Northeast Energy Rebate Updates: Q4 2026 Deadlines and New Amounts

First edition of a quarterly series. Every figure below is as of September 24, 2026.

Two items here carry a November 30, 2026 deadline, and New Jersey’s heating assistance season opens October 1, 2026.

If you run a Vermont business with a custom efficiency project in the works, Efficiency Vermont’s doubled custom incentive requires the project to be finished — not approved, not started, finished — by November 30, 2026. That is a thin window for custom commercial work.

And if you are a Con Edison customer, the heat pump water heater incentive moved from $1,300 to $1,500 per unit for applications submitted between September 1 and November 30, 2026. NYSEG and RG&E run limited-time water heater offers in the same window, with larger distributor and installer shares; Orange & Rockland runs its version through December 31. Water heaters get replaced in a panic, the day they fail, with nobody asking about rebates. Ask now.

The rest of it, state by state.

New York: the Clean Heat rulebook changed on September 1

Version 3 of the NYS Clean Heat Program Manual took effect September 1, 2026 and reissued every utility incentive table. The headline is a new Weatherized Tier. At Central Hudson, National Grid, NYSEG and RG&E, full-load heating with a cold-climate air-source heat pump in a single-family home outside a disadvantaged community goes from $4,000 to $8,000 if the home qualifies as weatherized.

Three pathways get you there: a home built after 2010, past participation in a qualifying weatherization package, or a measured performance pathway. Put that question to your contractor before anything is ordered — it decides which column of the rate table you land in.

The same revision tightened eligibility, and that part is not in anybody’s announcement. New fossil-fuel equipment may no longer be installed alongside an eligible heat pump. Projects may no longer carry electric resistance heating for up to 10% of the building’s heat load, which used to be allowed. Air-to-water heat pumps have to be on the NYS Clean Heat qualified product list; ENERGY STAR and NEEP lists are no longer accepted for that measure. A project scoped this summer was scoped under the old rules — and an older edition of the manual dated September 2022 is still posted elsewhere on the state’s Clean Heat pages, so whatever your contractor quotes should say Version 3, September 1, 2026 on it.

Pennsylvania: FirstEnergy’s Act 129 Phase V commercial amounts are out

Commercial and industrial customers of Met-Ed, Penelec, Penn Power and West Penn Power have rates to work with. FirstEnergy’s C&I Energy Solutions incentives guide, effective June 2026, pays prescriptive and custom projects $0.04 per kWh and $250 per peak kW saved across HVAC, refrigeration, foodservice, compressed air, motors and drives, agriculture and miscellaneous measures, and $0.01 per kWh and $100 per peak kW for lighting. Networked lighting controls pay $0.15 per watt controlled. Instant discounts cap at $20,000 per project; prescriptive and custom stop at 50% of cost or $500,000 per project, whichever comes first.

Here is the part nobody explains. The peak kW half of that payment is measured against defined windows: summer weekdays 2 to 6 p.m., June through August, and winter weekdays 7 to 9 a.m. and 6 to 8 p.m., January and February. Between two projects with similar annual kWh, the one that cuts load inside those hours is the better application. A qualified energy professional can read your interval data and tell you which loads sit in there. This money runs to May 31, 2031, or while funds last — the one item here you are not racing.

Connecticut: heat pump rebates rose from $1,000 to $1,500 per ton

The Energize Connecticut residential Energy Optimization rebate rose from $1,000 to $1,500 per ton for installations on or after September 1, 2026, capped at $10,000 per home. It pays per ton of AHRI-rated cooling capacity, for displacing gas, oil, propane or electric resistance heat.

The conditions matter. Equipment must be ENERGY STAR Cold Climate certified and on the Energize CT qualified product list, the installer has to be in the Heat Pump Installer Network, and projects are randomly selected for inspection — refusing one forfeits the rebate. There is also a $500 bonus if insulation was completed through Home Energy Solutions within 24 months before, or six months after, the heat pump goes in. Two clocks: installed inside calendar 2026, application postmarked by February 27, 2027.

Vermont: the doubled custom incentive, with a caution

Efficiency Vermont announced a doubling of its standard custom business incentive — up to 2x the normal amount, with the extra capped at $25,000 or 100% of project cost, whichever is less. It covers new or currently incomplete custom projects, excludes standard business rebates, and requires completion in full by November 30, 2026, or until funds run out.

Be careful with this one. We could confirm those terms on a single source — Efficiency Vermont’s February 2026 announcement — and they rebuilt their website this year, so we are treating the amount as unconfirmed until we hear it from them directly. Call Efficiency Vermont, confirm the offer is open and confirm the funds are still there. If your project can genuinely finish by November 30, make that call first. If not, scope it now and apply under the standard custom incentive.

New Jersey and Pennsylvania: heating assistance seasons open

New Jersey accepts applications from October 1, 2026 through June 30, 2027, first come first served, with a maximum program benefit of $4,878 per household. Amounts vary by fuel, household size, income band and county; Warren and Sussex run on a higher schedule.

Pennsylvania opens November 2, 2026 and closes April 23, 2027. Cash grants run $200 to $1,000, crisis grants $25 to $1,000, to a season maximum of $1,000. Returning customers receive an application or COMPASS postcard carrying a registration number that lets them apply before the season opens. If that postcard shows up in October, do not set it aside.

These programs go unused by households that qualify for them. If you are anywhere near the line, apply and let the agency make the determination.

We are not printing a New York date this edition. On September 24 the state’s HEAP page did not yet show an opening date for the 2026–2027 season, and last season’s opening slipped from early November to December 1 — a date from a third-party site is not worth planning around. What to do with this

Four of these five reward one move: find out what your property qualifies for before you buy equipment. Pre-approval, qualified product lists and installer networks are where rebates get lost, and none of it is recoverable once the invoice is paid. Our rebate finder sorts the programs we track by state, property type and the work you are weighing, so you know what applies before you call anybody.

Before you sign anything. Program availability, incentive amounts, and eligibility requirements are subject to change. Contact your utility or program administrator directly to confirm current program status, incentive levels, and application procedures before signing a contract or purchasing equipment. Pre-approval may be required before work begins; retroactive applications may not be accepted. For the heating assistance programs, eligibility is also subject to income verification, household size and funding availability, and benefit levels are set annually.

General information, not legal, financial or tax advice, and not a guarantee of eligibility.

Next edition in January 2027, with the winter deadlines and whatever the utilities change on January 1. This series runs quarterly.
