Contractor Network Standards
Published by Synkompass Media LLC, which owns and operates GetEnergyRebates.com. Version 1.0. Effective October 30, 2026.
1. What this document is and who stands behind it
Synkompass Media LLC owns and operates GetEnergyRebates.com. It is the company you contract with when you apply to the Contractor Network, and it is the controller of the consumer information the site collects and releases. GetEnergyRebates.com is a website that company operates. The website is not itself a company and is not a party to anything you agree to here.
These are contract terms, not guidance. They bind you from the moment you submit an application, which matters because an application can be declined. The disclosure duties in section 5, the record-keeping duty in section 15 and the customer-information obligations in section 11 apply to an applicant who is never accepted.
Synkompass Media LLC does not license, certify, accredit or supervise anyone. It is a publisher that introduces consumers to contractors. Nothing in this document gives it a role in your work.
2. Definitions
Seven words are used in a particular way throughout, and one name is used for the thing you join.
- Contractor Network, or the Network: the contractors Synkompass Media LLC has accepted and has not removed. It is a business arrangement, not a public listing. Synkompass Media LLC does not publish a contractor directory, and your membership is not displayed anywhere on GetEnergyRebates.com.
- Member: a contractor whose application has been accepted and whose membership has not been suspended or ended.
- Application: the form and documents you submit to join, together with the attestations you check when you submit them.
- Lead: one record of one consumer’s request to be introduced to a contractor, created when that consumer asks to be matched on GetEnergyRebates.com.
- Claim: your act of taking a particular lead, by paying its price or by spending a credit.
- Introduction: the release of that consumer’s contact details to you on your claim, and the message that carries them.
- Fee and Lead Schedule, or the Schedule: the separately published, separately dated document that carries every price, credit, promotion and payment term. Section 9 incorporates it into these Standards.
3. Who may apply, and the licensing standard
You apply as an operating business. To apply, and to stay a member, you hold every license, registration and permit the work you perform requires in each place you serve.
You determine what those are. Synkompass Media LLC does not know which license a given scope of work requires in your state, your county or your city, and it does not tell you. That judgment is yours and it stays yours.
Each license you list carries its issuing jurisdiction, its number and its expiration date. The date is required because of what the date triggers: a license that shows as expired on its face routes to the owner of Synkompass Media LLC for a documented decision, by the same route section 5 describes. Without the date that cannot happen, so a license entry missing it is an incomplete application.
If you give references, you confirm you have those people’s permission to pass on their contact details and to have them contacted about your work. Getting that permission is your job, not ours.
4. Insurance and workers’ compensation
The standard is what the law requires of you, plus whatever the utility or state program administrator requires of contractors participating in its program. Synkompass Media LLC sets no minimum of its own, in any amount and in any coverage line.
Which programs you participate in, and what each administrator requires of you to participate, is yours to determine and yours to maintain, program by program. Synkompass Media LLC does not check it and does not track it.
Certificates you send are collected and retained. They are not assessed for adequacy. Our holding a certificate is not confirmation that your coverage is in force, that it is adequate for the work, or that it is current.
If you claim an exemption from workers’ compensation, that is your assertion and you must be able to substantiate it to whoever asks. Synkompass Media LLC takes no position on whether any exemption is available to any business.
5. Required disclosures, and what an adverse answer does
Two questions are asked on the application. Whether the company or any listed license has had a suspension, revocation, debarment or unresolved disciplinary action in the past five years. And whether there are current material legal claims related to workmanship, safety, fraud or consumer protection.
Both are continuing duties. Answer them when you apply, and tell us promptly if either becomes true later, whether you are a member by then or an applicant still waiting.
A “yes” to either question routes to the owner of Synkompass Media LLC, as principal of the company, for a documented decision. It is not an automatic rejection and it is not ignored. A license showing as expired on its face routes the same way. An unexplained “yes” cannot be decided either way, so an explanation is required whenever either answer is yes.
That decision is a business decision about Network membership. It is not a finding, an investigation, a clearance, an adjudication or a determination about your fitness, your competence or your compliance with anything. Synkompass Media LLC makes none of those and claims none of them. No timeframe attaches to the decision.
6. What Synkompass does with the information, and what it does not verify
What happens to what you send is this. Your documents are received, reviewed for completeness and retained. Where you state a credential and the body that issued it publishes a way to check it, that check may be run. Where the issuing body publishes no such check, the credential stands on your own attestation, and that is the whole of it.
That process is called credential review. It is the only name this site uses for it, and the word “review” is doing exact work: a review is something Synkompass Media LLC performs, where a verification would be a result it cannot stand behind.
Credential review does not include any of the following: confirmation that a license is adequate for a given scope of work, assessment of whether your insurance is adequate, verification of your references as a condition of membership, a background check, a credit report, a consumer report of any kind, confirmation of your workmanship, an inspection, a certification, or an endorsement.
Acceptance into the Network is not a representation to any consumer, any utility or any program administrator that Synkompass Media LLC has verified your credentials. It has not verified them. Synkompass Media LLC does not describe you as verified, approved, vetted, screened or certified, and under section 12 you may not describe yourself that way either.
Your own obligations in sections 3, 4 and 15 follow from this section. You hold the licenses and you keep your own record current precisely because nobody here is checking behind you.
7. What membership is, and what Synkompass does not promise
Applications are reviewed and may be declined. Network membership does not guarantee introductions, projects, revenue, or payment. Any applicable referral fee is disclosed before acceptance. Contractors remain responsible for licensing, insurance, estimates, contracts, program verification, permits, code compliance, workmanship, and customer claims.
Membership carries no promise about how many leads arrive, how often they arrive, where they are, how large the projects are, or how good the leads turn out to be.
Membership carries no territory and no category exclusivity. Another contractor may serve the same county, the same ZIP code and the same trade as you.
No lead is promised to be reachable, to be responsive, to be eligible for any program, or to become a project.
A consumer appearing in a lead has asked for an introduction. That is the whole of what it means. It is not confirmation that the consumer qualifies for anything.
GetEnergyRebates.com provides educational program matching, not final eligibility approval.
8. How a lead arises, exclusivity, and the claim
A lead starts with a consumer on GetEnergyRebates.com who asked to be matched with a contractor. Nobody is matched who did not ask.
A lead is offered to you, and nothing happens until you claim it. You have to take it affirmatively, and no fee arises from an offer you ignore or decline.
Claims are exclusive, and the first claim takes the lead, whether it was paid for or taken with a credit. Once claimed, that lead record is not offered to anyone else.
“Exclusive” is narrow here, and it means one thing: that lead record is yours and goes to no one else. It is not a promise that the consumer is not already talking to other contractors. It is not a promise that the consumer will not come back to the site and submit again. It is not a promise that no other lead will ever arise from the same household, the same address or the same ZIP code. And it gives you no claim on the consumer’s project, which stays the consumer’s to award to anyone.
The consumer’s full contact details are released on your claim and not before, so you commit before you see them. Section 9 covers how that is priced and section 11 covers what you may do with those details once you have them.
9. Fees, the incorporated schedule, and when they are disclosed
Prices are not in this document. They are in the Fee and Lead Schedule, which is published separately, carries its own version identifier and effective date, and is incorporated into these Standards by reference. The Schedule can change without this document changing.
The current Schedule is given to you before you are accepted and before you are charged anything.
No fee arises until you claim a lead. The price of a particular lead is shown to you before you claim it, so the number is in front of you at the moment you decide.
Price varies with the mix of programs in the lead. A lead where the consumer is looking at a heat pump or a solar array is priced above one where they are looking at insulation or air sealing, and both sit inside a published range. The Schedule carries the ranges. What the consumer agreed to about being contacted does not change the price, and it is a hard term either way: section 11 governs it.
If you claim a lead and cannot reach the consumer after genuine attempts, or the lead duplicates one you already hold, or it is materially different from what it described, report it to the address in section 18 within seven days of your claim and you receive a credit toward another lead.
It is a credit, not a refund. The money stays with Synkompass Media LLC and you draw the credit down against your next claim. The Schedule carries the credit’s size and how it is applied. No timeframe attaches to a decision on a credit request.
Genuine attempts means real ones, more than a single try, made with the contact details released to you. No fixed number of attempts is set. Where the consumer asked not to be called, email is the only channel you have, so unreachable means you got no answer by email. Choosing not to use that channel is not a ground for a credit.
Where leads are offered at no charge, that is a promotion with an end condition stated in the Schedule, and it ends when that condition is met. It is not a term of membership and not an entitlement.
A change to the Schedule applies going forward only. It never reaches a lead you have already claimed, and a material change is notified to you under section 17 before it takes effect.
10. What the contractor owes the consumer
Contractors remain responsible for licensing, insurance, estimates, contracts, program verification, permits, code compliance, workmanship, and customer claims.
What contractors still own:
- Site assessment
- Equipment recommendation
- Eligibility verification
- Estimate and scope
- Contract and terms
- Permits, installation, and closeout
Contractors are responsible for verifying eligibility and program requirements.
You confirm program eligibility, requirements and deadlines with the administrator before you contract with the consumer. You do not tell the consumer that Synkompass Media LLC confirmed any of it, because it did not.
You do not describe any rebate amount, saving or credit to a consumer as assured, and you do not represent an outcome on the strength of what GetEnergyRebates.com displayed to them. What the site shows is published program information. The administrator decides.
You respond to an introduction promptly and professionally. The contract for the work is solely between you and the consumer.
11. Customer information: permitted use, prohibited use, contact preference, security
Synkompass Media LLC is the controller of the consumer information it collects on GetEnergyRebates.com, and it releases that information only because the consumer asked to be introduced to a contractor.
You may use what is released to respond to that specific introduction and to perform work the consumer engages you to do. That is the permitted use and there is no other.
It may not be sold. It may not be rented. It may not be shared with another contractor. It may not be added to a marketing list, a mailing list or a campaign of any kind. It may not be used for a solicitation unrelated to the introduction. It may not be kept once its purpose is finished.
Contact preference is a hard term. Where a lead is marked email only, you do not call that consumer and you do not text them. You also do not obtain the suppressed number by any other means: not by reverse lookup, not by skip trace, not from a public record, not from a neighbor, not from anyone. The number is withheld because the consumer asked for it to be withheld.
If a consumer later tells you not to contact them, that is the end of it, however they tell you. Calling, texting and email law applies to you in your own right, and nothing in this document stands between you and it.
Tell Synkompass Media LLC promptly if consumer information you received is lost or disclosed to anyone who should not have it.
Income-eligibility information is released as a band and never as a figure. Do not record it as a figure, do not repeat it as one, and do not pass it to anyone as one.
Suspension or removal does not end this section for information you already hold. These obligations run with the information, not with your membership.
12. Use of the GetEnergyRebates.com and Synkompass names
Membership gives you no license to present yourself as certified, verified, approved, endorsed, screened or partnered by GetEnergyRebates.com, Synkompass Media LLC or Synkronos Energy Solutions. None of those words describes what membership is.
The names, logos and marks of those three do not go in your advertising, on your vehicles, in your proposals or on your site signage without written permission from Synkompass Media LLC.
You may say you are a contractor in the GetEnergyRebates.com Contractor Network. You may not describe that membership in a way that sounds like a credential, because it is not one.
13. The Synkronos Energy Solutions relationship
Synkompass Media LLC and Synkronos Energy Solutions are under common ownership. Synkronos performs energy consulting and efficiency work, which is to say it competes for work a Network contractor would otherwise do.
As of the effective date of this version, on the standing policy of the owner of both companies, Synkronos does not take leads from the Network. That is the present position and it is the only position stated here. It is not a permanent commitment, and no priority rule exists between Synkronos and any member, because none has been set.
If that policy changes, the change reaches you as an amendment under section 17, with a new version identifier and notice to your registered email before it takes effect. It does not change as a matter of quiet practice.
14. Independent businesses; no agency
The Terms of Use say two things to every consumer who reads them.
Contractors in our network are independent businesses — not our employees or agents.
We do not perform the work, supervise it, or guarantee any contractor’s services; any agreement you enter into is between you and the contractor.
You are an independent business. You are not an employee, agent, partner or joint venturer of Synkompass Media LLC, and nothing in this document makes you one.
Synkompass Media LLC does not direct your work, schedule it, price it, inspect it, supervise it or set quality standards for it. It does not tell you what to charge a consumer, what equipment to install, when to arrive or how to do the job. It has no right to do any of that and acquires none by your membership.
You carry your own insurance, hire your own people, pay your own taxes and run your own business. The obligations in this document are conditions of being introduced to consumers through GetEnergyRebates.com. They are not instructions about how to perform work. If anything anywhere in this document reads as though it were, read it against this section. This section governs.
15. Keeping the record current
Your record is what Synkompass Media LLC holds about you: licenses, insurance certificates, certifications, contact details and the territory you say you serve. You keep it current, because nobody monitors it on your behalf.
Report a material change promptly. A material change is any of these: a license that has lapsed or expired, coverage that has lapsed, a new disciplinary matter, a new material claim, a change in your legal entity or your ownership, or your ceasing to serve a territory you listed.
Updated documents may be requested at any time.
A record that is out of date is itself grounds for suspension under section 16. That is the consequence, and it exists because an out-of-date record is the one failure Synkompass Media LLC cannot see from where it sits.
16. Suspension and removal
Membership is at the discretion of Synkompass Media LLC and may be suspended or ended at any time, with or without a stated reason.
Grounds that will be acted on include application information that was inaccurate or incomplete, failure to disclose what section 5 requires, a lapsed license or lapsed coverage, misuse of consumer information under section 11, a breach of the contact-preference obligation, misrepresenting your relationship with GetEnergyRebates.com or Synkompass Media LLC under section 12, non-payment, and conduct that creates a risk to a consumer.
Removal is not a finding against you. It is not published, and Synkompass Media LLC does not announce it.
No notice period, cure period, appeal or review is promised, and none should be assumed.
Removal does not release you from section 11 for consumer information you have already received.
17. Amendment and notice of change
Synkompass Media LLC may amend these Standards and the Fee and Lead Schedule. Each amendment produces a new version identifier and a new effective date, and the current version of each document stays at a fixed address: these Standards at /contractor-network-standards/ and the Schedule at /contractor-fee-and-lead-schedule/.
A material change is sent to your registered notice email before it takes effect. You are not asked to watch this page for changes. The email is the notice, which is why section 15 asks you to keep that address working.
Continuing to participate after an amendment’s effective date is how you accept it.
A fee change is never retroactive to a lead you have already claimed.
If you do not accept an amendment, stop participating: claim no further leads, and tell Synkompass Media LLC at the address in section 18 that you are leaving the Network. Your membership ends when you do. Fees for leads you already claimed are still owed.
18. Notices and contact
Notices to Synkompass Media LLC go to one address: [email protected]. A notice sent there is effective notice.
Keep a working notice email on your record. Notices to Synkompass Media LLC are effective when sent to the address above, and notices to you are effective when sent to the address on your record, which makes keeping it current a real obligation rather than an administrative one.
19. Record of the agreement
When you submit an application, this is recorded: which attestations you checked, the date and time you submitted, the IP address the submission came from, and the published version identifier of each document you agreed to.
That record is retained, and it is the record of the agreement between you and Synkompass Media LLC. If a question comes up later about what you agreed to and when, that record is the answer. The confirmation email sent when you submit carries those same version identifiers, so you hold your own copy of what you agreed to and are not relying on ours.
20. Governing law and disputes
Reserved. Governing law, venue and dispute resolution for this agreement are with counsel and are not stated in version 1.0 of this document.
