (insulation, air sealing, duct sealing, tune-ups or replacements, qualifying refrigerator/freezer replacement). Scope and dollar value are set per home by the assessment findings.

Timing: Open as of the 2026-10-06 check; subject to change or termination without prior notice.

“"A free energy assessment, no-cost products fully installed— and the upgrades your home needs." and eligibility "above 250% and below 400% of the Federal Poverty Levels" (PSE&G Home Weatherization page, 'Basic eligibility requirements', read 2026-10-06)”

Our energy expert: The income test has four doors and you need only one: income above 250% and below 400% of the Federal Poverty Level, a low-or-moderate-income census tract, NJ SHARES participation, or a qualifying overburdened-community tract. Inside it you get a no-cost assessment, installed products and weatherization upgrades — insulation, air sealing, duct sealing, equipment tune-ups or replacements and a qualifying refrigerator or freezer replacement — with the scope and the value set per home by the assessment findings rather than by a schedule. The building has to be 1 to 8 units and individually metered, which rules out a typical apartment building, and homes built in the last five years, in foreclosure or for sale are excluded; renters need the owner's permission. Book the assessment and ask the assessor what scope your house is likely to support, because that visit rather than any published figure is what sets the value.

PSE&G Residential Building Decarbonization (clean heat, heat pump water heater, electrical upgrades)

Estimated benefit: Full displacement with cold-climate heat pump: lesser of $10,000 or 50% of cost (LMI: lesser of $12,000 or 60%), plus up to $2,000 decommissioning, up to $2,000 re-ducting, +$2,000 per additional ccASHP. Dual-fuel: lesser of $5,000 or 50% (LMI $6,000 / 60%). Hybrid: lesser of $2,000 or 30% (LMI $3,000 / 40%). Control unit up to $1,500 each (two max). Heat pump water heater replacing gas/delivered fuel: $750. Electrical: up to $300 per 240V circuit (four max) or $300 panel; LMI panel up to $4,000 plus up to $2,500 wiring.

Timing: Open as of the 2026-10-06 check; subject to change or termination without prior notice.

“"Gas or Delivered Fuel Customer Conversion Rebate: Lesser of $10,000 or 50% of the project cost of the largest system." ... "Low- to Moderate-Income (LMI) Customer Rebate: Lesser of $12,000 or 60% of the project cost of the largest system." (PSE&G HVAC Instant Rebates page, 'Residential Building Decarbonization' table; read 2026-10-06)”

Our energy expert: These are the largest residential amounts PSE&G pays and they sit behind a separate button on the HVAC page, which is why most customers never see them. The trigger is conversion: you have to be replacing a gas or delivered-fuel heating system. Full displacement with a cold-climate heat pump earns the lesser of $10,000 or 50% of cost, rising to $12,000 or 60% for low-and-moderate-income households, plus up to $2,000 decommissioning, up to $2,000 re-ducting and $2,000 per additional cold-climate unit; dual fuel pays the lesser of $5,000 or 50%, or $6,000 and 60% for LMI, and hybrid the lesser of $2,000 or 30%, or $3,000 and 40%. Electrical work is separate — up to $300 per 240V circuit to a maximum of four, or $300 for a panel, with income-qualified panels reaching $4,000 plus up to $2,500 of wiring — and a heat pump water heater replacing gas or delivered fuel earns $750. Full-displacement projects need Manual J and S sizing and a decommissioning form, so have the contractor confirm which displacement category your design falls into before anything is ordered, because the gap between categories runs into thousands.

PSE&G HVAC Instant Rebates - efficient gas heating and water heating

Estimated benefit: Gas boiler $540 (AFUE 90%+) / $600 (AFUE 95%+); gas furnace $540; gas combi $780 / $1,050; boiler reset controls $75; gas storage water heater $240; tankless $300 / $450; indirect-fired tank $150; furnace fan $60; smart thermostat $60. Replacement of a non-condensing unit required for boilers, furnaces and combis.

Timing: Open as of the 2026-10-06 check; page says the program is subject to change, including termination, without prior notice.

“"Gas Boiler – Tier 2 | $600 | AFUE ≥ 95% - Must replace a non-condensing unit." ... "Gas Combi Heat – Tier 2 | $1,050" ... "Tankless Water Heater - Tier 2 | $450 | UEF ≥ 0.95" (PSE&G HVAC Instant Rebates Program page, 'Efficient Gas Appliances' table; read 2026-10-06)”

Our energy expert: Replacement of a non-condensing unit is the condition that governs this whole table: condensing-to-condensing does not qualify for the boiler, furnace or combi rebates whatever the efficiency of the new unit. The amounts are $540 on a gas boiler at 90% AFUE or more and $600 at 95%, $540 on a gas furnace, $780 or $1,050 on a gas combi, $240 on a gas storage water heater, $300 or $450 tankless, $150 on an indirect-fired tank, $75 on boiler reset controls, $60 on a furnace fan and $60 on a smart thermostat. These are instant rebates applied at a participating contractor, so the contractor handles the claim — which makes choosing a participating contractor the step that actually gets you the money. PSE&G states the program is subject to change, including termination, without prior notice, so have the contractor confirm the current amounts on the day they quote.

PSE&G HVAC Instant Rebates - electric equipment (central AC, heat pumps, heat pump water heater)

Estimated benefit: Central AC $60 (Tier 1) / $120 (Tier 2); air-source heat pump $300 / $450; cold-climate air-source heat pump $600; heat pump water heater $450; furnace fan (ECM) $60; ENERGY STAR smart thermostat $60. Low-to-moderate-income households get an extra $300 per eligible measure.

Timing: Open as of the 2026-10-06 check; page states 'This program is subject to change, including termination, without prior notice.'

“"Central Air Conditioning Split System – Tier 1 | $60" ... "Air-Source Heat Pump Split System – Tier 2 | $450" ... "Air-Source Heat Pump – Cold Climate | $600" ... "Heat Pump Water Heater | $450" (PSE&G HVAC Instant Rebates Program page, 'SEER2-Rated Electric Appliances' table; no revision date printed; read 2026-10-06)”

Our energy expert: These are the standard efficiency rebates rather than the conversion amounts, which is why they look modest: central air conditioning $60 at Tier 1 or $120 at Tier 2, air-source heat pump $300 or $450, cold-climate air-source heat pump $600, heat pump water heater $450, furnace fan $60 and an ENERGY STAR smart thermostat $60. Low-to-moderate-income households add $300 per eligible measure, qualifying on income at or below 400% of the Federal Poverty Level, a low-or-moderate-income census tract, or participation in a listed safety-net program such as LIHEAP, SNAP, Lifeline or USF. The rebate is applied instantly at the participating contractor, so you never file anything. If you are taking out a gas, oil or propane system rather than replacing electric equipment, ask about PSE&G's building decarbonization rebates instead — those are several times larger for the same heat pump.

PSE&G Whole Home Energy Assessment (no-cost)

Estimated benefit: Free in-home assessment (about one hour) plus no-cost installed products such as an ENERGY STAR smart thermostat, LEDs, aerators, showerheads, pipe insulation, power strips and door sweeps (limited supply per household).

Timing: Open as of the 2026-10-06 check; subject to change or termination without prior notice.

“"With a Whole Home Energy Assessment, you’ll learn smart ways to use less energy and get money-saving products installed at no cost, all in about one hour." (PSE&G Whole Home Energy Assessment page, read 2026-10-06)”

Our energy expert: About an hour, no cost, and you keep what gets installed: an ENERGY STAR smart thermostat, LEDs, aerators, showerheads, pipe insulation, power strips and door sweeps, in limited quantities per household. It is a service rather than a rebate, so no money changes hands in either direction. What you get is the order of operations for your house — which of PSE&G's rebates to use, and in what sequence. If your household income is low or moderate, ask to be routed to Home Weatherization or Comfort Partners instead, because those do the work rather than only the survey.

PSE&G Whole Home Energy Solutions

Estimated benefit: Up to $7,500 in rebates for upgrades after a contractor assessment (contractors set their own assessment fee); up to $25,000 interest-free on-bill repayment, plus up to $50,000 more if electrification measures are included.

Timing: Open as of the 2026-10-06 check; subject to change or termination without prior notice.

“"Depending on your home’s results, you could qualify for up to $7,500 in rebates and receive up to $25,000 in interest-free, on-bill repayment to help pay for your home energy upgrades." and "Contractors set their own fees for the cost of the initial energy assessment." (PSE&G Whole Home Energy Solutions page, read 2026-10-06)”

Our energy expert: Two things to budget for before you start: the contractor's assessment fee, which they set themselves and which is not covered, and the fact that the rebate depends on the equipment you choose and your home's results rather than on a published formula. Up to $7,500 in rebates is available after the assessment, with up to $25,000 of interest-free on-bill repayment and up to $50,000 more if electrification measures are in the scope — and that repayment is debt you carry, not part of the rebate. You need a BPI-certified PSE&G participating contractor, and the program covers PSE&G's listed counties. Ask two or three participating contractors what they charge for the assessment and what rebate level they expect your house to support, because the fee and the outcome both vary by who you hire.

Atlantic City Electric 9 programs

Atlantic City Electric Appliance Rebates and Instant Discounts

Estimated benefit: Instant discounts at participating retailers: air purifier $50, bathroom ventilation fan $25, ceiling fan up to $25, dehumidifier $40, freezer up to $25, room A/C $30, smart thermostat $25, others $1-$5. Rebates: clothes dryer up to $300, washer up to $150, refrigerator up to $100, dehumidifier, room A/C; hybrid water heater $750.

Timing: Rebate application within 90 days of purchase.

“"Clothes Dryer | Up to $300" and "Hybrid Water Heater | $750" and "Rebates - Submit an online or mail-in rebate application for a qualifying ENERGY STAR® certified appliance within 90 days of purchase" (ACE Appliance Rebates Program page, read 2026-10-06)”

Our energy expert: ACE runs this two ways and you only get one bite: the instant discount comes off at the register at a participating retailer, and the mail-in rebate is claimed afterwards — taking the discount rules out the rebate on the same item. The register-side amounts are small and specific, $50 on an air purifier, $40 a dehumidifier, $30 a room air conditioner, $25 a smart thermostat, $25 a bathroom fan; the rebates run larger, up to $300 on a clothes dryer, up to $150 on a washer, up to $100 on a refrigerator and $750 on a hybrid water heater. Everything has to be ENERGY STAR certified and the rebate application has to be in within 90 days of purchase, so keep the receipt. If you are replacing several appliances, work out which channel pays more per item before you shop rather than after.

Atlantic City Electric Appliance Recycling

Estimated benefit: $100 per refrigerator or freezer; $50 per dehumidifier; additional $50 per room A/C picked up at the same time; free pickup. Drop-off event 10 Oct 2026: $50 per room A/C or dehumidifier.

Timing: Drop-off event Saturday 10 Oct 2026, 9 a.m.-1 p.m., Lowe's, 144 NJ-73, Voorhees; pickups ongoing.

“"Get $100 for each refrigerator or freezer picked up and recycled. Get $50 for each dehumidifier picked up and recycled. Receive an additional $50 for each room air conditioner picked up and recycled at the same time." (ACE Appliance Recycling Program page, read 2026-10-06)”

Our energy expert: $100 for an old refrigerator or freezer, $50 for a dehumidifier, and another $50 for a room air conditioner collected on the same visit, with ACE hauling it away free. The condition that catches people is that the unit has to still be running when the crew arrives — a refrigerator or freezer must be 10 to 30 cubic feet, plugged in and cooling — so the garage spare you unplugged last year earns nothing. ACE is also holding a drop-off event at the Lowe's at 144 NJ-73 in Voorhees on Saturday 10 October 2026, 9 a.m. to 1 p.m., paying $50 per room air conditioner or dehumidifier. Book the pickup while the old unit still works, and confirm the current amounts with ACE when you schedule.

Atlantic City Electric Energy Wise Rewards (smart thermostat)

Estimated benefit: Residential: one-time $50 enrollment bill credit plus $50 per device per year ($10 a month, June-October); up to $100 in the first year. (Commercial: $100 enrollment, $100 per year.)

Timing: Open as of the 2026-10-06 check; ACE 'may modify the incentive structure at any time'. About five Peak Savings Days between May and October each year.

“"We will apply a one-time enrollment incentive of $50 for residential customers and $100 for commercial customers per approved smart thermostat as a bill credit" and "We will apply an annual incentive of $50 for residential customers and $100 for commercial customers per approved smart thermostat" (ACE Energy Wise Rewards Terms and Conditions, read 2026-10-06)”

Our energy expert: The enrollment credit is the smaller half of this. You get $50 once for enrolling an eligible Wi-Fi smart thermostat — once per household, ever — and then $50 per device each year the thermostat stays enrolled, paid as $10 a month from June through October. In exchange ACE adjusts your cooling on roughly five Peak Savings Days between May and October, and ACE's terms let it change the incentive structure at any time. If you already own a qualifying thermostat this is among the easiest money on ACE's residential list; if you are buying one, check it against ACE's eligible device list before you pay for it.

Atlantic City Electric EVsmart Residential Make-Ready Rebate

Estimated benefit: Rebate of 50% of electrical upgrade costs, maximum $1,000, for a new Level 2 smart charger; one rebate per service address; 1,500 owners first come, first served.

Timing: Program term to 31 Dec 2026 or until funds are exhausted; 1,500-owner first-come allotment.

“"Rebate to be capped at 50% of infrastructure costs up to $1,000." and "Terms of the charger rebate program are February 17, 2021, to December 31, 2026, or until program funds are fully exhausted." (ACE Residential Make-Ready Rebate page; matches EVsmart Make-Ready Program Manual 2021-2026, PDF p.4-5)”

Our energy expert: This pays for the wiring, not the charger: 50% of your electrical upgrade cost up to $1,000, one rebate per service address, for a new Level 2 smart charger of 3.8 kW or higher installed by a licensed electrician. Two limits decide whether you are in, and only one of them is a date — the program runs to 31 December 2026 or until funds are exhausted, and it is capped at 1,500 vehicle owners on a first-come basis. You also have to agree to share your EV charging data as a condition of the rebate. Ask ACE whether the 1,500 allotment still has room before you book the electrician, because that cap rather than the calendar is what is most likely to close this.

Atlantic City Electric Home Weatherization (income-qualified)

Estimated benefit: No-cost home upgrades: up to $14,000 in energy-saving improvements and $2,500 in health and safety updates.

Timing: Open as of the 2026-10-06 check; end date set by the administrator and subject to change (JCP&L's sister program runs through 30 Jun 2027; ACE's date not confirmed).

“"The Home Weatherization Program provides income-qualified customers up to $14,000 in energy-saving improvements and $2,500 in health & safety updates." (ACE Home Weatherization Program page); income table "1 | $39,900 | $63,840" (ACE Program Eligibility page, based on 2026 Federal Income Levels)”

Our energy expert: This is the moderate-income band, not low income: household income between 250% and 400% of the 2026 Federal Poverty Guidelines, which runs roughly $39,900 to $63,840 for one person and $82,500 to $132,000 for four. Inside that band the work is done at no cost to you — up to $14,000 of energy improvements plus up to $2,500 of health and safety repairs. The 2026 bands are published in full, so you can check where your household sits before you call ACE at 1-866-353-0007, and you bring proof of income to the application. If you fall below 250%, ask about Comfort Partners instead; that is the program built for your income level.

Atlantic City Electric Residential Electrification (heat pump conversion, panels, lawn and indoor equipment)

Estimated benefit: Cold-climate heat pump replacing fossil heat: up to $10,000 or 50% of project cost (full displacement), up to $5,000 or 50% (dual fuel); partial displacement up to $2,000 or 30%; extra ASHP units $2,000 per ccASHP or $750 per standard; decommissioning 50% up to $2,000. Electric panel up to $4,000 (income-qualified) or up to $300 per circuit/panel. Heat pump clothes dryer $200; induction stove $250 / $350 (moderate income); electric lawn equipment $25-$75.

Timing: Submit within 90 days of purchase.

“"Full Displacement-ccASHP* | NEEP-listed ductless ccASHP | SEER2 > 15 HSPF2 > 8.5 COP > 1.75 at 5°F | Up to $10,000 or 50% of project costs" (ACE Electrification - Eligible Upgrades page, read 2026-10-06)”

Our energy expert: The large amounts live here rather than on ACE's HVAC page, and the trigger is fuel: you have to be taking out gas, oil or propane heat. A cold-climate heat pump that fully displaces the fossil system earns up to $10,000 or 50% of project cost, dual fuel up to $5,000 or 50%, and partial displacement drops to up to $2,000 or 30% — how completely you walk away from the old system is what moves the number. Decommissioning adds 50% up to $2,000, extra units add $2,000 per cold-climate unit or $750 standard, and income-qualified households can reach up to $4,000 on an electrical panel, with heat pump dryers at $200 and induction ranges at $250 or $350. Have a participating contractor tell you which displacement bucket your design falls into before you order equipment, because the gap between full and partial displacement is several thousand dollars.

Atlantic City Electric HVAC Efficiency Program (rebates)

Estimated benefit: Central AC $100 / $200; air-source heat pump $500 / $750; ductless mini-split $750; cold-climate heat pump $2,000 (boost, see deadline); furnace fan $100; ENERGY STAR smart thermostat $150 (boost); heat pump water heater $750; geothermal up to $10,000 (replacing electric heat) or $2,500 (replacing existing geothermal). Extra $300 per unit for low-to-moderate-income households.

Timing: Cold-climate $2,000 and thermostat $150 boost: 1 Apr 2026 - 31 Dec 2026 per the application PDF (the ACE web page says through 30 Jun 2027). Base program: paid invoice dated 1 Jan 2025 - 30 Jun 2027; apply within 120 days of installation.

“"≥ 15.2 SEER2, ≥ 10 EER2 and ≥ 8.1 HSPF2, COP ≥ 1.75 at 5°F (cold climate, all types ducted and ductless)* $2,000†" and "† Additional rebates available on cold climate heat pumps and smart thermostats from April 1, 2026, through Dec. 31, 2026." (ACE Rebate Application, HVAC Efficiency Program, PDF p.3, file created 31 Aug 2026)”

Our energy expert: Replacement work only — new construction is excluded, and you apply through either your gas or your electric utility, not both. The schedule: central air conditioning $100 or $200, air-source heat pump $500 or $750, ductless mini-split $750, furnace fan $100, heat pump water heater $750, geothermal up to $10,000 replacing electric heat, plus an extra $300 per unit for low-to-moderate-income households. Two of the numbers are time-limited boosts, $2,000 on a cold-climate heat pump and $150 on a smart thermostat, and ACE's own two documents disagree about when they end: the posted application form says 31 December 2026 and the web page says 30 June 2027. Get the governing date from ACE in writing before scheduling an installation for the first half of 2027, and apply within 120 days of installation either way.

Atlantic City Electric Whole Home Energy Assessment (no-cost)

Estimated benefit: No-cost whole-home assessment; an Energy Analyst may install a smart thermostat at no extra cost.

Timing: Open as of the 2026-10-06 check; end date set by the administrator and subject to change.

“"Schedule your Whole Home Energy Assessment and we’ll help you find opportunities to save all around your home at no cost." (ACE Energy Assessments page, read 2026-10-06)”

Our energy expert: No cost, and it is the right first move if nobody has ever properly looked at the house. An ACE Energy Analyst walks the building and may install a smart thermostat while there at no extra charge. What you get is a list of what is actually wasting money, which is what tells you which of ACE's rebates are worth chasing and in what order. If your household income is low or moderate, ask to be routed to Home Weatherization or Comfort Partners instead — those programs do the work rather than only the looking.

Atlantic City Electric Whole Home Energy Solutions

Estimated benefit: Rebates up to $7,500 for recommended upgrades; amount based on energy savings achieved at completion (confirmed by a Test Out), never more than 50% of project cost; 0% financing available.

Timing: Rebate reservation approved, then 60 days to complete the work; contractor submits within 30 days of installation. Open as of the 2026-10-06 check.

“"*Rebate amount based on energy savings achieved at completion of job. All rebates not to exceed 50% of projects costs." and "receive rebates up to $7,500*" (ACE Whole Home Energy Solutions Program page, read 2026-10-06)”

Our energy expert: Up to $7,500, but the amount is settled at the end rather than agreed at the start: a Test Out measures what the work actually saved and the rebate is calculated from that, capped at 50% of project cost. Single-family homes only, not a condo or an apartment, and a participating contractor has to reserve the rebate before any work begins. Once reserved the clock is short — 60 days to complete the work, and the contractor has 30 days from installation to submit. Contractors set their own assessment fee, so ask what that fee is and what savings the Test Out is likely to show before you agree a scope.

Rockland Electric Company (Orange & Rockland) 8 programs

Rockland Electric appliance instant rebates and recycling events

Estimated benefit: In-store instant rebates up to: air purifier $50, dehumidifier $40, room A/C $30, electric lawn equipment $50-$75, advanced power strip $14. Recycling events: $50 per room A/C or dehumidifier (limit four per event, twelve through 30 Jun 2027; units made in 2019 or earlier).

Timing: Next recycling event Sunday 18 Oct 2026, 9 a.m.-12 p.m., The Home Depot, 465 Route 17, Mahwah (the 20 Sep 2026 event was cancelled for weather); recycling rebate cap through 30 Jun 2027.

“"Get a $50 rebate for each eligible unit you recycle - limit of four appliances per event, limit of 12 appliances through June 30th, 2027. Appliances must be manufactured in 2019 or earlier." (Rockland Electric Appliance Recycling page, read 2026-10-06)”

Our energy expert: In-store instant rebates run up to $50 on an air purifier, $40 on a dehumidifier, $30 on a room air conditioner, $50 to $75 on electric lawn equipment and $14 on an advanced power strip — but at a short list of named participating stores rather than any retailer, so check the store before you drive. The recycling side pays $50 per room air conditioner or dehumidifier at collection events, limited to four per event and twelve through 30 June 2027, and the unit has to be made in 2019 or earlier. The next event is Sunday 18 October 2026, 9 a.m. to noon, at The Home Depot at 465 Route 17 in Mahwah; the September event was cancelled for weather, which is worth knowing if you are planning around one. Confirm the current amounts and the participating store list with Rockland before you buy or haul anything.

Rockland Electric Charger Ready - Residential

Estimated benefit: 50% of customer-side make-ready costs up to $1,000, plus 100% of utility-side make-ready costs up to $5,000, capped at 90% of total project cost. Customer pays for the charger itself.

Timing: Ends 18 Dec 2026 or when funds are exhausted (first come, first served).

“"CHARGER READY: RESIDENTIAL | 1,488 | 50% of make-ready customer sided costs, up to $1000 | 100% of make-ready utility sided costs, up to $5000 | Capped at 90% of total project cost" (Rockland Electric NJ Charger Ready for Home page); "The Program begins on December 19, 2022, and lasts for four years, until December 18, 2026, or until program funds are fully exhausted." (Charger Ready Program Manual Version 3, p.5)”

Our energy expert: The utility-side money is the larger half and the part most summaries get wrong: Rockland covers 100% of utility-side make-ready costs up to $5,000, alongside 50% of customer-side make-ready up to $1,000, with the whole thing capped at 90% of total project cost. You pay for the charger itself. The conditions are specific — an AMI meter, a Level 2 charger installed on or after 12 October 2022 by a licensed electrician, consent to share charger data with the NJ Board of Public Utilities, and you apply after the charger is energized rather than before. This ends on 18 December 2026 or when the funds are exhausted, first come first served, so if you are installing this autumn book the electrician and queue the application now rather than in December.

Rockland Electric Clean Heat Program (heat pump conversions, geothermal, heat pump water heater)

Estimated benefit: Cold-climate air-source heat pump replacing gas or delivered fuel: 50% of project cost up to $10,000 (full displacement; plus up to $2,000 decommissioning, up to $2,000 re-ducting, +$2,000 per additional ccASHP); dual fuel 50% up to $5,000 plus control unit up to $1,500; hybrid 30% up to $2,000. Geothermal: 50% up to $4,000 (gas) or $5,000 (delivered fuel) per 10,000 BTUh. Heat pump water heater $750 per unit (limit two). Whole Home participants +$1,000 per home.

Timing: Open as of the 2026-10-06 check; end date set by the administrator and subject to change.

“"Cold Climate Air Source Heat Pump (CCASHP), Decommissioning Required: 50% of project cost, up to $10,000" (Rockland Electric Central Air-Source Heat Pump page, New Jersey - Residential); "Heat Pump Water Heater Replacement: $750 per unit" (Water Heater page)”

Our energy expert: These are a share of cost rather than flat amounts, which changes how you should think about scope: a cold-climate air-source heat pump replacing gas or delivered fuel earns 50% of project cost up to $10,000 on full displacement, plus up to $2,000 decommissioning, up to $2,000 re-ducting and $2,000 per additional cold-climate unit; dual fuel earns 50% up to $5,000 plus a control unit up to $1,500; hybrid earns 30% up to $2,000. Geothermal pays 50% up to $4,000 replacing gas or $5,000 replacing delivered fuel per 10,000 BTUh, a heat pump water heater $750 per unit with a limit of two, and Whole Home participants add $1,000 per home. You need an active Rockland Electric account, a one-to-four-family existing home, a participating contractor and a fossil system coming out — new construction and used equipment are both excluded. Every project is inspected and the rebate depends on passing that inspection, so have the contractor walk you through what the inspector will check before the equipment goes in.

Rockland Electric Instant HVAC Rebates (central AC, mini-split A/C, furnace fan, thermostat, pool pump)

Estimated benefit: Central AC $70 (Tier 1) / $140 (Tier 2); ductless mini-split A/C $525 (SEER2 ≥ 20, EER2 ≥ 12.5); furnace fan (ECM) $70; smart thermostat $70; ENERGY STAR pool pump $280. Paid as an instant rebate at the contractor's distributor.

Timing: Open as of the 2026-10-06 check; end date set by the administrator and subject to change.

“"Central Air Conditioning Tier 1 (Split System & Single Package) Customer Savings: $70" ... "Central Air Conditioning Tier 2 ... Customer Savings: $140" ... "Ductless Mini-Split A/C Customer Savings: $525" (Rockland Electric NJ Residential HVAC Rebates page on oru.com, read 2026-10-06)”

Our energy expert: Instant rebates taken at your contractor's distributor, so there is nothing for you to file: central air conditioning $70 at Tier 1 or $140 at Tier 2, ductless mini-split air conditioning $525 at SEER2 of 20 or better and EER2 of 12.5 or better, furnace fan $70, smart thermostat $70 and an ENERGY STAR pool pump $280. Read that $525 carefully — it belongs to a ductless mini-split air conditioner, not to a heat pump. Rockland sets its heat pump amounts as a share of project cost under its Clean Heat program instead, which is a different and considerably larger offer if you are converting away from fossil heat. You must own an existing home, not a new build or a commercial property, and use a Rockland participating contractor; Rockland also mentions add-on incentives for low-to-moderate-income households, Whole Home participants and multi-measure projects, so ask your contractor what those add up to on your job, because they are not on the rebate page.

Rockland Electric / O&R Smart Savers (smart thermostat)

Estimated benefit: $85 per eligible smart thermostat enrolled, paid as a prepaid Visa card six to eight weeks after enrollment is accepted.

Timing: Open as of the 2026-10-06 check; events up to ten times between 1 May and 30 Sep.

“"Eligible customers can claim an $85 rebate when they enroll their smart thermostat in Smart Savers." (O&R Smart Thermostat Rebate page, read 2026-10-06)”

Our energy expert: $85 per eligible smart thermostat enrolled, paid as a prepaid Visa card six to eight weeks after your enrollment is accepted — a card, not a bill credit. What you give up is up to four degrees of adjustment during peak events, up to ten times between 1 May and 30 September. You need a Wi-Fi smart thermostat controlling central air conditioning on a Rockland Electric or Orange & Rockland residential account. The enrollment page serves both the New York and New Jersey sides of the utility, so confirm with Rockland that the $85 applies to your New Jersey account before you enroll.

Timing: Open as of the 2026-10-06 check; end date set by the administrator and subject to change.

“Apportioned from the signed row's own text, which is all the support that exists for this part. Signed 'What it gives': "Home Weatherization (income 251%-400% of FPL): no-cost assessment, direct install and prioritized improvements." Signed 'Who qualifies': "moderate income 251%-400% of FPL for Home Weatherization". JCP&L Appliance Rebates

Estimated benefit: Clothes washer $100 (ENERGY STAR) / $150 (Most Efficient); electric dryer $100 / $300; refrigerator $75 / $100 (7.75 cu ft or larger); dehumidifier $40; room A/C $30; heat pump water heater $750.

Timing: Equipment purchased 1 Jan 2025 - 30 Jun 2027; application within 90 days of purchase; 'subject to available program funds'.

“"Rebate for ENERGY STAR certified models: $100 / Rebate for ENERGY STAR Most Efficient models: $300" (electric clothes dryers) and "Rebate: $750" (heat pump water heaters), JCP&L Appliance Rebates page; form: "Rebate applications are valid for qualified equipment purchased and installed beginning January 1, 2025, through June 30, 2027." (JCP&L appliance rebate application, rev 09-2025)”

Our energy expert: The trap here is where you buy: mail-in rebates are not available on products purchased at Lowe's or The Home Depot, which is where most people buy appliances. Elsewhere the schedule is $100 for an ENERGY STAR clothes washer or $150 for Most Efficient, $100 or $300 on an electric dryer, $75 or $100 on a refrigerator of 7.75 cubic feet or larger, $40 on a dehumidifier, $30 on a room air conditioner and $750 on a heat pump water heater. Equipment has to be purchased between 1 January 2025 and 30 June 2027 with the application in within 90 days of purchase, and JCP&L states these rebates are subject to available program funds. Check the retailer against JCP&L's terms before you pay rather than after.

JCP&L Appliance Recycling Program

Estimated benefit: $50 per old working refrigerator or freezer and $25 per dehumidifier or room A/C picked up with it; free haul-away.

Timing: Open as of the 2026-10-06 check; JCP&L 'reserves the right to modify or cancel the rebate program at any time'. Limit two fridges/freezers plus up to three A/C or dehumidifiers per calendar year.

“"You will receive a $50 rebate for each old, working refrigerator or freezer you recycle and $25 rebate for each dehumidifier or room air conditioner picked up at the same time." (JCP&L Appliance Recycling Program page, last modified July 22, 2026)”

Our energy expert: $50 for an old working refrigerator or freezer and $25 for a dehumidifier or room air conditioner collected with it, free haul-away, cheque in about six weeks. The unit must be 10 to 30 cubic feet, plugged in and cooling when the crew arrives, and you are limited to two large units plus up to three small ones per calendar year. JCP&L reserves the right to modify or cancel the program at any time, so confirm the amount when you book rather than when you clear out the basement. If you are emptying a house, schedule the large and small units on one visit — the smaller payment only applies when something large goes with it.

JCP&L Energy Savings Rewards (smart thermostat and EV demand response)

Estimated benefit: Smart thermostat: $75 virtual Visa card per device on enrollment plus $25 per device each season. EV or Level 2 smart charger: $75 on enrollment plus $10 for each additional month of participation (up to $195).

Timing: Open as of the 2026-10-06 check; end date set by the administrator and subject to change.

“"Enroll in JCP&L’s Energy Savings Rewards program to receive a $75 Virtual Visa® Prepaid Card per device. Plus, you’ll receive a $25 Virtual Visa® Prepaid Card each year you are in the program." (greatergrid.com JCP&L thermostat page, linked from JCP&L For Your Home page; EV page: "Get up to $195")”

Our energy expert: These pay in prepaid Visa cards rather than bill credits, which matters if you were treating it as a reduction in your energy cost. A smart thermostat earns $75 per device on enrollment plus $25 per device each season; an EV or Level 2 smart charger earns $75 on enrollment plus $10 for each additional month of participation, up to $195. In exchange you let JCP&L adjust your cooling or your charging during peak events, and participants cede capacity rights that JCP&L sells into the PJM market. Check your specific thermostat, charger or vehicle against the eligible list before enrolling — the hardware rather than the account is what decides this.

JCP&L Home Weatherization for Income-Qualified Customers

Estimated benefit: Free assessment plus up to $14,000 of installed energy-efficiency upgrades and up to $2,500 of health-and-safety improvements, at no cost to the customer.

Timing: Valid 1 Jan 2025 through 30 Jun 2027.

“"you may also be eligible for the installation of up to $14,000 in energy efficiency upgrades and up to $2,500 in health and safety improvements, all at no cost to you." (JCP&L Home Weatherization for Income-Qualified Customers page); application footer: "Program valid from 1/1/25 through 6/30/27." (JCP&L Home Weatherization Application Form, p.1)”

Our energy expert: Read the income band before anything else, because the name misleads: this is the moderate-income tier, above 250% and below 400% of the 2026 Federal Poverty Guidelines — roughly $39,901 to $63,840 for one person and $82,501 to $132,000 for four — or a moderate-income census tract, or NJ SHARES participation. Households below 250% are routed to Comfort Partners instead, which is a different program on different terms. Inside the band you get a free assessment plus up to $14,000 of installed efficiency upgrades and up to $2,500 of health and safety work, at no cost to you, through 30 June 2027. The house has to be at least five years old and not under builder's warranty, not in foreclosure or for sale, renters need a landlord consent form, and oil or propane-heated homes may not qualify for every measure — ask which ones before you plan the job.

"Ductless Mini-Split Heat Pumps Rebate $750" (JCP&L HVAC Equipment Rebates page, residential.energysavenj.com); form p.2: "SEER2 ≥ 15.2, EER2 ≥ 10, HSPF2 ≥ 8.1 (Cold Climate, all types – COP 1.75 @ 5 degrees) $1000" (JCP&L ENERGY STAR Certified HVAC Equipment Rebate Application Form, rev 09-2025)”

Our energy expert: The schedule: air-source heat pump $500 at Tier 1 or $750 at Tier 2, cold-climate heat pump $1,000, central air conditioning $100 or $200, ductless mini-split heat pump $750, geothermal $1,500, heat pump water heater $750, furnace fan $100, and a smart thermostat $100 with a limit of two per utility. Low-to-moderate-income customers add $300 per unit — income up to 400% of the Federal Poverty Level, a low-or-moderate-income census tract, or listed safety-net participation — but not on furnace fans or thermostats. This is replacement work only, not new construction, with ENERGY STAR certified equipment installed by a qualified contractor. Equipment must be purchased and installed between 1 January 2025 and 30 June 2027 and the application filed within 120 days of purchase, so a late-2026 installation is fine as long as the paperwork does not drift.

JCP&L Whole Home Energy Assessment (no-cost)

Estimated benefit: No-cost quick in-home assessment with a report and possible no-cost installed energy-saving products.

Timing: Open as of the 2026-10-06 check; end date set by the administrator and subject to change.

“"The Whole Home Energy Assessment program is a no-cost quick in-home assessment program. During the appointment an Energy Advisor will evaluate a home’s energy efficiency, provide a report with recommendations for energy-saving improvements, and may install energy-saving products." (JCP&L For Your Home page, last modified June 15, 2026)”

Our energy expert: A short no-cost in-home assessment that produces a report and may leave some energy-saving products installed at no charge. This is the single-family version — multifamily properties go through JCP&L's separate multifamily route, and the two are easy to confuse when booking. The report is the value: it tells you which of JCP&L's rebates apply to your house and in what order, before you commit money to any of them. Verify eligibility and book online, and treat the promotional offer on the booking page as marketing rather than a program benefit.

JCP&L Whole Home Energy Solutions

Estimated benefit: Rebate of $2,000 plus $200 for each percentage point of modeled savings above 5%, capped at $7,500 and never more than 50% of project cost.

Timing: Program valid 1 Jan 2025 - 30 Jun 2027 (per JCP&L income-qualified application footer).

“"Rebate is $2,000 + $200 for each percentage point of savings above 5%. Rebate cap = $7,500. All rebates not to exceed 50% of costs." and "Customer must have a minimum savings percentage of 5% based on modeled reduction of consumption." (JCP&L Whole Home Energy Solutions page, read 2026-10-06)”

Our energy expert: Understand the formula before you sign a scope: $2,000 at 5% modelled savings, plus $200 for every percentage point above 5%, capped at $7,500 and never more than half of project cost. Air sealing has to come before insulation and the work has to meet building standards — that sequencing is a condition of payment, not a contractor preference. Single-family homes, through a participating contractor, with a JCP&L account number. Ask what savings percentage the model projects before you agree the work, and confirm the program's end date with JCP&L directly, because the 30 June 2027 date circulating for it comes from a sister program's form rather than this one.

NJNG Home Weatherization Program (income-qualified)

Estimated benefit: Up to $14,000 in no-cost weatherization measures (insulation, air and duct sealing, other measures)

Timing: Open on a rolling basis for as long as the program is funded, with NJNG stating the offer is subject to change, including termination, without prior notice. Processing runs two to four weeks from application. It sits inside NJNG's BPU-approved Triennium 2 income-qualified program, which runs to 30 June 2027.

“"Receive up to $14,000* in free weatherization measures." (home-weatherization page); 2026 chart: 1 person $39,900-$63,840; 4 persons $82,500-$132,000”

Our energy expert: Up to $14,000 of weatherization — insulation, air and duct sealing and related measures — at no cost, for NJNG gas-heat residential customers in the 250% to 400% Federal Poverty Level band, which starts around $39,900 for one person. You also need to have owned the home for at least a year, in a one-to-three-unit primary residence, and homes under five years old are excluded. Renters need landlord consent and an approved census tract, which is the combination most likely to stop an otherwise eligible application, so sort the consent first. Processing runs two to four weeks, NJNG states the offer can change or end without prior notice, and the program period runs to 30 June 2027 — apply rather than wait for a better moment.

NJNG Hybrid Heat (Building Decarbonization) Heat Pump Rebate

Estimated benefit: Lesser of $2,000 or 30% of qualifying equipment and installation costs for the first heat pump (single zone); up to $4,000 for two zones; LMI customers lesser of $3,000 or 40%; additional ASHP $500/$750, additional cold-climate ASHP $2,000

Timing: Equipment purchased and installed by June 30, 2027; postmark within 120 days; subject to funding

“"Up to a $2,000* rebate for a single-zone household OR up to a $4,000* rebate for a two-zone household." (savegreen Hybrid Heat page); flyer p.1 gives the lesser-of-30% rule”

Our energy expert: This is a dual-fuel rebate that sits on top of NJNG's standard HVAC schedule rather than instead of it, and people miss it because it lives on its own page. You keep the gas furnace or boiler and add a ducted or ductless air-source heat pump with integrated controls, sized to the cooling load: the first heat pump earns the lesser of $2,000 or 30% of qualifying equipment and installation cost, two zones reach up to $4,000, and low-and-moderate-income customers get the lesser of $3,000 or 40%. Additional air-source units add $500 or $750 and additional cold-climate units add $2,000. Not for new construction, and equipment must be installed by 30 June 2027 with the application postmarked within 120 days — ask your contractor how the dollar ceiling and the percentage formula interact on your job, because NJNG publishes both and the smaller of the two is what you receive.

NJNG HVAC, Water Heating and Heat Pump Equipment Rebates

Estimated benefit: Per-item rebates: furnace $900; boiler $900-$1,000; combi $1,300-$1,750; tankless water heater $500-$750; tank $400; indirect $250; central AC $100-$200; heat pump $500-$1,000; smart thermostat $100. Page headline: up to $3,650 total. Income-qualified add-on $300 per piece (a $200 figure also appears; see finding).

Timing: Equipment purchased and installed by June 30, 2027; application postmarked within 120 days of purchase; subject to available funding; replaces non-condensing furnace/boiler only; not new construction

“"Up to $3,650* in HVAC and water heating equipment rebates" (savegreen HVAC page); chart: Combi >=97% AFUE $1,750 (HVAC-heat-pump-chart-application-page-v1.JPG)”

Our energy expert: One condition decides most of this: you have to be replacing a non-condensing furnace or boiler with a condensing model, so condensing-for-condensing and new construction are both out, and heat pump and air conditioning rebates only pay when a new gas furnace, boiler or water heater is on the same application. The schedule runs $900 on a furnace, $900 to $1,000 on a boiler, $1,300 to $1,750 on a combi, $400 on a tank water heater, $500 to $750 tankless, $250 indirect, $100 to $200 on central air conditioning, $500 to $1,000 on a heat pump and $100 on a smart thermostat, with income-qualified households adding $300 per piece. The paperwork is strict and worth getting right the first time: a photograph of the old unit, the paid receipt and the permit, postmarked within 120 days of purchase, with everything installed by 30 June 2027. NJNG's page headlines up to $3,650 — treat that as a ceiling on a particular combination rather than a figure your job will reach, and have the contractor total your actual measures against NJNG's current charts.

NJNG Whole Home Energy Solutions

Estimated benefit: $2,000 at 5% total energy savings, +$200 per additional percentage point, capped at $7,500 per project

Timing: Equipment purchased and installed by June 30, 2027; subject to funding

“The minimum rebate is $2,000 and the maximum rebate is $7,500... After 5%, customer will receive an extra $200 for each additional TES percentage.”

Our energy expert: A formula rather than a flat rebate: $2,000 at 5% total energy savings plus $200 for each additional percentage point, capped at $7,500 per project. Insulation and air sealing have to be in the scope, with savings modelled from a preliminary energy audit, and adding HVAC or water heating upgrades raises the modelled saving and so raises the rebate. Everything must be installed by 30 June 2027 and funding is limited. Two things to settle with NJNG before you sign a scope: what savings percentage the audit model is likely to produce, and whether a share-of-cost cap applies — the same program at South Jersey Gas and Elizabethtown Gas caps the rebate at 50% of project cost, and you want to know whether yours does too.

NJNG Workforce Development - no-cost BPI training and certification

Estimated benefit: No-cost Building Performance Institute training and certification (course fees, materials, first BPI exam and certification paid by NJNG)

Timing: Applications must be received by June 30, 2027; subject to available funding

“"Applications must be received by June 30, 2027." (workforce-development page terms); in-person training in "Long Branch, Red Bank, or Atlantic Highlands"”

Our energy expert: This is training rather than a rebate: NJNG pays the course fees, the materials and your first Building Performance Institute exam and certification, at no cost to you. You need to be 18 or over and living in NJNG's service territory, provide your own computer and internet, and pass the certification test to be certified; courses are held in person at Long Branch, Red Bank and Atlantic Highlands. Applications have to be received by 30 June 2027 and funding is limited. If you are weighing a trade career, or already work in the trades and want the credential that gets you onto utility program work, this is the cheapest route to it in the state — apply early in the cycle, because places fill by cohort.

ETG Free Home Weatherization (income-qualified)

Estimated benefit: Free assessment plus up to $14,000 energy upgrades and up to $2,500 health and safety

Timing: Runs with the current BPU-approved Triennium 2 program period, which ends 30 June 2027; the program page itself carries no separate expiry, and availability is subject to program funding.

“up to $14,000 energy-efficient upgrades and up to $2,500 in health and safety improvements”

Our energy expert: A free assessment and then work at no cost to you: up to $14,000 of energy upgrades plus up to $2,500 of health and safety repairs. The eligibility test has three doors and you only need one — household income between 250% and 400% of the Federal Poverty Guidelines, a moderate-income census tract, or NJ SHARES participation. You need an active ETG residential gas-heated account and a building of fewer than four units. Funding is finite and the program period ends 30 June 2027, so book the assessment rather than filing this as something to deal with next year.

Elizabethtown Gas Residential HVAC and Water Heating Rebates

Estimated benefit: Per-item: gas water heater $400; tankless $500/$750; indirect $250; boiler $900/$1,000; furnace $900; combi $1,300/$1,750; boiler reset controls $125 (p.1) or $200 (p.3); smart thermostat $100 (max two); central AC $100/$200 via JCP&L, PSE&G or RECO. Income-qualified +$300 per piece (not thermostats)

Timing: Installed January 1, 2025 to June 30, 2027; application within 120 days of purchase and by June 30, 2027; subject to funding

“"Gas Combi Heat - Tier 2 | AFUE >= 97%. Non-condensing to condensing | $1,750" (ETG Residential Rebate App, 0226, p.1)”

Our energy expert: The headline $1,750 is the top single item — a high-efficiency combi unit — not a household total, and the rest of the schedule runs smaller: $900 on a furnace, $900 or $1,000 on a boiler, $400 on a gas water heater, $500 or $750 tankless, $250 indirect, and $100 on a smart thermostat with a limit of two. One structural rule decides eligibility: you must be replacing a non-condensing unit with a condensing one, so condensing-for-condensing and new construction are both out. Income-qualified households add $300 per piece except thermostats, and the central air conditioning rebate is paid by your electric utility — JCP&L, PSE&G or Rockland Electric — rather than by ETG. Everything has to be installed by 30 June 2027 with the application in within 120 days of purchase; ETG's own form gives boiler reset controls as $125 in one place and $200 in another, so confirm that line with ETG if it is part of your job.

ETG Whole Home Energy Assessment

Estimated benefit: No-cost assessment with free energy-saving products and free thermostat install if bought on the ETG Marketplace (two max)

Timing: Runs with the current BPU-approved Triennium 2 program period, which ends 30 June 2027; the assessment page itself carries no separate expiry, and availability is subject to program funding.

“"all at no cost to you!" (ETG assessment page)”

Our energy expert: No cost, and it comes with energy-saving products installed during the visit plus a free thermostat installation if you bought the thermostat on ETG's marketplace, two maximum. You need an active ETG residential account, gas heat, and a single-family home, townhome, condo or building under four units; renters need the landlord permission form, which is the step that most often stalls these, so request it early. The assessment is what turns a vague sense that the house is expensive into a list you can price. Book it before you commit to equipment, because its findings are what decide whether a boiler or the insulation deserves the first dollar.

Estimated benefit: $2,000 plus $200 per percentage point above 5% savings, capped at $7,500 and 50% of costs

Timing: Eligible measures Jan 1, 2025 to June 30, 2027

“"Rebate is $2,000 + $200 for each percentage point of energy savings above 5%" (ETG Whole Home page)”

Our energy expert: The rebate is a formula rather than a flat amount: $2,000 at 5% modelled savings plus $200 for every percentage point above that, capped at $7,500 and never more than half your project cost. Air sealing and insulation have to be in the scope — this is a building-shell program, and equipment work rides on top of it. You need an active ETG residential gas-heated account, a one-to-three-unit home, and a participating BPI-certified contractor. Ask the contractor what savings percentage the model is likely to show before you sign the scope, because that single number sets the size of the payment.

Our energy expert: The $1,750 is the top single item — a high-efficiency combi unit — not a per-household total, and the rest of the schedule is smaller: $900 on a furnace, $900 or $1,000 on a boiler, $400 on a gas water heater, $500 or $750 tankless, $250 indirect and $100 on a smart thermostat with a limit of two. You need an active SJG residential gas-heated account in a single-family home, townhome, condo or building of fewer than four units; renters need the landlord permission form, so request it before you book rather than after. “"Rebate is $2,000 + $200 for each percentage point of energy savings above 5%" and "All rebates not to exceed 50% of costs" (SJG Whole Home page; measures PDF p.3)”

Charge Up New Jersey - Vehicle Incentive (FY27)

Estimated benefit: $1,500 off at the dealer for an eligible new battery-electric vehicle with MSRP up to $55,000; Charge Up+ adds $2,500 for income-verified buyers, $4,000 total.

Timing: FY27 point-of-sale program launched 1 July 2026; vehicle must be ordered, purchased or leased on or after that date at a participating NJ dealer. "The NJ BPU may announce, at any time, that FY27 Program funding has been fully reserved and committed and close the FY27 Program to new Applications" (T&C p.6). Live funding gauge 2026-10-06: $46,450,800 (19%) remaining of $245,000,000 pooled EV funds, 81% issued or reserved.

“"An Eligible Vehicle with a MSRP of up to $55,000 will qualify for a fixed Incentive of $1,500. An income-qualified Eligible Applicant ... will be eligible for the Charge Up+ additional income-based Incentive in the amount of $2,500, bringing the maximum Incentive to $4,000." (Charge Up New Jersey FY27 Terms and Conditions, Version One, July 1, 2026, p.18)”

Our energy expert: This is one to act on rather than file. The incentive is $1,500 off at the dealer on an eligible new battery-electric vehicle with MSRP up to $55,000, and Charge Up+ adds $2,500 for income-verified buyers, $4,000 in total. As of 6 October 2026 the pooled EV funds stood at $46,450,800 remaining of $245,000,000 — 81% already issued or reserved — and the terms let NJBPU announce at any time that funding is fully committed and close the program, and separately allow the incentive to be cut by up to 50% if the federal government changes an EV credit. If you want Charge Up+, prequalify first: it takes up to ten business days, cannot be done after purchase, and needs 2025 modified adjusted gross income at or below $75,000 single, $112,500 head of household or $150,000 joint, or proof of enrollment in a listed assistance program. You also have to keep the vehicle registered in New Jersey for 36 months, so this is not a route to a quick resale.

Charge Up New Jersey - In-Home EV Charger Incentive

Estimated benefit: $250 toward a qualifying networked Level 2 home charger, up to two per lifetime of the program but one per address.

Timing: Open; live gauge 2026-10-06: charger funding $5,510,431 (61%) remaining of $9,096,471.

“"In-Home EV Charger Incentive | $250 ... Applicants may receive the charger incentive up to two (2) times throughout the program's lifetime, but no more than one approved charger application per address." (Charge Up New Jersey Eligibility Guidelines page, retrieved 2026-10-06)”

Our energy expert: $250 toward a qualifying networked Level 2 home charger, up to two over the life of the program but only one per address, and only one charger incentive per vehicle registration. The charger itself decides this rather than the installation: it has to be on the program's eligible list and networked to a state-compliant provider, and an ineligible unit cannot be fixed after purchase. Charger funding read $5,510,431 remaining of $9,096,471 on 6 October 2026, a healthier position than the vehicle side of Charge Up but still a finite pot. Confirm the eligible-equipment list and the current funding position before you buy the unit.

SJG Natural Gas Conversion Incentive (gas appliance rebate)

Estimated benefit: Up to $1,500 per household for a gas stove, oven, dryer, fireplace or generator (total per household not to exceed $1,500)

Timing: New gas service contract signed and appliance installed by December 31, 2026; paid receipts received by January 31, 2027; may end earlier when funding is exhausted

“"Program period ending December 31, 2026" and "The total rebate issued per household shall not exceed $1,500." (Terms, pp.1 and 2)”

Our energy expert: This one closes 31 December 2026. The new gas service contract has to be signed and the appliance installed by that date, with paid receipts in by 31 January 2027, and SJG can end it sooner if the funding runs out. Up to $1,500 per household — a household total, not a per-appliance amount — covers a gas stove, oven, dryer, fireplace or generator on conversion, and it is open only to households with no existing SJG account at an address where gas has been available over a year, excluding new construction. Equipment that qualifies under SJG's efficiency HVAC and water heater program is excluded from this one, so the "conversions up to $1,750" you may see elsewhere on SJG's site is the standard HVAC schedule rather than this incentive — ask SJG which route pays more for what you are actually buying before you order.

SJG Workforce Development Program (no-cost BPI training)

Estimated benefit: No-cost BPI training and certification courses (BSP, BAT, IDL, BAP, EA, QCI, MFBA), with help connecting certified participants to jobs

Timing: Enrollment runs by course cohort rather than to a single application deadline, and the course calendar currently lists dates through December 2026. Ask SJG for the 2027 schedule and the cut-off for each cohort, since places are filled per course.

“Courses are intended for graduating high school seniors or individuals who are 18 years or older.”

Our energy expert: Free BPI training and certification — Building Science Principles, Building Analyst, Infiltration and Duct Leakage, Building Analyst Professional, Energy Auditor, Quality Control Inspector and Multifamily Building Analyst — with help connecting certified participants to jobs. Open to graduating high school seniors and anyone 18 or over; South Jersey Industries employees are excluded. Two things to confirm before you plan around it: the page sets no residency or territory test, which suggests a resident of another utility's territory could apply, while the sister program at New Jersey Natural Gas does require territory residency — and the courses are listed as held in Long Branch, which is NJNG territory. Ask SJG to confirm eligibility and location, and ask for the 2027 course calendar, because the published dates currently run only through December 2026 and places fill by cohort.

ETG Natural Gas Conversion Incentive (gas appliance rebate)

Estimated benefit: Up to $1,500 per household for a gas stove, oven, dryer, fireplace or generator

Timing: New gas service contract signed and appliance installed by December 31, 2026; paid receipts received by January 31, 2027; may end earlier when funding is exhausted

“"Program period ending December 31, 2026" (ETG Natural Gas Conversion Incentive Program Terms, p.1)”

Our energy expert: This one has a date on it. The new gas service contract has to be signed and the appliance installed by 31 December 2026, with paid receipts in by 31 January 2027, and ETG can end it earlier if the funding runs out. Up to $1,500 per household covers a gas stove, oven, dryer, fireplace or generator on conversion, and it is open only to households with no existing ETG account at an address where gas service has been available over a year — not new construction. Because it is a conversion incentive rather than an efficiency rebate, equipment that qualifies under ETG's BPU-approved efficiency programs is excluded from it, so ask ETG which pot this comes from and whether it can be combined with the efficiency rebates before you decide what to buy.

NJ Board of Public Utilities / New Jersey's Clean Energy Program 1 program

Successor Solar Incentive (SuSI) — ADI Program, net-metered residential solar

Estimated benefit: $77 per MWh of solar generation (SREC-II) for all registrations received on or after 27 July 2026, down from $85 per MWh. All system sizes in the residential segment earn the same rate, over a 15-year qualification life.

Timing: First come first served until the residential megawatt block is fully subscribed or 1 June 2027, whichever occurs first. The Energy Year 2027 residential block is 300 MW, raised from 285 MW, after the Board added 35 MW in April 2026 to stop the EY2026 block closing early. Residential registrations were running at about 5.2 MW a week as of 27 April 2026.

“"the Board reduced the SREC-II incentive level for Energy Year 2027 for the residential market segment from $85 per MWh to $77 per MWh for all registrations received on or after July 27, 2026. There will be no change to the non-residential, community solar and remote net-metering market segments SREC-II incentive levels." — Program Update, NJCEP ADI Program page, retrieved 2026-10-06, citing BPU Board Order dated 21 May 2026 (effective 28 May 2026)”

Our energy expert: $77 per MWh of generation for every registration received on or after 27 July 2026, down from $85 — and the rate attaches at registration rather than at installation, so the registration date decides what your array earns across its fifteen-year qualification life. Every system size in the residential segment earns the same rate, which means sizing is a question of your roof and your load rather than of chasing a better tier. The Energy Year 2027 residential block is 300 MW, raised from 285 MW after the Board added capacity in April 2026 to stop the previous block closing early, and registrations were running at roughly 5.2 MW a week in late April. That pace is why waiting carries risk: have a solar professional register the project as soon as the design supports it, rather than after the equipment is ordered.

Madison Borough Electric Utility Rebates (heat pumps, heat pump water heater, Level 2 EV charger) — Borough of Madison Electric Utility

Estimated benefit: Heat pump Tier 1 $600; Tier 2 $1,000; ductless mini-split $400; heat pump water heater $750; Level 2 EV charger $300; $2,000 maximum rebate per customer

Timing: Applies to installations after 1 September 2024; the pilot year carried a $100,000 budget, so confirm remaining funds with the Borough before purchasing.

“"customers are limited to a $2,000 maximum rebate" (Electric Utility Rebate Incentives page FAQ)”

Our energy expert: A small municipal program with a hard ceiling: $2,000 maximum per customer, drawn from $600 or $1,000 on a heat pump by tier, $400 on a ductless mini-split, $750 on a heat pump water heater and $300 on a Level 2 EV charger. You have to be the owner-occupant on the Madison Electric account and replacing gas, oil or propane heat or hot water — no landlords, no commercial, no new construction except for the chargers — and permits and inspections are required. The pilot year ran against a $100,000 budget, and on a program this size that figure matters more than any deadline. Call the Borough utility office and confirm funds remain and that heat pumps are still covered this year before you buy equipment.

Comfort Partners — NJ Board of Public Utilities (NJ Clean Energy Program) with the electric and gas utilities

Estimated benefit: No-cost energy assessment, installed efficiency measures (lighting, hot-water measures, refrigerator replacement, thermostats, insulation, air and duct sealing, equipment maintenance) and energy education.

Timing: Registrations open; applications on a rolling basis. Participation is prioritized by energy use, highest users first (brochure 1152-0226, p.2).

“"The Comfort Partners Program is available to any New Jersey household with significant energy use, having an income at or below 250% of the federal poverty guidelines." (NJCEP Comfort Partners page; same wording on NEW JERSEY COMFORT PARTNERS 2026 Income Guidelines flyer 521-0226, p.1)”

Our energy expert: This is the program for households at or below 250% of the Federal Poverty Guidelines, and it is the one most often confused with the utilities' weatherization offers — those start where this one stops. There is nothing to pay: a no-cost assessment followed by installed measures, covering lighting, hot water measures, refrigerator replacement, thermostats, insulation, air and duct sealing and equipment maintenance, plus energy education. You need to be the ratepayer of record on an individually metered electric or gas account at your primary residence in a building of 1 to 14 units, and renters may qualify. Two limits worth knowing: the home has to be electric or gas heated, so oil, propane and kerosene households are referred to the state weatherization program instead, and homes under five years old or under builder's warranty are excluded. Households on TANF, SNAP, SSI, General Assistance or Section 8 may qualify above the income table, and participation is prioritized by energy use with the highest users first — a high bill helps your place in the queue.

Weatherization Assistance Program (WAP) — NJ Department of Community Affairs with county weatherization agencies

Estimated benefit: No-cost energy audit and installed weatherization and heating-system measures for income-eligible households; average spending per unit is limited to $8,813 in the draft 2026 State Plan.

Timing: Year-round through county agencies; subject to DOE and LIHEAP-transfer funding (up to 7% of LIHEAP funds go to weatherization, LIHEAP Handbook p.19). 2026 WAP State Plan is marked DRAFT.

“"the State of New Jersey computes income eligibility at gross annual household income equal to or less than 200% of Federal Poverty Guidelines." (NJ WAP Policy and Procedures Manual, Chapter 1 Eligibility and Documentation, reissued 4/2025, p.2); "per unit expenditure limitation of $8,813" (NJ WAP State Plan 2026 draft, p.28)”

Our energy expert: This is the program for households at or below 200% of the Federal Poverty Guidelines, or categorically eligible — an SSI recipient, for instance — in one-to-four-unit and similar structures. You get a no-cost energy audit and then installed weatherization and heating-system measures; the draft 2026 State Plan limits average spending to $8,813 per unit, which is an average across the program rather than a ceiling on your house. Priority goes to elderly and disabled households, high energy users and households carrying a high energy burden, so a high bill and a vulnerable occupant move you up the queue. Apply through the weatherization agency serving your county and ask them for the current income limit rather than working from a published table, because the two state pages carrying it cite different years' guidelines.

Narrow this list to your property

The programs on this page are grouped by who they serve, not by whether you are eligible. The finder checks your ZIP code, utility and property type and drops the programs those answers rule out. What it cannot settle is who is applying or what the project is, so a training course or a fleet program stays on the list for everyone, and the program’s own rules are what decide them.

CHP Feasibility Study Program

Estimated benefit: 75% of the cost of a combined heat and power feasibility study, capped at an incentive of $75,000.

Timing: Fiscal Year 2027 guide, 1 July 2026 to 30 June 2027. NJCEP's "Apply" button for this program was found opening the FY2026 application form while Program Documents carried the FY2027 guide, so confirm the fiscal year on the form before submitting.

“"The program offers an incentive to offset 75% of the cost of the feasibility study, up to $75,000." — NJCEP Combined Heat and Power/Fuel Cell Program page, retrieved 2026-10-06; "75% of the cost of the feasibility study, capped at an incentive of $75,000" — CHP Feasibility Study Program Guide FY2027, p. 4”

Our energy expert: This is the study that tells you whether combined heat and power suits the site at all, and it commits you to nothing — which makes it the right first step rather than a leap. NJCEP's Fiscal Year 2027 program guide covers 75% of the study cost, capped at an incentive of $75,000. A fact sheet in the same document list instead says half the cost up to $50,000; the program guide is the governing document, but that contradiction is the administrator's own, so confirm the figure with NJCEP before you contract an engineer. Check the fiscal year printed on the application form you are handed as well, because NJCEP's Apply button was found opening the prior year's form.

Combined Heat and Power / Fuel Cell Program

Estimated benefit: $2.00/W up to 500 kW, $1.00/W from 500 kW to 1 MW, $0.55/W from 1 MW to 3 MW and $0.35/W above 3 MW, capped at 30% of total project cost (40% for systems of 1 MW and under that include a cooling application such as an absorption chiller) and at $2 million per project at 1 MW and under or $3 million above. Waste heat to power pays up to $1.00/W at 1 MW and under and $0.50/W above, at a 30% cost cap. A system fueled by Class I renewable fuel earns a 30% bonus, prorated for mixed fuel; blackstart and islanding capability earns 25%. Paid in three stages: purchase, installation, and after twelve months of performance data.

Timing: Open year-round; registrations are open as of 6 October 2026. The program guide covers Fiscal Year 2027, 1 July 2026 to 30 June 2027. Note that NJCEP's "Apply" button was found opening the FY26 application workbook while Program Documents carried the FY27 guide — check the fiscal year printed on the form you are given.

“"≤500 kW | $2.00 | 30-40% | $2 million / >500 kW – 1 MW | $1.00 | 30-40% | $2 million / >1 MW- 3 MW | $0.55 | 30% | $3 million / >3 MW | $0.35 | 30% | $3 million" — Incentives table, NJCEP Combined Heat and Power/Fuel Cell Program page, retrieved 2026-10-06; identical rates in CHP-FC Program Guide FY2027 (1 Jul 2026 – 30 Jun 2027)”

Our energy expert: The tier structure is what catches people: $2.00 per watt up to 500 kW, $1.00 per watt from 500 kW to 1 MW, $0.55 per watt from 1 MW to 3 MW and $0.35 per watt above 3 MW — so a larger plant earns substantially less per watt, and sizing decisions near a tier boundary matter. Caps sit on top of that: 30% of total project cost, or 40% for systems of 1 MW and under that include a cooling application such as an absorption chiller, and $2 million per project at 1 MW and under or $3 million above. A system fueled by a Class I renewable fuel earns a 30% bonus, prorated for mixed fuel, and blackstart and islanding capability earns 25%; waste heat to power pays up to $1.00 per watt at 1 MW and under and $0.50 above. Payment comes in three stages — purchase, installation, and after twelve months of performance data — so plan the cash flow for a plant that is built and running well before it is fully paid, and have the engineer size it against the tier boundaries rather than around them.

Competitive Solar Incentive (CSI) Program

Estimated benefit: The incentive is set by competitive bid: a project bids an SREC-II price in dollars per MWh of solar production and, if selected, is awarded at its bid price. Annual solicitation targets total 300 MW — 150 MW basic grid supply, 80 MW grid supply on the built environment, 55 MW on contaminated sites and landfills and 15 MW net-metered non-residential — plus 160 MWh of storage paired with grid-supply solar.

Timing: Awards are made through periodic solicitations rather than a rolling window, so the date that matters is the next solicitation's bid deadline. Confirm the current solicitation window with NJBPU at the program contact on the page before building a bid schedule.

“"Annual solicitation targets 150 MW basic grid supply, 80 MW grid supply on the built environment, 55 MW on contaminated sites and landfills and 15 MW net-metered non-residential, totalling 300 MW, plus 160 MWh of storage paired with grid-supply solar" — NJCEP Competitive Solar Incentive Program page, retrieved 2026-09-14. Board Orders are linked from that page and”

Our energy expert: There is no rate to quote because you set it: a project bids an SREC-II price in dollars per MWh of production and, if selected, is awarded at its own bid. The annual solicitation targets total 300 MW — 150 MW basic grid supply, 80 MW grid supply on the built environment, 55 MW on contaminated sites and landfills and 15 MW net-metered non-residential — plus 160 MWh of storage paired with grid-supply solar. Awards come through periodic solicitations rather than a rolling window, so the only date that matters is the next bid deadline; get it from NJBPU before you build a bid schedule. One boundary question to settle early: NJBPU's page gives the net-metered non-residential threshold both as greater than 5 MW dc and as about 5 MW, and that difference decides whether a project belongs here or in the administratively determined program — ask which governs if you are near the line.

Community Solar Energy Program (CSEP)

Estimated benefit: A registration and participation program rather than a rebate to a building owner. Community solar facilities up to 5 MW (dc) registered on or after 6 March 2026 earn SREC-II incentives of $60 per MWh over a 15-year qualification life, down from $80 for registrations on or after 30 April 2025 and $90 on or before 29 April 2025. Projects must guarantee subscribers a bill credit discount of at least 20%, or at least 25% for low- and moderate-income subscribers, for the life of the subscription, and reserve at least 80% of capacity for LMI subscribers. Developers post escrow of $40 per kW (dc) of nameplate capacity. Community solar does not receive the $20 per MWh public entity adder.

Timing: Registrations are taken first come first served. The Energy Year 2027 community solar allocation is the unused Energy Year 2026 capacity, carried forward from a 3,000 MW EY2026 block. The registration portal opened to new registrations on 6 March 2026, and that date is also what sets the $60 rate.

“"Community Solar | Up to 5 MW (dc) | $60 | $60" in $/SREC-II — Table 1, BPU Order Regarding the Three-Year Review of the ADI Program, Agenda Date 5/21/26, p. 10 The discount and escrow terms are on the NJCEP CSEP page, retrieved 2026-09-14”

Our energy expert: Work out which side of this you are on first, because the money flows differently: the SREC-II is earned by the facility owner, while a subscriber's benefit is a bill credit discount the project must commit to for the life of the subscription — at least 20%, or at least 25% for low- and moderate-income subscribers. Facilities up to 5 MW dc registered on or after 6 March 2026 earn $60 per MWh over a fifteen-year qualification life, down from $80 for registrations from 30 April 2025 and $90 before that — the registration date sets the rate, and the rate has been falling. At least 80% of a project's capacity has to be reserved for low- and moderate-income subscribers, developers post escrow of $40 per kW dc of nameplate capacity, and every subscriber organization operating in New Jersey must register with NJBPU. Registrations are first come, first served against the Energy Year 2027 allocation, so confirm current capacity with NJBPU before you sign land or marketing commitments.

Dual-Use Solar Energy Pilot Program

Estimated benefit: Each award is set project by project: the SuSI base value the project qualifies for, plus an adder the applicant proposes to cover the added cost of the agrivoltaic design. In the first solicitation, decided 12 August 2026, the Board conditionally approved 16 projects totalling 52.06 MW at total SREC-II values ranging from $106.91 to $228.58 per MWh. The pilot is capped at up to 200 MW of solar over three years.

Timing: Awards are made by solicitation, not on a rolling basis. The first solicitation was decided on 12 August 2026; a second solicitation would have its own bid deadline, so confirm the next window with NJBPU before committing design cost.

“"the Board conditionally approved 16 projects totalling 52.06 MW at total SREC-II values from $106.91 to $228.58 per MWh" — BPU Order on the Outcome of the First Solicitation in the Dual-Use Pilot, Agenda Date 8/12/26; Application Cost Information Guidance, January 2026”

Our energy expert: Each award here is built rather than published: a project receives the base Successor Solar Incentive value it qualifies for, plus an adder the applicant proposes to cover the extra cost of designing an array the land can still be farmed under. In the first solicitation, decided 12 August 2026, the Board conditionally approved sixteen projects totalling 52.06 MW at total SREC-II values ranging from $106.91 to $228.58 per MWh — which tells you the range the Board has accepted, not what yours would be awarded. The pilot is capped at up to 200 MW over three years and awards come by solicitation rather than on a rolling basis. Get the next solicitation's bid deadline from NJBPU before committing design cost, because the adder you propose has to be defensible and that takes engineering time to build.

Large Energy Users Program (LEUP)

Estimated benefit: The incentive per energy plan is the lesser of three tests: first-year savings valued at $0.33/kWh plus $3.75/therm for decarbonization non-lighting measures or $0.33/kWh plus $3.25/therm for other non-lighting measures, with lighting at $0.16/kWh; 50% of total project cost including pre-engineering and soft costs; or a buydown to a three-year simple payback. Minimum commitment $100,000 per plan, up to three plans per entity per fiscal year, and no more than $4,000,000 per entity per fiscal year.

Timing: Fiscal Year 2027, 1 July 2026 to 30 June 2027, on a first come first served basis. Registrations are open as of 6 October 2026. Eligibility is measured on energy billed during the contribution period 1 July 2025 to 30 June 2026.

“"Annual project savings at $0.33/kWh plus $3.25/therm for non-lighting measures and $0.16/kWh for lighting measures / 50% of total project cost ... / Buydown of project to a 3-year simple payback period" — Incentive Amounts, NJCEP LEUP page, retrieved 2026-10-06. The FY2027 guide adds the decarbonization rate: "$0.33/kWh plus $3.75/therm for decarbonization non-lighting measures" — LEUP Program Guide FY2027 v1.0, p. 5”

Our energy expert: This program exists so the largest payers into the Societal Benefits Charge can draw their own contribution back, and the entry test is accordingly blunt: at least $5,000,000 of total annual energy billed by New Jersey investor-owned utilities during the contribution period 1 July 2025 to 30 June 2026. The incentive per energy plan is the lesser of three tests — first-year savings valued at $0.33 per kWh plus $3.75 per therm for decarbonization non-lighting measures or $3.25 per therm for other non-lighting measures, with lighting at $0.16 per kWh; 50% of total project cost including pre-engineering and soft costs; or a buy-down to a three-year simple payback. The minimum commitment is $100,000 per plan, with up to three plans and no more than $4,000,000 per entity per fiscal year, and a private applicant is counted together with all related subsidiaries and affiliates regardless of separate EINs. Three gates the program guide imposes that the page leaves out: hospitals are excluded, each facility in a plan must average at least 400 kW billed peak demand or 4,000 DTh, and a project with federal grants, credits or rebates covering 50% or more of total cost is ineligible — check all three with NJCEP before you build a plan around this.

Workforce Development Reimbursement

Estimated benefit: Up to 75% of the course fee or $3,000 per person per course, whichever is less, reimbursed on successful completion, for up to four courses per person per fiscal year from 1 July to 30 June.

Timing: Applications are accepted on a rolling basis and the program status reads "Active program" as of 6 October 2026. The constraint is the per-person annual cap rather than a closing date: four courses per fiscal year, with the year running 1 July to 30 June. Pre-approval comes before the course is taken — the five steps are apply, receive pre-approval, take the course, submit proof, then receive final approval and reimbursement — so enrolling before pre-approval risks the money.

“"Up to 75% or $3,000 per person, per course reimbursed upon successful completion / Up to 4 courses per fiscal year from July 1 through June 30" — About the Reimbursement, NJCEP Workforce Development Reimbursement page, retrieved 2026-10-06. Governing document: Workforce Development Reimbursement User Guide, Revised 07.06.26”

Our energy expert: The order of operations is what costs people money here: apply, get pre-approval, then take the course. Enroll first and you may have paid for training that will not be reimbursed. The reimbursement is up to 75% of the course fee or $3,000 per person per course, whichever is less, paid on successful completion, for up to four courses per person per fiscal year running 1 July to 30 June. The scope is narrower than the name suggests — it sits inside the New Construction Program and funds certifications supporting the design or installation of measures for New Construction Program projects, so check your course against the eligible list before you plan around it.

Local Government Energy Audit (LGEA) Program

Estimated benefit: Covers 100% of the cost of the energy audit, up to a value of $150,000 per applicant per program year. Board Staff may authorize up to $300,000 where the applicant commits to pursuing the Energy Savings Improvement Program, and for hospital facilities of 501(c)(3) healthcare entities. State Departments as a group are capped at $500,000 per fiscal year, raisable to $1,000,000 with Board Staff approval.

Timing: Fiscal Year 2027 program guide, 1 July 2026 through 30 June 2027. The cap resets each program year.

“"Audits up to a value of $150,000 per program year, per applicant" and "Board Staff may authorize a higher cap, not to exceed $300,000, contingent on the applicant committing to pursue ESIP" — Financial Incentive section, C&I Local Government Energy Audit (LGEA) Program Program Guide Fiscal Year 2027 (7/1/26 through 6/30/27), p. 6”

Our energy expert: Check eligibility before anything else, because private businesses cannot use this: it is for local and state government agencies, K-12 public schools, public agencies, state colleges and universities, and 501(c)(3) nonprofits. For those entities the audit is covered in full, up to a value of $150,000 per applicant per program year. Board Staff may authorize up to $300,000 where the applicant commits to pursuing the Energy Savings Improvement Program, and for hospital facilities of 501(c)(3) healthcare entities; State Departments share a group cap of $500,000 per fiscal year, raisable to $1,000,000 with Board Staff approval. The cap resets each program year, so a portfolio too large for one allowance can be split across two — worth planning with NJCEP before you commission anything.

JCP&L Building Decarbonization

Estimated benefit: Per ton of capacity: $5,500 for ground source heat pumps under 11.25 tons; $5,000 for water source heat pumps and water-cooled VRF including groundwater; $3,700 for air-source VRF; $3,400 for cold-climate air source heat pumps under 5.4 tons; and $2,800 for other air source, packaged terminal and single packaged vertical heat pumps, each at a stated minimum efficiency. Heat pump water heaters pay $2,000 per unit. Electrical service and wiring upgrades pay 75% of cost up to $6,500 per account, only alongside a qualifying heat pump measure. All incentives are capped at 75% of total project cost including labor.

Timing: Governed by the June 2026 v21 incentive guide and the Building Decarbonization flyer printed "BuildingDecarbonization_20260220_v1". The program page was last updated 29 July 2026. There are no lookback incentives: a project installed before pre-approval cannot be paid, so the pre-approval date is the deadline that matters.

“"GSHP ground water or ground loop <11.25 tons: $5,500/ton ... WSHP water-to-air <11.25 tons, WSHP water-to-water <11.25 tons, water-cooled VRF (all sizes), water-cooled VRF groundwater: $5,000/ton ... Air-source VRF heat pump, all sizes: $3,700/ton" — JCP&L Commercial and Industrial Incentives Guide, June 2026 v21, pp. 58-59, tables checked visually from rendered PNGs; wiring cap p. 57; 75% cap and pre-approval p. 55”

Our energy expert: Pre-approval decides everything here: JCP&L pays no lookback incentives, and a project installed before approval cannot be paid at all. The rates are per ton of capacity — $5,500 for ground source under 11.25 tons, $5,000 for water source and water-cooled VRF, $3,700 for air-source VRF, $3,400 for cold-climate air source under 5.4 tons and $2,800 for other air-source, packaged terminal and single packaged vertical heat pumps, with heat pump water heaters at $2,000 per unit and service and wiring upgrades at 75% of cost up to $6,500 per account alongside a qualifying heat pump. Everything is capped at 75% of total project cost including labor, the fossil system has to be replaced and decommissioned, and if you keep backup it needs integrated controls with an automatic outdoor-temperature changeover — a balance point below 30°F is accepted, 30 to 40°F needs justification and 40°F or above is refused. Equipment outside the listed criteria, including ground source above 11.25 tons, goes to Custom instead, so have your engineer confirm which track your design belongs in before anyone orders.

JCP&L Commercial & Industrial Prescriptive and Custom Incentives

Estimated benefit: Prescriptive rebates on listed equipment and custom incentives calculated on verified savings, with the full per-measure schedule in JCP&L's C&I Incentives Guide. JCP&L also runs Limited Time Offers on HVAC and lighting running to 31 December 2026, published as a separate incentive guide.

Timing: The C&I Incentives Guide in force is the June 2026 v21 edition. The Limited Time Offers on HVAC and lighting run until 31 December 2026, so a project that can be scheduled before year end earns the uplifted amounts rather than the base schedule.

“"Jersey Central Power & Light Commercial and Industrial Incentives Guide", footer "June 2026 v21" — the per-measure prescriptive and custom schedules run across pp. 2-59, retrieved from https://bizsolutions.energysavenj.com/wp-content/uploads/2023/09/BR_JCPL-Incentive-Guide_-PUB_FINAL.pdf. Limited Time Offers: JCP&L Limited Time Offers HVAC & Lighting, "June 2026 Public", valid until 31 December 2026”

Our energy expert: The date that matters right now is 31 December 2026: JCP&L is running Limited Time Offers on HVAC and lighting until then, published as their own incentive guide, so work you can schedule before year end earns the uplifted amounts rather than the base schedule. Prescriptive pays on a per-measure schedule and custom pays on verified savings, and the per-measure answer for your equipment list comes from JCP&L's C&I Incentives Guide rather than the program page — have your contractor or JCP&L price your measures against the current edition before you commit. Equipment that has already received an NJCEP or another New Jersey utility incentive is not eligible for a second payment, so settle the funding route first. If you have lighting or HVAC in planning, this is the quarter to move it.

JCP&L Multifamily Program

Estimated benefit: Up to $750 in rebates for each piece of qualified equipment, plus a no-cost energy assessment. Participation begins with a pre-assessment questionnaire and a Whole Home Energy Solutions customer participation agreement.

Timing: The two documents JCP&L posts in this flow are forms rather than a dated incentive guide — the pre-audit questionnaire is printed Jan2025 and the participation agreement 09-2025. The program runs within JCP&L's Triennium 2 period, which ends 30 June 2027.

“"Up to $750 in rebates for each piece of qualified equipment, plus a no-cost..." — JCP&L multifamily programme page at residential.energysavenj.com/jersey-central/multifamily, retrieved 2026-09-14. Forms posted in that flow: Multifamily Pre-Audit Questionnaire, Jan2025; Whole Home Energy Solutions Customer Participation Agreement, 09-2025”

Our energy expert: JCP&L publishes up to $750 in rebates for each piece of qualified equipment, plus a no-cost energy assessment. What we could not confirm is whether $750 is a ceiling per measure or a ceiling across the whole project, and on a multi-measure retrofit that distinction is worth thousands. Put that question to JCP&L before you plan a scope around it. Entry is through a pre-assessment questionnaire and a Whole Home Energy Solutions participation agreement; residents with their own direct-metered accounts are served by JCP&L's residential programs instead.

JCP&L Retro-Commissioning (RCx) and RCx-Lite

Estimated benefit: Customer incentives on realized savings of up to $0.30/kWh for non-lighting measures, $0.16/kWh for lighting and $0.40/therm, capped at 70% of project cost. RCx is for buildings over 100,000 sq ft saving more than 200,000 kWh in year one; RCx-Lite applies the same rates to projects saving more than 25,000 kWh a year. The Program Ally's investigation study is paid separately, up to 100% of study and service cost across three milestones.

Timing: Governed by the June 2026 v21 incentive guide and the Energy Management Program Guide printed 20250911_v10. The companion virtual offerings are stated as effective 1 January 2025 to 30 June 2027, which is the Triennium 2 program period.

“"on realized savings, up to 70% of project cost, at up to $0.30/kWh non-lighting, up to $0.16/kWh lighting, up to $0.40/therm (gas rate cannot exceed the gas utility's published rate)" — JCP&L Commercial and Industrial Incentives Guide, June 2026 v21, p. 48 (table checked visually from a rendered PNG); RCx-Lite rates and eligibility pp. 49-50 The programme page agrees: "Incentives capped at 70% of project cost."”

Our energy expert: Building size sorts these two, and a mid-size building is not shut out — it goes in the other door. Full retro-commissioning needs a building over 100,000 square feet saving more than 200,000 kWh in year one; RCx-Lite applies the same rates to projects saving more than 25,000 kWh a year. Both pay up to $0.30 per kWh on non-lighting measures, $0.16 per kWh on lighting and $0.40 per therm of realized savings, capped at 70% of project cost, and the Program Ally's investigation study is paid separately at up to 100% of study and service cost across three milestones. The commitments are the part to read twice: the building cannot have been commissioned in the last three years, and you agree in advance to implement everything the study identifies with a payback of two years or less. Understand that commitment before you book time with an Ally, because the study is where you find out what you signed up to build.

JCP&L Strategic Energy Management (SEM)

Estimated benefit: Up to $0.30 per kWh and up to $0.50 per therm on realized savings, capped at 70% of project cost. The Program Ally's services are incentivized separately against milestones.

Timing: Governed by the June 2026 v21 incentive guide and the Energy Management Program Guide printed 20250911_v10, within the Triennium 2 period ending 30 June 2027.

“"customer up to 70% of project cost at up to $0.30/kWh and $0.50/therm; 300 kW minimum peak demand; 200,000 kWh first-year savings" — JCP&L Commercial and Industrial Incentives Guide, June 2026 v21, pp. 51-52; eligibility also in the SEM fact sheet printed "SEMFactSheet_20260616_v3", p. 1”

Our energy expert: JCP&L publishes up to $0.30 per kWh and up to $0.50 per therm on realized savings, capped at 70% of project cost, but the eligibility gates are what decide whether you can get through the door. There are five: at least 300 kW peak demand, more than 200,000 kWh of first-year project savings, executive leadership commitment to the program, an approved SEM Program Ally, and agreement to implement measures with a payback of two years or less. A 50 kW retail site does not clear the first gate. If you clear 300 kW, test your savings projection against the 200,000 kWh floor before you approach JCP&L, because that is the gate borderline facilities fail.

JCP&L Virtual Commissioning (VCx) and Virtual Strategic Energy Management (vSEM)

Estimated benefit: Both are free to the customer. Virtual Commissioning is a complimentary remote analysis of meter data with no site visit, no equipment criteria, no fees and no paperwork, open to all commercial and industrial facilities. Virtual Strategic Energy Management is a complimentary 12-month service of one to two remote coaching sessions a month, for facilities with at least 300 kW peak demand, with no penalty for missing a session.

Timing: Both pages state effective dates of 1 January 2025 to 30 June 2027, the Triennium 2 program period. vSEM runs as a 12-month engagement, so a facility starting late in that window gets a shorter run.

“"Customer Incentives: No cost" and "Participation Requirements: Open to all C&I facilities" — JCP&L Virtual Commissioning (VCx) programme page, updated 2025-10-21; "Customer Incentives: No cost" and "Minimum peak demand of 300 kW" — Virtual Strategic Energy Management page, updated 2025-10-16. Guides: Virtual Commissioning (VCx) Program, printed 20250916_v1, p. 1; Virtual Strategic Energy Management, printed 20250609_v9, pp. 1-2”

Our energy expert: Neither of these pays an incentive, and that is exactly why they are worth knowing about: they are free services, which is why they never appear in JCP&L's incentive guide and why most customers never hear of them. Virtual Commissioning is a remote analysis of your meter data with no site visit, no equipment criteria, no fees and no paperwork, open to any commercial or industrial facility in JCP&L territory. Virtual Strategic Energy Management is a twelve-month engagement of one or two remote coaching sessions a month for facilities above 300 kW peak demand, with no penalty for a missed session. If you are not yet convinced a capital project is justified, start with Virtual Commissioning — it costs nothing to find out where the money is going, and because vSEM runs twelve months, starting it late in the program period gives you a shorter run.

Atlantic City Electric (Exelon) 5 programs

Atlantic City Electric Building Decarbonization Program

Estimated benefit: Base amounts: ground source heat pumps under 11.25 tons the lesser of $5,400/ton or 50% of install cost; air-source VRF up to $3,250/ton; cold-climate air source heat pumps (any size), water source heat pumps and water-cooled VRF including groundwater up to $3,000/ton; other air source single-package heat pumps and ductless mini-splits up to $2,500/ton; packaged terminal and single packaged vertical heat pumps the lesser of $5,000/unit or 50% of install cost; heat pump water heaters the lesser of $2,000/unit or 80% of install cost; electric forklift up to $6,000; electric ride-on mower up to $3,500, push mower up to $750, leaf blower, trimmer or chainsaw up to $100; panel upgrades, only alongside another measure, up to $7,500 per unit; custom the lesser of $300 per annual MMBtu of fuel saved or 60% of install cost. ACE is currently advertising 20-30% higher amounts — heat pumps up to $6,480, lawn equipment up to $4,200 and forklifts up to $7,200 — with the page stating the offer ends December 30th.

Timing: The enhanced amounts are stated to end December 30th. We could not confirm the year from the page, and the same undated banner was up three weeks earlier, so treat 30 December 2026 as unconfirmed until ACE says so. The base sales sheet is marked © 2026 and we could not find an expiry date on it; the program runs within ACE's Triennium 2 period to 30 June 2027.

“"Enhanced Incentives Available! You can get 20-30% additional incentives towards your upgrades: HVAC Heat Pumps: up to $6,480 (formerly $5,400) Electric Lawn Equipment: up to $4,200 (formerly $3,500) Electric Forklifts: up to $7,200 (formerly $6,000) Offer ends December 30th" — ACE Building Decarbonization Program page, retrieved 2026-10-06. Base table: Building Decarbonization Program sales sheet, "© Atlantic City Electric Company, 2026", pp. 1-2”

Our energy expert: ACE pays by the ton of installed capacity, so the equipment choice sets the money: ground source under 11.25 tons earns the lesser of $5,400 per ton or 50% of install cost, cold-climate air source and water source up to $3,000 per ton, ductless mini-splits and other air-source packages up to $2,500 per ton, and heat pump water heaters up to $2,000 per unit. Two conditions decide whether you are paid at all — the existing fossil system has to come out, with integrated controls if you keep any backup, and the work has to go through an approved Building Decarbonization Trade Ally. ACE is separately advertising figures 20 to 30% higher and dating that offer to December 30th; scope the project against the base table and get the uplift's end date from ACE in writing before you count on the larger number. Worth knowing before you compare quotes across a portfolio: JCP&L pays more per ton for the same cold-climate and air-source equipment, so which territory a building sits in changes the economics.

Atlantic City Electric Commercial & Industrial Prescriptive and Custom Incentives

Estimated benefit: Custom projects pay $0.30 per estimated annual kWh saved and $3.75 per estimated annual therm saved, with custom lighting at $0.16 per kWh, capped at the lesser of 75% of relevant project cost or a buy-down to a two-year payback. Prescriptive examples from the same brochure: smart thermostat (electric) $100; dual enthalpy economizer controls $250; variable-speed air-cooled chiller up to 1,000 tons $200/ton; variable-speed positive-displacement water-cooled chiller up to 600 tons $450/ton. The full prescriptive list runs to twenty-one pages.

Timing: The governing brochure is stamped "Updated: 4/8/2026". Custom measures must be pre-approved before installation; prescriptive measures can be applied for within 90 days of completion without pre-approval. An incentive offer must be accepted within 30 days and the project closed out within 120 days. ACE's prescriptive page separately advertises up to 50% extra on lighting "through December 30" without printing a year, so confirm that uplift's end date with ACE before counting on it.

“"$0.30 per estimated annual kWh saved, $3.75 per estimated annual therm saved, custom lighting $0.16 per kWh; capped at the lesser of 75% of relevant project cost or a buy-down to a 2-year payback" — Commercial and Industrial (C&I) Prescriptive and Custom Incentive Program, "Updated: 4/8/2026", 26 pp., p. 26; prescriptive examples p. 17, full list pp. 5-25”

Our energy expert: Prescriptive pays off a twenty-one-page equipment list; custom pays on estimated savings at $0.30 per annual kWh and $3.75 per annual therm, with custom lighting at $0.16 per kWh, and either way the ceiling is the lesser of 75% of project cost or a buy-down to a two-year payback. Custom measures must be pre-approved before anything is installed, while prescriptive measures can be claimed within 90 days of completion without pre-approval. The two deadlines that most often cost a business the money come after approval rather than before it: you have 30 days to accept an incentive offer and 120 days to close the project out. Equipment that has already taken an NJCEP or other New Jersey utility incentive cannot be paid twice, so settle the funding route before your contractor orders.

Atlantic City Electric Energy Management Program

Estimated benefit: HVAC tune-ups pay $300 per single-compressor unit, $400 per multiple-compressor unit and $250 per PTAC, PTHP or mini-split, capped at 80% of the tune-up cost, for units of 3 to 20 tons. Building tune-ups pay $0.32/kWh saved for lighting optimization, $0.64/kWh for HVAC, chiller, refrigeration and other electric optimization and $10.00/therm for gas optimization, up to 80% of project cost. Retro-commissioning pays $0.16/kWh, and monitoring-based commissioning $0.16/kWh plus $2.00/therm, both capped at 70% of implementation cost, with trade ally services covered up to 100%. Strategic Energy Management pays two $5,000 milestone payments in year one plus $0.04/kWh and, where applicable, $0.50/therm on verified first-year savings. Virtual commissioning is a free remote service.

Timing: The sub-program sales sheets are printed © 2025 with a stated offer period of 1 January 2025 to 30 June 2027, which is ACE's Triennium 2 period. HVAC tune-up applications must be submitted within 90 days of the service.

“"$300/unit single compressor, $400/unit multiple compressor, $250/unit PTAC, PTHP or mini-split; capped at 80% of tune-up cost; units 3-20 tons" — ACE HVAC Tune-up programme page and sales sheet SEM: "two $5,000 milestone payments in year 1 ... then $0.04/kWh and, where applicable, $0.50/therm on first-year verified savings" — SEM Participation Guide T2, p. 12, eligibility p. 5”

Our energy expert: Start with the HVAC tune-up if your units are 3 to 20 tons: $300 per single-compressor unit, $400 per multiple-compressor unit and $250 per PTAC, PTHP or mini-split, up to 80% of the tune-up cost, with no demand minimum and any qualified contractor accepted. Everything above that is gated on size — retro-commissioning and monitoring-based commissioning need 300 kW average peak demand, a building not commissioned in three years and a commitment to implement anything with an 18-month payback, and Strategic Energy Management adds a 50,000 square foot floor and an interval meter. The commissioning tracks pay $0.16 per kWh capped at 70% of implementation cost, building tune-ups pay $0.32 to $0.64 per kWh up to 80% of project cost, and SEM pays two $5,000 milestones in year one plus $0.04 per kWh on verified savings. If you sit below 300 kW, ask ACE about virtual commissioning instead — it is a free remote service and costs nothing to find out what it turns up.

Atlantic City Electric Engineered Solutions Program

Estimated benefit: Two tiers. Tier 1 uses an approved trade ally, covers 100% of a comprehensive energy audit, and pays an incentive that buys the project's simple payback down by up to six years, to no less than three. Tier 2 lets the customer use their own consultant, including after an audit or design is finished, and pays $0.50/kWh saved for lighting and $1.00/kWh for electric HVAC and other electric measures, capped at 60% of project cost or 80% for income-eligible multifamily. ACE states incentives are generally 20-60% of project cost. Interest-free financing through NEIF may cover the remaining cost for those who qualify.

Timing: The sales sheet is marked © 2025 with print code SB-0725 and we could not find an expiry date on it; the program runs within ACE's Triennium 2 period. Progress payment number one is 30% of the incentive at contract execution, so the contract date rather than completion starts the money moving.

“"Tier 2 ... rates Lighting $0.50/kWh, Electric HVAC $1.00/kWh, Electric Other $1.00/kWh" and "Incentives are generally 20–60% of the project cost" — Engineered Solutions Program sales sheet, printed "© Atlantic City Electric Company, 2025 / SB-0725", pp. 1-2; the same Tier 1 and Tier 2 structure appears on the programme page itself”

Our energy expert: Two doors into the same program, and which one suits you turns on whether you already have an engineer. Tier 1 uses an ACE-approved trade ally, covers the comprehensive energy audit in full, and sizes the incentive to buy your simple payback down by up to six years, never below three. Tier 2 lets you keep your own consultant — you can join after the audit or design is finished — and pays $0.50 per kWh saved on lighting and $1.00 per kWh on electric HVAC and other electric measures, capped at 60% of project cost or 80% for income-eligible multifamily. The first progress payment is 30% of the incentive at contract execution, so the contract date rather than completion starts the money moving; ask ACE which tier your project lands better in before you commission design work.

Atlantic City Electric Multifamily Program

Estimated benefit: For building owners of properties with three or more residential units and at least one ACE commercial account. Upgrades run through ACE's commercial pathways: prescriptive rebates on listed equipment, custom incentives of $0.30 per kWh and $3.75 per therm of estimated annual savings ($0.16/kWh for custom lighting) capped at 75% of project cost or a two-year payback whichever is less, and Engineered Solutions, which covers up to 80% of project cost for income-eligible multifamily buildings. Financing offered alongside the work is a separate loan from a third-party lender, subject to credit approval, and not part of the incentive. Ask ACE at 833-223-7297 who lends it and on what terms before you treat it as part of the project budget.

Timing: The multifamily sales sheet is marked © 2025 and the two trade-ally addenda are v1.0 issued January 2026; the program runs within ACE's Triennium 2 period to 30 June 2027. ACE's multifamily page is advertising six-month retroactive incentives, up to 50% higher incentives and no project service fees. We could not confirm an end date for that enhancement, and the only link behind it is an email address, so ask ACE directly how long it stands.

“Eligibility: "ACE customer with at least one commercial electric account; building has three or more residential units; building owner is the applicant" — Multifamily Program sales sheet, "© Atlantic City Electric Company, 2025", pp. 1-2 On the rates: "incentive amounts are set forth in the Program brochures" — Multifamily P/C Program Addendum, v1.0 Issued January 2026, p. 1”

Our energy expert: Three or more residential units plus at least one ACE commercial electric account puts you here, and the applicant has to be the building owner or manager — a tenant cannot file, and residents with their own direct-metered accounts go through ACE's residential programs instead. The money comes out of ACE's commercial pathways rather than a multifamily rate card: prescriptive rebates on listed equipment, custom at $0.30 per kWh and $3.75 per therm capped at 75% of cost or a two-year payback, and Engineered Solutions reaching up to 80% of project cost for income-eligible buildings. ACE is advertising an enhancement of six months of retroactive incentives, up to 50% higher levels and no project service fees, and the window is the thing to pin down — confirm with ACE at 833-223-7297 how long it stands and exactly what the retroactive six months covers before your contractor scopes the work. Ask on the same call whether every prescriptive line applies unchanged to a common-area project, because that brochure was written for commercial and industrial customers.

New Jersey Natural Gas (SAVEGREEN) 4 programs

New Jersey Natural Gas C&I Energy Management

Estimated benefit: Three tracks: Building Operations, Retro-Commissioning and Strategic Energy Management, with incentives based on project measures and confirmed savings. Under NJNG's approved program design: building tune-up gas optimization and boiler tune-up at $10.00 per therm up to 80% of project cost, furnace tune-up $600 up to 80%; retro-commissioning with trade ally audit, implementation and measurement services covered up to 100% and a customer incentive on verified savings of $0.64/kWh and $10.00 per therm up to 70% of project cost; strategic energy management with services up to 100% and the same $0.64/kWh and $10.00 per therm customer incentive up to 70%; virtual commissioning at $0.30/kWh and $10.00 per therm; and Building Operator Certification training at up to 70% of cost, capped at $1,000 per applicant.

Timing: Runs with NJNG's approved Triennium 2 program period, which ends 30 June 2027. Because every track pays against confirmed savings, the measurement and verification step rather than the install date releases the money, and the amounts in the plan are "up to" ceilings set per project at review.

“"Building tune-up: gas optimization $10.00/therm and boiler tune-up $10.00/therm, up to 80% of project cost; furnace tune-up $600, up to 80% ... Retro-commissioning: trade ally services (audit, implementation, M&V) up to 100%; customer/trade ally incentive on verified savings $0.64/kWh and $10.00/therm, up to 70% of project cost" — New Jersey Natural Gas Company Triennium 2 order, Attachment 1 Appendix H Energy Management, PDF p. 156 (printed p. 95), cross-checked against the identical table in the ETG order PDF p. 140, read visually NJNG's page states: "Incentives based on project measures and confirmed savings."”

Our energy expert: Three tracks — Building Operations, Retro-Commissioning and Strategic Energy Management — and in every one the incentive is set against confirmed savings, which means measurement and verification rather than the installation date releases the money. Under New Jersey Natural Gas's approved program plan the ceilings are gas optimization and boiler tune-ups at $10.00 per therm up to 80% of project cost, furnace tune-ups at $600 up to 80%, retro-commissioning and strategic energy management customer incentives at $0.64 per kWh and $10.00 per therm up to 70% of cost with trade ally services covered to 100%, virtual commissioning at $0.30 per kWh and $10.00 per therm, and Building Operator Certification training at up to 70% of cost capped at $1,000 per applicant. Those are plan ceilings rather than a published rate card, so ask NJNG for its current schedule rather than budgeting the maxima. The commissioning and SEM tracks suit facilities large enough to support measured savings; if yours is not, the tune-up and virtual commissioning routes are where to start.

New Jersey Natural Gas C&I Engineered Solutions

Estimated benefit: Under NJNG's approved program design, Tier 1 covers 100% of an up-front audit and buys the project's simple payback down by up to six years to no less than three; Tier 2 sets incentives for technical assistance and other project costs per project using a cost-effectiveness tool, up to 60% of project cost. NJNG's On-Bill Repayment Program offers 0% APR on 100% of the first $250,000 of remaining cost and 80% of the balance net of rebates, subject to funding.

Timing: Runs with NJNG's approved Triennium 2 program period, which ends 30 June 2027 — the date NJNG's own Prescriptive and Custom page gives. Do not use the date on the Engineered Solutions page itself: its footer still reads "Offer applies to qualifying equipment purchased and installed by June 30, 2025", which was re-confirmed still live on 6 October 2026 and is more than a year out of date.

“"Tier 1 (order p. 159): 100% incentive for an up-front audit; buys down simple payback by up to six years, to no less than three" and "Tier 2 (order p. 160): incentives for technical assistance and other project costs set per project with a cost-effectiveness tool, up to 60% of project cost" — Order Adopting Stipulation, New Jersey Natural Gas Company Triennium 2, BPU, 30 October 2024, Attachment 1 Appendix H Comprehensive Commercial Programs, PDF pp. 159-160 (printed pp. 98-99) Financing terms from the NJNG Engineered Solutions page, retrieved 2026-09-14”

Our energy expert: Ignore the date on NJNG's own Engineered Solutions page: its footer still says equipment must be purchased and installed by 30 June 2025, more than a year past, while the program actually runs to 30 June 2027 — the date NJNG's own Prescriptive and Custom page gives. A customer who takes that footer at face value concludes the program is over, which is exactly the wrong conclusion. Under NJNG's approved plan, Tier 1 covers 100% of an up-front audit and buys the project's simple payback down by up to six years, to no less than three, while Tier 2 sets technical assistance and project cost incentives per project using a cost-effectiveness tool, up to 60% of project cost. This is for municipalities, universities, schools, healthcare facilities and multifamily buildings in existing premises above 200 kW average annual demand, not new construction, and the 0% On-Bill Repayment that covers the remainder is debt you repay rather than program money. Get the governing date from NJNG in writing before you set a construction schedule.

New Jersey Natural Gas C&I Prescriptive and Custom Incentives

Estimated benefit: Prescriptive rebates on listed natural gas equipment: non-condensing hot water boiler $6 per MBh under 300 MBh, $5 per MBh at 300-2,500 MBh and $3 per MBh above 2,500 MBh; condensing boiler $1,000 per unit under 300 MBh above 90% AFUE; boiler tune-up $1 per MBh; unit heater at 90% AFUE $750 per unit; furnace $1,150 at 95% AFUE or more and $1,500 at 97% or more; furnace tune-up $250 per unit; storage water heater $600 under 55 gallons and $1,000 above, or $500 to $750 at 75-105 MBh by thermal efficiency; instantaneous water heater $750 under 200 MBh and $2,000 at 200 MBh or more; hot water recirculation demand control $2,800 per unit. Custom projects pay the lesser of 75% of approved project cost, first-year savings at up to $3.75 per therm, $0.16/kWh for lighting or $0.33/kWh for other measures, or a buy-down to a two-year payback, capped at $4 million per entity per program year.

Timing: Equipment must be purchased and installed by 30 June 2027, applications are due within 120 days of the contractor proposal being marked paid, and the schedule applies to equipment installed on or after 1 January 2025. Custom projects must be pre-approved before installation.

“Custom: "existing buildings; must pass benefit test; pre-approval required; ASHRAE 90.1-2019 baseline. Rebate is the lesser of 75% of approved project cost, or first-year savings capped at $3.75/therm, $0.16/kWh lighting, $0.33/kWh non-lighting, or a buy-down to no less than a 2-year payback; capped at $4M per entity per program year" — NJNG rebate chart 2025-chart-Custom-v2.JPG, read visually, archived in Program Sources/NJ/njng-savegreen-charts_2026-09-14/, with the same terms in the page text at savegreen.com/businesses/prescriptive-and-custom.aspx, retrieved 2026-09-14”

Our energy expert: Prescriptive pays per MBh of capacity on most gas equipment, so the size of the unit moves the money more than its price: non-condensing hot water boilers earn $6 per MBh under 300 MBh, $5 from 300 to 2,500 MBh and $3 above that; condensing boilers under 300 MBh above 90% AFUE earn $1,000 per unit; furnaces $1,150 at 95% AFUE or more and $1,500 at 97%; unit heaters at 90% AFUE $750; instantaneous water heaters $750 under 200 MBh and $2,000 at 200 MBh or more; hot water recirculation demand control $2,800 per unit; and boiler tune-ups $1 per MBh with furnace tune-ups at $250. Custom pays the lesser of 75% of approved project cost, first-year savings at up to $3.75 per therm, $0.16 per kWh for lighting or $0.33 per kWh for other measures, or a buy-down to a two-year payback, capped at $4 million per entity per program year — and it must be pre-approved and pass a benefit test against an ASHRAE 90.1-2019 baseline. Existing buildings only; new construction is not eligible here. Equipment has to be installed by 30 June 2027 with the application in within 120 days of the contractor proposal being marked paid, so have your contractor price the measure list against NJNG's current charts before anything is ordered.

New Jersey Natural Gas Multifamily Program

Estimated benefit: New Jersey Natural Gas splits the program at four storeys, and both tracks require NJNG gas service. Buildings of three storeys or less go through Multifamily Whole Home Energy Solutions: an energy audit followed by whole-building upgrades, with tiered rebates of up to $1,750 per unit capped at 50% of measure cost plus up to $50 per unit to the contractor, under NJNG's approved program design. Buildings of four storeys or more go through Energy Solutions for Multifamily, which pays equipment incentives on NJNG's commercial prescriptive and custom schedule; larger projects can use Engineered Solutions, which buys the project's simple payback down by up to six years to no less than three, rising to up to 80% of project cost for income-eligible properties. On-bill repayment is available.

Timing: Runs with NJNG's approved Triennium 2 program period, which ends 30 June 2027. The per-unit figures are "up to" ceilings in the approved plan, so the amount is set when the project plan is built after the audit. Applications run through gated DocuSign PowerForms rather than a downloadable form.

“"MF Whole Building (successor to MF HPwES): tiered cash rebate capped at 50% of measure cost, up to $1,750 per unit, plus up to $50 per unit to the contractor" — New Jersey Natural Gas Company Triennium 2 order, Attachment 1 Appendix H Multifamily Incentives, PDF pp. 163-164 (printed pp. 102-103), p. 163 read visually The storey split is on NJNG's own multifamily page, retrieved 2026-09-14”

Our energy expert: NJNG splits this at four storeys, and which side your building falls on changes the entire structure of what you are offered. Three storeys or fewer go through Multifamily Whole Home Energy Solutions: an energy audit, then whole-building upgrades with tiered rebates of up to $1,750 per unit capped at 50% of measure cost under NJNG's approved plan, plus up to $50 per unit that goes to the contractor rather than to you. Four storeys or more go through Energy Solutions for Multifamily, paid on NJNG's commercial prescriptive and custom schedule, with larger projects able to use Engineered Solutions, which buys the simple payback down by up to six years to no less than three and reaches up to 80% of project cost for income-eligible properties. You need NJNG gas service either way, the per-unit figures are plan ceilings set when the project plan is built after the audit, and applications run through gated DocuSign forms rather than a downloadable application — so confirm with SAVEGREEN which track your building is in, and exactly what the $1,750 applies to, before you scope the work.

South Jersey Gas C&I Energy Management

Estimated benefit: Covers strategic energy management, building operations, Building Operator Certification and commissioning. SJG's portal states a $1,000 upfront incentive for enrolling in Building Operator Certification at facilities of 50,000 or more conditioned square feet. The tune-up and commissioning rates are set in SJG's approved program plan rather than published on the portal: gas optimization and boiler tune-up at $10.00 per therm and furnace tune-up at $600, up to 80% of project cost; retro-commissioning and strategic energy management customer incentives at $0.64/kWh and $10.00 per therm up to 70% of project cost, with trade ally services covered up to 100%; and virtual commissioning at $0.30/kWh.

Timing: Runs with SJG's approved Triennium 2 program period, which ends 30 June 2027. The plan figures are "up to" ceilings, so the rate a project is offered is set at review.

“"$1,000 upfront incentive for enrolling" for Building Operator Certification at facilities of 50,000+ conditioned sq ft — SJG Energy Management portal page, read in a browser, retrieved 2026-09-14. Plan ceilings: Order Adopting Stipulation, South Jersey Gas Company Triennium 2, BPU, 30 October 2024, Attachment 1 Appendix H, PDF p. 145”

Our energy expert: One figure here is published by South Jersey Gas and the rest are plan ceilings, and that distinction should decide how you use them. SJG's own portal states a $1,000 upfront incentive for enrolling in Building Operator Certification at facilities of 50,000 or more conditioned square feet, which is a figure SJG puts in front of customers rather than a ceiling in a filed plan. The tune-up, commissioning and strategic energy management rates come from SJG's BPU-approved program plan rather than the portal: gas optimization and boiler tune-ups at $10.00 per therm and furnace tune-ups at $600 up to 80% of project cost, retro-commissioning and SEM customer incentives at $0.64 per kWh and $10.00 per therm up to 70% with trade ally services covered to 100%, and virtual commissioning at $0.30 per kWh. Do not assume SJG pays the plan maxima — its sister company Elizabethtown Gas publishes figures that differ from the same plan's ceilings — so ask SJG for its current schedule before you commit a facility to a commissioning engagement.

South Jersey Gas C&I Engineered Solutions

Estimated benefit: Incentives are determined on a project-by-project basis across two tiers. Under SJG's approved program design, Tier 1 covers the up-front audit in full and buys the project's simple payback down by up to six years to no less than three, and Tier 2 covers up to 60% of project cost. Five-year 0% APR on-bill repayment is available for the balance.

Timing: Runs with SJG's approved Triennium 2 program period, which ends 30 June 2027. Because each incentive is sized against the individual project's economics, the figure is set at project review rather than from a published schedule — so the audit is the step that produces the number.

“"Incentives are determined on a project-by-project basis" with two tiers and five-year 0% APR on-bill repayment — SJG Engineered Solutions portal page, read in a browser, retrieved 2026-09-14. Tier structure: Order Adopting Stipulation, South Jersey Gas Company Triennium 2, BPU, 30 October 2024, Attachment 1 Appendix H Comprehensive Commercial, PDF pp. 149-150”

Our energy expert: The audit is what produces the number here: incentives are determined project by project across two tiers, so there is no schedule to look up before you start. Under SJG's approved program plan Tier 1 covers the up-front audit in full and buys the project's simple payback down by up to six years, to no less than three, while Tier 2 covers up to 60% of project cost — plan ceilings rather than a published rate card. Tier 1 runs through an approved trade ally; Tier 2 allows a wider route with a cost-share cap instead of a payback buy-down. This is for comprehensive rather than single-measure projects on a South Jersey Gas non-residential rate code, with five-year 0% APR on-bill repayment available for the balance, which is debt you carry rather than program money — so book the audit instead of waiting for a rate card, because the audit is the rate card.

South Jersey Gas C&I Prescriptive and Custom Incentives

Estimated benefit: Prescriptive rebates on listed natural gas equipment, sharing the same measure codes and amounts as Elizabethtown Gas because both are SJI companies: $6.00 per MBh for a hot water boiler under 300 MBh, $1,150 per condensing furnace above 95% AFUE, $2,000 per low-intensity infrared heater, $3,000 per rack oven and $600 per ENERGY STAR storage water heater. Custom projects pay first-year savings at up to $3.75 per therm, $0.16/kWh for lighting or $0.33/kWh for other measures, capped at a two-year payback, 75% of project cost and $4 million per entity. Incentives rise 30% for multifamily properties in low- or moderate-income census tracts, low-income Overburdened Communities, Urban Enterprise Zones or Opportunity Zones.

Timing: The measures guide covers 1 January 2025 to 30 June 2027. Custom projects must be pre-approved and pass a benefit-cost test. Five-year 0% APR on-bill repayment is available for cost the rebate does not cover.

“"B1 hot water boiler <300 MBh $6.00/MBh" (p. 3); "F1 furnace >95% AFUE $1,150/unit; LIH1/LIH2 infrared $2,000/unit; rack oven $3,000/unit; WHS1 storage water heater $600/unit"; custom formula p. 6 — South Jersey Gas Prescriptive and Custom Measures, "January 1, 2025 - June 30, 2027", file SJG_Measures_NOV2025_UPDATE.pdf The same custom formula appears in SJG's approved plan, PDF pp. 144-145”

Our energy expert: Prescriptive here shares its measure codes and amounts with Elizabethtown Gas, because both are SJI companies: $6.00 per MBh on a hot water boiler under 300 MBh, $1,150 per condensing furnace above 95% AFUE, $2,000 per low-intensity infrared heater, $3,000 per rack oven and $600 per ENERGY STAR storage water heater, among the rest of a six-page measures guide. Custom pays first-year savings at up to $3.75 per therm, $0.16 per kWh for lighting or $0.33 per kWh for other measures, capped at a two-year payback, 75% of project cost and $4 million per entity, and it has to be pre-approved and pass a benefit-cost test before installation. Check the address before you scope: incentives rise 30% for properties in low-or-moderate-income census tracts, low-income Overburdened Communities, Urban Enterprise Zones or Opportunity Zones. Existing buildings only, new construction goes elsewhere, and because SJI's own documents give different amounts for a rack oven and a low-intensity infrared heater, confirm those two lines with SJG if they are in your job rather than budgeting either figure.

South Jersey Gas Multifamily Program

Estimated benefit: For SJG customers with multifamily properties of three or more units, from small residential buildings to high-rise towers. SJG reviews the property and builds a project plan. Under SJG's approved program design, whole-building upgrades earn tiered rebates of up to $1,750 per unit capped at 50% of measure cost, plus up to $50 per unit to the contractor, and larger projects follow the Engineered Solutions structure, rising to up to 80% of project cost for income-eligible properties. Commercial prescriptive rebates apply to central equipment such as $2,800 per water heater for hot water recirculation controls, and in-unit ENERGY STAR clothes washers earn $100 and dryers $100 to $300. Incentives rise 30% for properties in low- or moderate-income census tracts, Overburdened Communities, Urban Enterprise Zones or Opportunity Zones. Five-year 0% APR on-bill repayment is available.

Timing: Runs with SJG's approved Triennium 2 program period to 30 June 2027, and the measures guide covers 1 January 2025 to 30 June 2027. The per-unit figures are "up to" ceilings in the approved plan, so the amount offered is set when the project plan is built after the property review.

“Portal, read in a browser 2026-09-14: properties with three or more units, "from small residential buildings to large apartment complexes and high-rise towers", current SJG customer, with "enhanced incentives and financing options" for affordable housing or income-qualified residents. Amounts: South Jersey Gas Triennium 2 order, Attachment 1 Appendix H Multifamily Incentives, PDF p. 153; in-unit rates and uplift, SJG measures guide PDF p. 6”

Our energy expert: Three or more units, from a small residential building to a high-rise tower, and SJG reviews the property before any number exists. Under SJG's approved program design whole-building upgrades earn tiered rebates of up to $1,750 per unit capped at 50% of measure cost, plus up to $50 per unit that goes to the contractor rather than to you, while larger projects follow the Engineered Solutions structure and reach up to 80% of project cost for income-eligible properties. Central equipment goes on the commercial prescriptive schedule — $2,800 per water heater for hot water recirculation controls, for instance — and in-unit ENERGY STAR clothes washers earn $100 with dryers at $100 to $300. The 30% uplift for a low-or-moderate-income census tract, Overburdened Community, Urban Enterprise Zone or Opportunity Zone is the single thing most likely to move a marginal project, so check the address first, then book the property review and treat the figure offered at scope as the real one.

Elizabethtown Gas 3 programs

Elizabethtown Gas C&I Energy Management

Estimated benefit: Strategic Energy Management pays $0.50 per therm and $0.04 per kWh saved with no cost cap, and ETG pays 70% of the starting audit up to $10,000. Heating system tune-ups pay $1.00 per MBh for boilers and $250 per furnace, no more than the tune-up cost, once every three years per unit. Building operators at facilities of 50,000 or more conditioned square feet can receive a $1,000 upfront incentive to enroll in Building Operator Certification. Retro-commissioning, monitoring-based commissioning and virtual commissioning are also offered, with incentives set against verified savings.

Timing: Runs with ETG's approved Triennium 2 program period to 30 June 2027. Tune-up equipment is eligible once every three years per unit, so the three-year clock on a given boiler matters more than a program date. ETG's page states that no Building Operator Certification courses are currently scheduled, so the $1,000 enrollment incentive has nothing to enroll in at present — ask ETG when the next cohort runs.

“"$0.50 for each therm saved and $0.04 for each kWh saved – with no cost cap" and the BOC "$1,000 upfront incentive for enrolling" — ETG Energy Management programme page, retrieved 2026-09-14; "ETG will pay 70% of the audit cost, up to $10,000" — ETG Strategic Energy Management sell sheet v01, p. 1, with the audit cost table on p. 2”

Our energy expert: Strategic Energy Management is the substantial track here: Elizabethtown Gas pays $0.50 per therm and $0.04 per kWh saved with no cost cap, and contributes 70% of the starting audit up to $10,000. The gate is size, roughly 50,000 square feet or more and around 100,000 therms a year, with historical interval usage data required. Heating tune-ups are open far more broadly at $1.00 per MBh for boilers and $250 per furnace, once every three years per unit, so the three-year clock on a given boiler governs more than any program date. One thing to check before planning around it: the $1,000 Building Operator Certification incentive currently has no scheduled course to enroll in, so ask ETG when the next cohort runs.

Elizabethtown Gas C&I Engineered Solutions

Estimated benefit: ETG provides a no-cost ASHRAE Level 1 or 2 energy audit, engineering design, bid-ready documents, help selecting installers, construction administration and commissioning, with incentives structured so that lower-cost measures can offset higher-priced ones inside one bundled scope. Under ETG's approved program design the incentive covers up to 60% of project cost, rising to up to 80% for income-eligible properties. The balance of the project cost is yours, and ETG offers the On-Bill Repayment Program against it: that is a loan repaid on your gas bill and subject to credit approval, so ask ETG for the current rate and term before you sign.

Timing: Runs with ETG's approved Triennium 2 program period, which ends 30 June 2027. Because the audit, design and construction administration all sit inside the program, the practical constraint is lead time rather than an application cut-off — a comprehensive project started late in the period may not complete inside it.

“"For universities, hospitals, health care, commercial, industrial, multifamily and non-profit facilities taking on comprehensive upgrades" with a no-cost ASHRAE Level 1 or 2 audit and bundled-scope incentives — ETG Engineered Solutions Program fact sheet Cost caps: Order Adopting Stipulation, Elizabethtown Gas Company Triennium 2, BPU, 30 October 2024, Attachment 1 Appendix H”

Our energy expert: The service is the point here and it is substantial: ETG pays for an ASHRAE Level 1 or Level 2 audit, the engineering design, bid-ready documents, help selecting installers, construction administration and commissioning, none of which it bills to you. The construction itself is not covered that way: the incentive takes a share of project cost and the rest is yours. The incentive is structured so cheaper measures can subsidise expensive ones inside one bundled scope, which is how a measure that would never clear a payback test on its own gets built. Under ETG's approved program plan the incentive covers up to 60% of project cost, rising to up to 80% for income-eligible properties — those are plan ceilings rather than a customer rate card, so the figure that matters is the one your project is offered at review. Lead time is the real constraint: the program period ends 30 June 2027 and a comprehensive project started late may not finish inside it, so get the audit booked rather than pencilled in for next year.

Elizabethtown Gas Multifamily Program

Estimated benefit: Several pathways for buildings of three or more units. Under ETG's approved program design, whole-building upgrades earn tiered rebates of up to $1,750 per unit capped at 50% of measure cost, plus up to $50 per unit to the contractor, and larger projects follow the Engineered Solutions structure at up to 60% of project cost, rising to up to 80% for income-eligible properties. Commercial prescriptive rebates apply to central equipment, for example $2,800 per water heater for hot water recirculation controls, and in-unit ENERGY STAR clothes washers earn $100 and dryers $100 or $300 for ENERGY STAR Most Efficient. Incentives rise by 30% for properties in low- or moderate-income census tracts, Overburdened Communities, Urban Enterprise Zones or Opportunity Zones. Five-year 0% on-bill repayment is available.

Timing: Runs with ETG's approved Triennium 2 program period, which ends 30 June 2027, and the measures guide covers 1 January 2025 to 30 June 2027. The per-unit and per-contractor amounts are "up to" ceilings in the approved plan rather than a published rate card, so the figure a given project is offered is set when the scope is reviewed.

“"MF Whole Building tiered rebate up to $1,750 per unit, capped at 50% of measure cost, plus up to $50 per unit to the contractor" — Order Adopting Stipulation, Elizabethtown Gas Company Triennium 2, BPU, 30 October 2024, Attachment 1 Appendix H Multifamily Incentives, PDF pp. 146-147 In-unit appliance rates and the 30% uplift: ETG Prescriptive and Custom Measures guide, PDF p. 6”

Our energy expert: Three or more units gets you in, and the uplift rather than the base rate is what decides a marginal project: incentives rise 30% for properties in a low- or moderate-income census tract, an Overburdened Community, an Urban Enterprise Zone or an Opportunity Zone, so check the address first. Whole-building work earns tiered rebates of up to $1,750 per unit under ETG's approved plan, capped at 50% of measure cost, while larger projects follow the Engineered Solutions structure at up to 60% of cost, or up to 80% for income-eligible properties. In-unit appliances are separate and smaller, $100 for a clothes washer and $100 or $300 for a dryer, and central equipment goes on the commercial prescriptive schedule — $2,800 per water heater for hot water recirculation controls, for example. The per-unit figures are ceilings in a filed plan rather than a published rate card, so treat the number offered at scope review as the real one, and note that the $50 per unit contractor incentive goes to the installer, not to you.

NJ Economic Development Authority 3 programs

Clean Tech Research and Development (R&D) Voucher Program (Round 3)

Estimated benefit: Vouchers toward use of university and government lab facilities, up to a cap of $40,000 in any 12-month period.

Timing: "The application for this program is currently open." Vouchers valid 12 months from the approval letter.

“"Eligible applicants can apply for multiple Vouchers up to a cap of $40,000 within any twelve (12)-month period." (NJEDA Clean Tech R&D Voucher Program Round 3 page, retrieved 2026-10-06)”

Our energy expert: This is laboratory access for early-stage clean-tech companies, not an incentive for a building or a fleet — if you own property and want your energy bill down, you are in the wrong program. Vouchers go toward using participating New Jersey university or government lab facilities, capped at $40,000 in any twelve-month period, with each voucher valid twelve months from the approval letter. Applications are open. NJEDA's own page describes the round as Round 3 in one place and Round 2 in another, so confirm which round you are applying into and what its terms are before you build a research schedule around the voucher.

NJ Cool Pilot Program, Phase 2

Estimated benefit: $25 million; grants of $50,000 to $1 million for heating and cooling system upgrades plus on-site renewable generation or storage in Overburdened and Adjacent Community census blocks; $3 million maximum per EIN.

Timing: Not yet open; NJEDA will post the application opening date on the program page.

“"The NJEDA Board has approved a Phase 2 of the NJ Cool Pilot Program. The Program is not yet accepting applications, please check back for updates on the application opening date." (NJEDA NJ Cool Program page, retrieved 2026-10-06)”

Our energy expert: Not open yet — NJEDA will post the application opening date on the program page, and the useful work now is settling the location test. Eligibility turns on whether your building sits in a State-designated Overburdened or Adjacent Community census block, which you check against the blue or yellow areas of NJDEP's EJMAP, and commercial and industrial applicants additionally have to be under $5 million in revenue. The $25 million round would pay grants of $50,000 to $1 million for heating and cooling upgrades combined with on-site renewable generation or storage, capped at $3 million per EIN, with State government entities excluded. If your block qualifies, have the mechanical scope and the renewable or storage component designed before the window opens, because a grant with a posted opening date rewards whoever is ready on the day.

Take Charge Program (fleet EV charging with solar and/or storage)

Estimated benefit: Reimbursement of up to 50% of eligible project cost (cap potentially raised by 5 percentage points each for Overburdened or Adjacent Community location and for small-business applicants), minimum $100,000, maximum $5 million per EIN; $25 million pilot.

Timing: OPEN since Monday 5 October 2026, 10:00 a.m.; reviewed on a rolling basis; $25 million pilot, with Board-delegated authority to raise it to $50 million if demand exceeds the initial allocation (memo p.1).

“"Minimum award amount per project: $100,000 ... Maximum award amount per EIN: $5 million. The award amount will be capped at 50% of eligible project costs." (Take Charge Program Approved Board Memo, NJEDA, August 20, 2026, p.5); "The Take Charge Program application is now open." (NJEDA Take Charge page, retrieved 2026-10-06)”

Our energy expert: Open as of 5 October 2026 and reviewed on a rolling basis, which on a $25 million pilot means being early genuinely matters. It reimburses up to 50% of eligible project cost, potentially rising five percentage points each for an Overburdened or Adjacent Community location and for a small-business applicant, with a $100,000 minimum and a $5 million maximum per EIN. The structural requirement is what you design around: the chargers have to go in together with on-site renewable generation or battery storage, with renewable and storage costs capped at 60% and design costs at 15% of eligible cost, and you need two or more commercial vehicles or a charging-as-a-service arrangement with an identified fleet customer. The stacking rules will shape your funding plan — a utility incentive may be combined only to 90% of cost in total, and no other State or federal charging incentive may be stacked at all — and construction has to use NJ DOL Public Works registered contractors at prevailing wage, with three years of charger usage data and proof of managed-charging enrollment afterwards. There is a non-refundable $500 application fee per project, so settle eligibility with NJEDA before you file.

Rockland Electric Company (Orange & Rockland) 3 programs

Rockland Electric Instant Lighting Incentive Program (New Jersey)

Estimated benefit: The discount comes off at the counter at participating distributors rather than being claimed afterwards, subject to a minimum customer contribution per item. Under the 2026 chart: LED troffer 1x4 or 2x2 $30 with a $15 minimum contribution, 2x4 $35; linear ambient $60 at 4 ft and $100 at 8 ft; stairwell $50; refrigerated case lighting $15 to $25; high bay $75 at 5,000-9,999 lumens rising to $250 at 40,000 lumens or more; low bay $75 to $150; exterior wall packs, floods, canopy and pole luminaires $50 up to 4,999 lumens rising to $300 at 40,000 lumens or more, with a $15 minimum contribution.

Timing: The chart in force is the 2026 Incentive Chart, printed effective 01/01/2026. Because the discount is taken at the distributor, the rate that applies is the one on the chart current at the date of purchase rather than at project completion — a chart revision mid-project changes what later purchases earn.

“"1x4 or 2x2 LED troffer $30 ($15 minimum contribution), 2x4 $35; linear ambient 4 ft $60, 8 ft $100; stairwell $50 ... high bay $75 (5,000-9,999 lm) up to $250 (≥40,000 lm)" — Instant Lighting Incentive Program 2026 Incentive Chart, Effective 01/01/2026, 5 pp., p. 1 read visually from a rendered PNG; exterior luminaires p. 2”

Our energy expert: No application and no waiting for a cheque — the discount comes off at the counter at a participating distributor — but there is a minimum customer contribution on every item, so the program never covers a full fixture. The 2026 chart pays $30 on a 1x4 or 2x2 LED troffer and $35 on a 2x4, $60 on a 4-foot linear ambient fixture and $100 on an 8-foot, $50 on a stairwell fixture, $15 to $25 on refrigerated case lighting, $75 to $250 on high bay by lumen output, $75 to $150 on low bay, and $50 to $300 on exterior wall packs, floods, canopy and pole luminaires. Because the discount is taken at purchase, the chart in force on the day you buy governs — a revision mid-project changes what later purchases earn. Have the distributor confirm the current chart and the minimum contribution per item before you release a large order.

Rockland Electric Home Energy Assessment for Multi-Family (New Jersey)

Estimated benefit: A no-cost energy assessment that may include installation of some smaller energy-saving items at the time of the visit. Larger upgrades identified by the assessment are routed into RECO's commercial prescriptive, custom and instant lighting programs, which carry their own published rates.

Timing: Assessments are booked on request rather than to a closing date, and the program runs within RECO's Triennium 2 period to 30 June 2027. Any equipment incentive that follows is governed by the rate schedule of the commercial program the measure falls into.

“Page text read in a browser 2026-09-14: market-rate properties with three or more units and a shared common area; contact ICF. We did not locate a program document behind the page; the one PDF link we found goes to Orange & Rockland's corporate sustainability report.”

Our energy expert: A no-cost assessment that may include some smaller energy-saving items installed during the visit — the value here is the survey, not a rebate. Anything larger the assessment identifies is routed into Rockland's commercial prescriptive, custom or instant lighting programs, each with its own terms, so what you are ultimately paid depends on which program each measure lands in. It is for market-rate multifamily properties in Rockland's New Jersey territory with three or more units and a shared common area, delivered by ICF on Rockland's behalf, so the contact route runs through ICF rather than the utility. Book the assessment first, then ask which follow-on program each recommended measure falls under, because that is where the money is actually decided.

Rockland Electric Prescriptive Rebate Program (New Jersey)

Estimated benefit: Rebates designed to cover up to 50% of the incremental measure cost of high-efficiency equipment, across lighting and controls, HVAC, refrigeration, kitchen equipment, electronically commutated motors, electric water heaters, plug load controls, agriculture and variable-speed drives. Examples from the posted measure workbook: LED troffer 1x4 or 2x2 $30 per fixture and 2x4 $35; LED linear ambient $20 at 2 ft rising to $50 at 8 ft; stairwell luminaire $50; unitary air conditioner or heat pump up to 5.4 tons $75/ton at Tier 1 (SEER 16) and $100/ton at Tier 2 (SEER 18).

Timing: We could not find a revision date on the posted measure workbook, and the program runs within RECO's Triennium 2 period. Some rebates need an on-site inspection before payment, so the inspection rather than the install date releases the money. Gas measures go through PSE&G or Elizabethtown Gas instead, and new construction goes through NJCEP.

“"designed to cover up to 50 percent of the INCREMENTAL MEASURE COST" — RECO New Jersey Prescriptive Rebate Program page, retrieved 2026-09-14. Per-measure amounts: RECO's Commercial and Industrial Prescriptive Incentives workbook, Lighting and HVAC sheets, archived 2026-09-14_reco-nj-ci-prescriptive-measure-list.xlsx with one CSV per sheet”

Our energy expert: Designed to cover up to 50% of the incremental cost of high-efficiency equipment, across lighting and controls, HVAC, refrigeration, kitchen equipment, electronically commutated motors, electric water heaters, plug load controls, agriculture and variable-speed drives. The posted measure workbook carries the per-item answers — $30 per 1x4 or 2x2 LED troffer and $35 per 2x4, $20 to $50 per linear ambient fixture by length, $50 per stairwell luminaire, and $75 per ton at Tier 1 or $100 per ton at Tier 2 on unitary air conditioners and heat pumps up to 5.4 tons. Two routing rules save wasted effort: gas measures go through PSE&G or Elizabethtown Gas and are paid by that utility, and new construction goes to the state's New Construction Program instead of here. Some rebates need an on-site inspection before payment, so the inspection rather than the install date releases the money — and ask Rockland to confirm that the workbook you are working from is the current edition before you price a large measure list.

PSE&G (Public Service Electric and Gas) 2 programs

PSE&G Business Energy Efficiency — Prescriptive and Custom

Estimated benefit: Prescriptive equipment rebates on listed measures across heat pumps, HVAC systems, motors and drives, lighting, refrigeration, water heaters and food service equipment, with custom incentives for projects outside the list. PSE&G advertised an uplift of "50% or more increased incentives on eligible equipment" running to 30 September 2026, a date that has now passed.

Timing: The underlying program runs with PSE&G's approved Triennium 2 plan from 1 January 2025 to 30 June 2027. PSE&G states its programs are subject to change, including termination, without prior notice.

“"50% or more increased incentives on eligible equipment. Now through September 30, 2026." — PSE&G Prescriptive Program page, read 2026-09-14. The programme's measure categories, read 2026-10-06: "Heat Pumps, HVAC Systems, Motors and Drives, Lighting, Refrigeration, Water Heaters, Food Service Equipment". Structure as approved: Order Adopting Stipulation, Public Service Electric and Gas Company Triennium 2, BPU, 30 October 2024, Attachment 1”

Our energy expert: The "50% or more increased incentives" uplift PSE&G advertised expired on 30 September 2026, so the base schedule applies unless PSE&G has extended it — settle that before you let a contractor quote against the higher figure. Prescriptive rebates are paid per measure across heat pumps, HVAC systems, motors and drives, lighting, refrigeration, water heaters and food service equipment, with custom incentives for work outside the list; the per-measure amount is set in PSE&G's program documents rather than on its customer pages, so the way to get your number is to have a participating contractor or PSE&G's program team price your measure list. Eligibility reaches further than people assume: fifteen New Jersey counties on the electric side, and the intake form also accepts customers whose electric service is Atlantic City Electric, JCP&L, a municipal utility or Orange & Rockland where PSE&G supplies the gas — which is how a gas-measure project reaches PSE&G from another electric territory. PSE&G states its programs are subject to change, including termination, without prior notice, so get the current schedule in writing before you order equipment.

PSE&G Multifamily Program

Estimated benefit: Starts with a no-cost, no-obligation energy assessment for buildings with three or more units, including garden and mid-rise apartments and commercial, industrial and mixed-use high-rise buildings, then builds a project plan from several pathways. Under PSE&G's filed and approved program design, whole-building projects earn tiered rebates of up to $1,750 per unit capped at 50% of measure cost, plus a contractor incentive of up to $50 per unit; larger projects follow the Engineered Solutions structure, buying the project's simple payback down by up to six years to no less than three, rising to up to 80% of project cost for income-eligible properties on the Tier 2 track. Prescriptive equipment rebates and on-bill repayment of the remaining cost are also available.

Timing: The approved program plan runs 1 January 2025 to 30 June 2027. PSE&G's page states the program is "subject to change, including termination, without prior notice", so there is no protected window — which is itself the reason to get an assessment booked rather than wait.

“"Multifamily Incentives (not including repayment plans)" table: MF Whole Building tiered cash rebate capped at 50% of measure cost, "up to $1,750 per unit" (existing was $1,500), plus a contractor incentive of up to $50 per unit; income-eligible Engineered Solutions Tier 1 "Keep to 6 year buydown", Tier 2 "up to 80% of project costs" — Order Adopting Stipulation, Public Service Electric and Gas Company Triennium 2, BPU, 30 October 2024, Attachment 1, PDF p. 165 (printed "Attachment 1, Page 99 of 113") Note 2 of that table: "All rebates will be offered equal to or less than the 'Up to' value."”

Our energy expert: PSE&G defines multifamily broadly — three or more units, explicitly including commercial, industrial and mixed-use high-rise buildings — so this reaches property types whose owners usually assume they fall outside residential programs. The assessment carries no cost and no obligation, which makes it a low-risk first look. Under PSE&G's filed and approved program plan, whole-building projects earn tiered rebates of up to $1,750 per unit capped at 50% of measure cost plus a contractor incentive of up to $50 per unit, and larger projects follow the Engineered Solutions structure, buying the simple payback down by up to six years to no less than three or reaching up to 80% of project cost for income-eligible properties on the Tier 2 track — those are ceilings in a filed plan, not a rate card, so the figure your project is offered is set at review. PSE&G says the program is subject to change, including termination, without prior notice, so there is no protected window: book the assessment and have a qualified contractor carry its recommendations into the application rather than waiting for a better moment.

NJ Board of Public Utilities (administered by the Center for Sustainable Energy) 1 program

Charge Up - Multi-Unit Dwelling (MUD) EV Charging Program (FY27)

Estimated benefit: Up to $4,000 per dual-port networked Level 2 charger, $6,000 in an Overburdened Municipality or for deed-restricted 100% affordable housing; plus up to $5,000 make-ready (50% of cost) in non-investor-owned-utility territory.

Timing: Open; funding status 'Available', gauge last updated 9/18/2026 with application data as of 9/1/2026. Two-step process: reserve funds, then claim after installation.

“"The program offers up to $4,000 for the purchase of dual-port, networked Level 2 EV charging equipment or up to $6,000 for eligible MUDs located in a designated Overburdened Municipality. For those in non-IOU territories, the Program also offers up to $5,000 towards the make-ready costs of installing L2 chargers." (Charge Up NJ MUD program page, retrieved 2026-10-06; FY27 MUD T&C Version One July 1, 2026, p.7)”

Our energy expert: Five or more units with dedicated off-street parking is the gate, and the per-site cap scales with the building: up to three chargers for 5 to 40 units, six for 41 to 100, twelve for 101 to 200 and twenty-four above 200. Each dual-port networked Level 2 charger earns up to $4,000, rising to $6,000 in an Overburdened Municipality or for deed-restricted 100% affordable housing, with up to $5,000 of make-ready at 50% of cost if the property sits outside investor-owned utility territory. The equipment specification is strict — ENERGY STAR certified, UL2594-listed, dual-port, networked, and accessible to all residents — so confirm the model against the list before you order. It runs in two steps, reserve the funds then claim after installation, and the funding gauge updates monthly, so check it again at procurement rather than trusting the reading you took at design.

M-RISE — Multifamily Retrofit Initiative for Sustainability and Equity — NJ Board of Public Utilities / Resource Smart

Estimated benefit: Not yet open for rebate applications. Resource Smart, the program administrator, indicates that income-qualified multifamily properties with five or more units may be eligible for rebates of up to $30,000 per unit, depending on project scope, energy savings and final eligibility rules — an indicative ceiling, not a rate card. What is available today is an interest form and no-cost preliminary technical assistance.

Timing: No application deadline exists yet because applications have not opened. NJCEP's status line reads "Program Landing Page Live" and interest forms are open for properties and developers and for contractors and workforce partners. Incentive levels will be set when program design is finalized, and Resource Smart says a program-specific website will host the application forms at launch.

“"Income-qualified multifamily properties in New Jersey with five or more units may be eligible to rebates up to $30,000 per unit for energy-efficient upgrades, depending on project scope, energy savings, and final program eligibility requirements." — Resource Smart M-RISE page, linked from NJCEP, retrieved 2026-09-14. NJCEP's own page, retrieved 2026-10-06: "M-RISE is currently in the pre-launch phase. Program design, eligibility requirements, incentive structures, and participation requirements are continuing to be finalized."”

Our energy expert: Not open for applications yet, and that is the headline. What exists today is an interest form and no-cost preliminary technical assistance; the administrator, Resource Smart, indicates income-qualified multifamily properties with five or more units may be eligible for rebates of up to $30,000 per unit depending on scope, savings and final eligibility rules — an indicative ceiling rather than a rate card, and the rules are not written yet. Eligibility is unsettled too: Resource Smart describes five or more units and income-qualified, while NJCEP describes garden, mid-rise and high-rise buildings serving residents between 80% and 120% of area median income with no unit count, so carry both tests until launch. File the interest form and take the free technical assistance now — that is what positions a building for a program that has not opened, and the assistance is worth having whether or not the rebate lands where you hope.

NJ Board of Public Utilities / New Jersey's Clean Energy Program 1 program

New Construction Program (NCP)

Estimated benefit: Per square foot of conditioned space: $0.25 Bundled Pathway, $0.50 Streamlined Pathway, and $1.00 to $2.50 High Performance Pathway ($1.00 Non-Proxy, LEED or ENERGY STAR, $1.75 DOE Efficient New Homes, $2.50 PHIUS or PHI). Streamlined and High Performance can add an electrification bonus of $1.50/sq ft all-electric, or $1.00 heat pump space heating plus $0.25 heat pump water heating, or instead a greenhouse gas reduction bonus of $0.25 to $1.50/sq ft; a project takes the electrification bonus or the GHG bonus, not both. Further adders of $0.15 to $1.00/sq ft apply for industrial or high energy intensity buildings, affordable housing, and sites in Urban Enterprise Zones, Opportunity Zones or Overburdened Communities. The Alternative Performance Pathway instead pays $0.16/kWh and $1.60/therm of estimated savings. Non-residential minimum incentives are $5,000 Bundled, $10,000 Streamlined and $15,000 High Performance.

Timing: Program open as of 6 October 2026; NJCEP's status line reads "Program Open" and the program runs continuously rather than in rounds, governed by Program Guidelines v2.0 revised 13 July 2026. The date that binds a project is its own: incentives are committed when design documentation is approved and paid after construction, as-built approval and QA/QC, so the design-approval date is what locks in the rate, not the completion date.

“"Bundled $0.25/sq ft; Streamlined $0.50/sq ft; High Performance $1.00/sq ft (Non-Proxy, LEED, ENERGY STAR), $1.75/sq ft (DOE Efficient New Homes), $2.50/sq ft (PHIUS, PHI)" — Table 1 base incentives, New Construction Program Program Guidelines v2.0 Revised 07.13.26, p. 11 (PDF p. 15), table read visually from a rendered PNG; Table 3 Alternative Performance-Based Pathway "$0.16/kWh and $1.60/therm", p. 13”

Our energy expert: Bring this up with your architect rather than after the drawings are done: incentives are committed when design documentation is approved, so the design-approval date rather than completion is what locks in your rate. The pathways pay per square foot of conditioned space — $0.25 Bundled, $0.50 Streamlined, and $1.00 to $2.50 High Performance depending on which certification you reach — with an electrification bonus of up to $1.50 per square foot for all-electric, or a greenhouse gas reduction bonus of $0.25 to $1.50 instead, never both, plus adders of $0.15 to $1.00 for industrial or high energy intensity buildings, affordable housing, and sites in Urban Enterprise Zones, Opportunity Zones or Overburdened Communities. Non-residential minimums are $5,000 Bundled, $10,000 Streamlined and $15,000 High Performance, and the Alternative Performance Pathway instead pays $0.16 per kWh and $1.60 per therm of estimated savings. One point where NJCEP's own documents disagree: the program page says participants must use a firm registered in the Partner Network, while the program guidelines exempt the Bundled Pathway from that requirement — if you have a small project you would rather submit yourself, ask NJCEP which governs before you hire anybody.
